Digitalization of the Economy As an Important Factor in the Formation of New Trends in the Labour Market

The article analyzes the key digital technologies and their impact on the formation of new trends in the labor market. Particular attention is paid to the stages of development of the digital economy and the current state of Affairs in the practical application of information and communication technologies in the Russian Federation. A meaningful analysis of the key digital technologies, the practical use and application of which make modern business successful and effective in terms of its final results. The article presents the results of the analysis of indices (indicators) most commonly used in practice to assess the level of development of information and communication technologies in various countries of the world community. Based on the analysis of the values of various indexes using the methodology of SWOT-analysis, assessed the situation in the Russian Federation practical use of information and telecommunication technologies. The main reasons for the insufficient use of ICT in the development of the Russian economy are highlighted. The result of the analysis was the identification of the main factors that positively affect the effectiveness of the use of digital technologies in the production and management practices of domestic companies. The article presents the author’s position on the new trends of the labor market, formed as a response to the increasingly active penetration of the digital economy in the socio-economic sphere of society.

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

The current changes in the economy made up by the transition to the sixth technological order and the development of the “Fourth industrial revolution” concept, are impossible without the innovative technologies development and implementation. In these circumstances it becomes highly important for the industrial enterprises to implement innovative solutions via the use of modern information and communication technologies. This article reveals the problems of the Russian Federation industrial enterprises innovation implementation in the course of transition to the digital economy. The analysis of the innovation activity indicators and the assessment of the software and information and communication technologies use by the Russian Federation industrial production organizations in 2017-2019 were made according to the Federal State Statistics Service data. From the research results the author identifies positive and negative trends in the innovative industrial development in Russia, and identifies the threats to the industrial production innovative solutions implementation and possible ways to minimize them. For this research the author used such methods as: comparative and logical analysis, system approach, graph and table scientific research methods.

The creation of a modern digital economy is the most important stage in the economic development of Russia and its territories. Digitalization of socio-economic processes significantly expands the opportunities of businesses, individual citizens and the state as a whole. However, the economic digital transformation is associated with the emergence of various risks and threats in the field of economic security, including those related to the inequality of Russian regions in terms of the possibilities of using information and communication technologies in practice. The article examines the essence of the concepts: digital economy, digital inequality. We identified the causes and problems of digital inequality in the territories of the Russian Federation and ways to solve these problems. The authors analyzed statistical data that characterize the international rating of the Russian Federation according to the four components of the global connectivity index, as well as a rating of individual regions of Russia on the level of access to digital technologies and communications. At the same time, we also studied such indicators as the amount of spending on innovations by the subjects of the Russian Federation, the share of the subscription fee for Internet access from the average (for the region) salary, and others. Based on the analysis, the authors of the article suggested ways to reduce the digital inequality of regions in modern Russia.

The purpose of this article is to present the results of the study of the impact of normative legal acts on the development of legal relations in the field of information and communication technologies in the plans of Informatization of the Federal Executive authorities in the process of exercising their respective powers. In order to achieve this goal, about 20 documents, including orders of ministries and departments, were analyzed within the framework of this work. To conduct the study we used the system method, with which help, was developed informational model, allowing to represent the whole range of the authority that they exercise in the interests of constructing a system of project management for the planning of Informatization of state authorities.As an example, the powers of the Ministry of Foreign Affairs of the Russian Federation were examined. The model takes into account more than 70 different powers, which in this work are systematized in 30 areas. particular, such as: charge; acts; makes; gives; yields; concludes; informs; claims; coordinates; provides; generalizes; render; alerts; identifies, organizes, organizes and provides; organizes, conducts and provides; implements; monitors; prepares; is; taking; conducting the work; develops and presents; implements; independently adopts regulatory legal acts; assists; sets; claims; engages. The approach to the description of powers using the information model allowed to correlate them with the plans of Informatization of the above-mentioned Department.Based on the results of the work, it has concluded that this approach can be used in the process of developing and substantiating proposals for amendments to the current legislation, taking into account the main provisions of the Strategy for the development of the information technology industry and the program “Digital economy of the Russian Federation”.

The development of society at the present stage is characterized by the practical implementation of digital technologies in many areas of life. The purpose of this study is to analyze the information support of the development of the digital economy in the regions of the Russian Federation. The methodological approaches of international and national organizations in the system for assessing the development of the country's informatization have been disclosed in the article. A system of indicators of the national system for monitoring the development of the digital economy, which reflects the development factors of the information society and the use of information and communication technologies, has been presented. A comparative assessment of the composition and content of international and national indicators for assessing the development of the information society has been given. The calculation on the components of the information and communication technologies Development Index for each subject of the Russian Federation and the Federal districts has been made, as well as the analysis of variations in this Development Index for the constituent entities of the Russian Federation for 2014–2018 has been carried out.

The current stage in the development of the world community is characterized by high rates of development of digital technologies and their practical implementation in many areas of life. The purpose of the paper is the analysis of the system for monitoring for the development of the information society and the digital economy, both in the Russian Federation and abroad. The role of international organizations in creating methodological foundations for the study of the implementation of information technology has been revealed in the article. The chronology of the development and implementation of the main regulatory documents, on the basis of which data is being collected on countries and their comparison, has been considered. Particular attention to the study of Russia’s place in the ratings compiled by various international organizations has been paid. A system of indicators of a national system for monitoring the development of the digital economy has been adduced, which reflects the development factors of the information society and the use of information and communication technologies. The dynamics of the gross value added of the ICT sector of the Russian economy and the number of people employed in the information and communication technologies sector have been analysed. Significant variability in the intensity of the dynamics indicators, reflecting various aspects of the development of the information society, as well as a significant lag of Russia from the leading countries in certain areas of the ICT sector, have been identified. It has been shown that the key task aimed at correcting this situation is to improve the investment climate in the information and communication technologies sector. At the same time, the imperfection of the methodology for monitoring the development of the information society and the digital economy does not allow us to take timely measures to regulate digitalization processes. It has been concluded that it is necessary to continue work on improving indicators for monitoring the implementation of the government program “Digital Economy of the Russian Federation”.

In the first part of the article, we consider main principles and general indicators of the EBRD’s activity in the Russian Federation. Using the author’s technique, we study how projects are distributed across different sectors, by size, type of financing and clients’ sponsors. The second part of this article focuses on a detailed analysis of the project activity of the EBRD in 11 economic sectors based on the bank’s classification: agribusiness, natural resources, manufacturing and services, equity funds, information and communication technologies, property and tourism, energy, municipal and environmental infrastructure (utilities), transport, banking and non-banking financial sectors.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.
