The problems of the forest sector identified by many researchers are primarily related to the quality of institutions and the lack of effective institutional relations in the industry, according to the authors’ opinion. The results presented in the article, which prove the existence of a causal relationship between the qualitative characteristics of institutions and institutional relations and economic results, are shown for the first time in the case of the forest industry. In order to achieve the objective, the economic interrelations between forest industry entities are analyzed in the context of their institutional environment. It is revealed that the existing institutional structure of the industry supports the conflict of incentives between the owner (state) and the user (tenant) of forest land. The theoretical aspects of the specification of property rights, minimization of transaction costs and costs of contractual relations in the Russian forest industry to increase its economic efficiency are investigated. The transformation of Russian forest industry institutions should be based on the comparative advantages of existing institutions, economic models of successful forest management, objective institutional and economic indicators of sustainable growth, such as the specification of property rights and the minimization of specific transaction costs.

Innovative development of the region implies creation and commercialization of innovations in the most favorable for the region business sectors. The priorities of the Irkutsk region development are to increase the innovation component, to develop high technology and to use the recreational resources of the region for the innovation development. Objective of the study: to determine the ways of using the recreational potential of Irkutsk Oblast for innovation development. The research methodology is based on a theoretical analysis of the main aspects of innovative regional development, innovation in the regional tourism and recreation industry. The information and empirical research base of the study was statistical data on the development of tourism in Irkutsk Oblast. The novelty of the research is in the formation of a conceptual approach to the use of recreational resources of Irkutsk Oblast for innovative development of the region through the creation and development in the region of world-class scientific centres in the priority sectors for the development of the region; the establishment in the Cisbaikalia of a geopark and biomedical cluster; development of congress and business tourism, both interregional and international, including transit tourism; engagement of areas not adjacent to Lake Baikal in the tourism industry. The author proposes to consider tourism as a form of export of high-tech eco-oriented living environment. The article provides an analysis of the national projects, programmes and strategies related to the development of innovations in tourism activities in Irkutsk Oblast.

Currently, it is necessary to build a product quality management system that ensures the smooth operation of the organization, the competitiveness of products, the development and maintenance of the organization's quality goals. The article discusses the theoretical foundations of quality management of manufactured products at the enterprise. The necessity of quality management of the enterprise's products as the basis of the competitiveness of the enterprise is substantiated. The concept of quality management is considered. The stages of development of the quality management system are given. The threats of defective goods and their impact on the economic condition of the enterprise are considered. At the research stage, the Ishikawa causal diagram was used, developed using the 6M mnemonic technique. The quality control system of metal structures is analyzed. Losses from defects in the manufacture of metal structures were revealed. A Pareto diagram of the defected goods distribution is constructed, the data of which indicate that more than 55 % of the defects is caused by locksmiths, 17 % — undercuts, 13 % — displacement of holes and other reasons. The main reason was the insufficient level of qualification of locksmiths. In order to improve the quality of products, measures have been proposed concerning the retraining of workers, updating equipment. It is recommended at operational meetings to develop preventive and corrective measures to reduce defects, reduce the workload of engineers of the technical control department. The suggested measures will reduce the number of defective products, increase the competitiveness of the company's products.

Various psychoactive substances that are in illegal circulation cause significant damage to the health of the population. Discussions among scientists about measures to reduce the level of drug use have not been stopped for many decades. The main goal of all researches is to search for effective anti-narcotic drugs and the implementation into practice of new technologies to counter drug crime. Following the scientists, a legislator tries to choose the most optimal designs that allow an objective and comprehensive assessment of the actions of violators, taking into account the need to save repressive measures. In the first edition, the current Criminal Code of the Russian Federation allowed the use of compulsory medical measures to persons with an established diagnosis of "drug addiction". Later, the measures of compulsory treatment were recognized as inhumane and abolished. They were replaced by the institution of imposing by the court on a drug addict the obligation to undergo treatment for drug addiction, medical and (or) social rehabilitation. As an interim measure, a legislator in 2013 put into effect Article 6.9.1 of the Code of Administrative Offences of the Russian Federation, which provides liability for evading a drug addict from the duty imposed by the court. Currently, a legislator offers to tighten the responsibility of a drug addict for evading treatment and rehabilitation by introducing an administrative prejudice. The conducted research has shown that it is possible to achieve the desired result by other means.

The present article examines the issues of digital transformation of the production sphere (based on methods of analysis and synthesis, generalization and systematization of material relevant to the topic), which has great relevance for changes in modern production due to the transition to a new technological mode. The role of production, especially the industrial production, in the historical aspect of socio-economic development of the country is always pivotal and the competitiveness of economic systems at the micro, meso and macro levels of the country, as well as the country as a whole in the world market, depends on the timeliness of its modernization. The analysis of the production output categories allowed the authors to find out the specific weight of innovative products and give its characteristic in the aspect of production sectors: 1) high-tech; 2) medium-tech; 3) low-tech. Therein, it is shown that the first group has only 25 % of industries in it, the second has 31 % and the third has 44 %. Russia’s share of innovative products (services) in the world market is only 4,3 %, and the business sector has software deficiency. The authors draw the conclusion that, in order to intensify the modernization of the production sphere, it is necessary to widely implement digital technologies in small industrial enterprises, as well as in import-substituting enterprises, as they are more receptive to innovation. The authors examined the structure of manufacturing production and provided a description of the state of digitalization in all federal districts of Russia. They also carried out a correlation and regression analysis of the digitalization potential of the production sphere, based on the assessment of the closeness of the relationship between the use of broadband Internet and the volume of manufacturing production.

