This article continues the abstract of lectures on the subject «Economics Personnel Management» program bachelor. The article reveals the essence and purpose of the evaluation of the Human Resources Department. The main indicators to assess the effectiveness of personnel management are presented. The article describes the methods to assess the effectiveness of personnel management, including expert assessment, HRbenchmarking, analysis of human resources, personnel audit, key performance indicators, management by objectives, methodology ROI.

Personnel management services at enterprises are usually attributed to cost centers; specialists are assessed not by the results of the unit, but by the total results of the organization. Therefore, practitioners consider it inappropriate to develop KPI for HR services. The author is sure that diff erentiation of the results of the activities of all specialists is necessary. This article describes the practical results of the development of KPI for professionals working in HR services. The mechanism of differentiation of indicators by posts is presented. The system was developed and tested in one of Surgut’s oil and gas companies. The algorithm presented in the article will help those interested in carrying out similar work in the process of developing their own version of KPI.

Pondok Pesantren  (Islamic Boarding School) is one of the oldest pedagogical institutions in Indonesia. Pondok Pesantren Assyafiiyah is one of Islamic BoardingSchools located in the area of Madura. To be a productive Islamic Boarding School (i.e.a boarding school which fits the need of pesantren), Assyafiiyah Islamic Boarding School needs to measure the performance of the employee. In this case, it is known as Board Performance which involves human resources, strategy, and performance. To produce a superior educational institution, the implementation of Human Resource Scorecard method that has a positive and significant effect on the institution of Assyafiiyah Islamic Boarding School is very necessary. It is used as an analysis of human resource performance. It is expected that this kind performance measurement system (i.e. Human Resource Scorecard) is able to provide the best solution in improving employee performance. Try Out is given and conducted on the institution to measure the performance system achievemet of its human resources. Therefore, the Key Performance Indicators which does not reach the target can be discovered. In other words, such kind of Try Out can be used to analyze the necessary refinement and improvement of the Key Performance Indicators previously mentioned. Based on the status quo, there are two major problems in this research: 1) how is the mapping of Human Resourse Scorecard?; and 2) what are the factors influencing the optimalization of Board Performance in Assyafiiyah Islamic Boarding School through Human Resource Scorecard?

The seamless flow of goods, people and investments across the Mediterranean necessitates a well-functioning port and transport system. More efficient port operations enhance seamless logistics and promote safety, efficiency, interoperability and interconnectivity of transport networks in the Mediterranean area.To promote the exchange of knowledge and expertise relevant to port and customs procedures and simplification of clearance for vessels and cargoes in the Mediterranean, the MEDNET project was launched. As part of the project a common evaluation framework for the performance of ports in the form of a set of Key Performance Indicators (KPIs) together with a list of the best practices in terms of operations and customs procedures was developed.In total, 50 ports were analyzed and given a KPI regarding traffic, financial, operational and human resources, sustainability and customs procedures. The values were latter crossed with the current good practices on operation in terms of customs procedures. And a small correlation between KPIs performance and implantation degree of good practices in customs procedures was found. Purpose: The specific objective of the study was to assess influence of performance contracting in optimizing procurement of state corporations in Kenya.Methodology: This research study adopted a descriptive research design approach targeting heads of procurement at the 187 state corporations. This method was preferred because it allowed an in-depth study of the subject. The study preferred this method because it allowed an in-depth study of the subject. To gather data, structured questionnaire will be used to collect data from 104 respondents. Data was collected using self-administered questionnaires. The data collected was analyzed by use of descriptive and inferential statistics. Multiple regression model was used to show the relationship between the dependent variable and the independent variables. The data generated was keyed in and analyzed by use of Statistical Package of Social Sciences (SPSS) version 21 to generate information which was presented using charts, frequencies and percentages.Results: The findings of the study indicated that; key performance indicators, monitoring and evaluation, balanced scorecard and administration structures have a positive relationship with procurement optimization of state corporationsConclusion: Based on the study findings, the study concludes that performance of state corporations can be improved by key performance indicators, monitoring and evaluation, balanced scorecard and administration structures.Policy recommendation: the study recommended that public institutions should embrace performance contracting practices so as to improve their procurement optimization and further researches should to be carried out in other public entities to find out if the same results can be obtained.

The purpose of the scientific research presented in this article is the development of the methodological bases for the management of industrial park structures as objects of management. The necessity of the development and development of adaptive management in modern economic conditions is substantiated. The author set the task of exploring the possibilities of adaptive management technology in the context of the development of a stakeholder approach theory for industrial park structures, involving a large number of stakeholders that directly and indirectly influence activities and the subsequent distribution of the results of these activities among stakeholders effects. The central task of the adaptive management of the industrial park structure as an object of management is the search for a mechanism to adapt the strategic priorities of its existence and the corresponding streamlining of decisions and activities in accordance with the identified strategic priorities. The characteristic features of Management by objectives (MBO), proposed in 1954 by Peter Drucker (DruckerP.), The modified Tableau de bord system developed by Chiapello E., Lebas M., and the concept and adaptive management of key performance indicators Key Performance Indicators ( KPI). The study revealed trends in the structure of services provided by consulting companies for the implementation of adaptive management systems in Russia. A sectoral profile of implemented projects on the implementation of adaptive management systems in Russian companies is presented. The methodological problems of implementing an adaptive control system are studied. In conclusion, the author proposes a methodology for adaptive management of an industrial park structure based on building a set of strategic measures aimed at leveling the development strategy of an industrial park structure depending on the state of development indicators, including for the purpose of making decisions on regulating this system, the set of possible options in case of rejection of the indicative assessment of the result of the activity of the stakeholder.