The problem of the specifics of correctional work with primary school children with disabilities is relevant due to the need for the search for new effective forms of assistance in the development and compensation of disability of this heterogeneous group of children. The knowledge of the features of correctional work with this group of children of primary school age will allow us to increase the effectiveness of correctional work. The purpose of this empirical study is to substantiate the effectiveness of the correctional program aimed at developing the attention of children with disabilities (a group with intellectual disability). The methods of educational experiment, the “Correction task” technique, “Schulte Table” and statistical method were used. The author of the article created the program “Educational Development” for children with disabilities (intellectual disability). The aim of the program was to correct attention of children with intellectual disability. The objectives of the program were to improve span of attention and concentration of this group of children. The results of the theoretical and empirical study of the initial and secondary level of attention properties in primary school children with disabilities are presented. The process of attention of primary school children with disabilities (a group with intellectual disability) has specific disorders, such as insufficiency of concentration, stability and capacity, accompanied by mental instability. As a result of the correctional work, statistically significant differences in the properties of attention concentration and stability and performance efficiency were revealed. Thus, the effectiveness of regular and systematic correction of the attention process of children with disabilities (a group with intellectual disability) is justified by comparing the results of the initial and final diagnosis and identifying significant positive changes. The process of attention of primary school children with disabilities (a group with intellectual disability) has specific disorders, such as insufficiency of concentration, stability and span of attention, accompanied by mental instability. The prospect of the research is to identify changes in cognitive operations as a result of the correction of attention ability of this group of children.

Despite the positive attitude towards the presence of compromise norms in the Criminal Code of the Russian Federation, containing the possibility of exemption from criminal liability for a committed crime, their mere presence seems insufficient. It is important to introduce a mechanism for the functioning of the norms, which will describe in detail all the stages necessary for their application. The article discusses controversial issues of insufficient legislative regulation of exemption from criminal liability on the basis of the application of a note to Art. 126 of the Criminal Code of the Russian Federation. The opinions of scientists concerning the application of special grounds for exemption from criminal liability for kidnapping are generalized, the position of the Supreme Court of the Russian Federation regarding the understanding of the term “voluntary release of the kidnapped” is considered. A number of controversial issues that have not been taken into account by the legislator, which require mandatory regulation, are cited. The article examines the existing judicial practice of applying the note to Art. 126 of the Criminal Code of the Russian Federation. A lack of uniformity in the law enforcement activities of the judiciary was revealed. Supplements are proposed to the new resolution of the Plenum of the Supreme Court of the Russian Federation of December 24, 2019 No. 58 to increase the effectiveness of the application of the considered grounds for exemption from criminal liability. As a result, a proposal was put forward that is aimed at improving the note to Art. 126 of the Criminal Code of the Russian Federation. The issues raised in the article are of scientific and practical interest.

The article considers the activity of the enterprises of the timber industry of the region. The volume of timber exports, tax burden, tax revenues to the budget of the Irkutsk region and to the consolidated budget of the Russian Federation, registered tax crimes, amounts of material damage caused are analyzed. The applicable tax avoidance schemes are presented, as well as schemes aimed at illegal reimbursement of value added tax from the budget. Problematic issues are highlighted in terms of information interaction between law enforcement and tax authorities in order to identify tax crimes, as well as in conducting joint control and verification activities, and ways are proposed to solve these problems. The peculiarities of conducting the main investigative actions necessary for successful solving of tax crimes in the timber industry are considered. The issue of factors affecting the time period from the identification of a tax crime to the conviction is raised, as well as the disproportions of the penalties applied to the committed acts. Emphasis is placed on the need for legal and regulatory improvements, as well as the use of proposed measures in modern investigative practice.

According to many analysts, the modern digital technological transformation of the economy, both at the macro level and at the level of industrial enterprises, has a deep character and is aimed at establishing a new global economic structure. Programming at the level of international, climate, anti-pandemic, sanctional, technological, military-political and other agreements to reduce the level of production and consumption in accordance with the principles of sustainable development determines the prospect of transformations in industry, including in the raw materials sector. A significant part of the industrial companies of the Siberian regions belongs to the field of raw materials extraction, which forms new guidelines in the new technological conditions, both in personnel and technical areas. Large-scale introduction and application of a new generation of equipment that meets modern environmental standards requires accelerated training of a significant number of professional personnel. In fact, the education system, which should ensure the educational process of a high strategic status, both in scale and in terms of engineering and technical level, requires a systemic transformation based on the principles of digital technological innovations. The release of a significant number of workers, both representatives of the working professions and the intellectuals, which is happening and threatening to intensify, in the light of the ongoing contraction of the economy, will require the formation of millions of new jobs. This fillip, aimed at the development of small industrial forms of production of end-use goods, is able to provide employment for the population, as well as an increase in the level and quality of life in export-raw materials regions with the support from the state. The creation and development of engineering, technical and technological business franchises with the formation of a large retail network representing the goods of "industrial farms" are promising in this aspect. The upcoming steps of digital technological transformation require a comprehensive balanced scientific understanding, the development of appropriate justifications and recommendations.

In the era of globalization the issues of ensuring economic and national security are still relevant for discussion. Financial markets, being one of the driving forces for the global economic development, are sensitive to changes in the socio-economic and political situations. In the rapidly changing world, the security of the national financial market can be ensured by increasing its adaptability, which is, in the general case, the market ability to adapt to stressful events, while working in adverse conditions. The article discusses the features of the national financial market in the context of financial globalization. Using the complex adaptive theory, the main ways of the national financial market development to enhance its adaptability are presented. Keywords.
