The article mainly aims at the problems which including the single channel common existed in the local government investment and financing platform in western region, the poor ability of debt paying and the shortage of funds. It puts forward that in the operation mode industry chain business design should be appropriately extended, the financing mode should be expanded and implementation of debt restructuring. Meanwhile, it correspondingly gives relevantly alternative plan. At the end of improvement, there is more extension in industry chain business design with the local government investment and financing platform. It is not only as a function of government financing, but also as the function of the marketization of the modern company.

This paper presents an in-depth analysis of the construction of an intelligent government control system in the context of 5G IoT. The research has conducted performance tests and network tests on the samples of the components which debugged the problems that occurred during the tests and analyzed and improved the system. The system designed in this study is not only easy to maintain but also very reliable and safe, with a high level of accuracy, and can be used for remote “five remote” and management of switchgear and other related power equipment. Based on this model, a dual middleware PaaS service selection algorithm is proposed, and a utility evaluation strategy is used to load balance the PaaS service. The test results show that the DMPS algorithm has a high selection accuracy and load balancing capability. Combined with the experience of local government investment and financing platform financing risk management and control practices, the financing risk control system established through the study is made more feasible. From the development history of local government investment and financing platforms, we study local government investment and financing platforms from the perspective of historical development and explore the root causes of their high financing risks and possible defects in the management process of daily work. Concerning the existing laws and regulations, practical operation norms, the framework of the local government investment and financing platform system, and other objective conditions, we start to build a financing risk control system for local government investment and financing platforms from both practical and operational management aspects, to find a financing risk control system that is in line with the regulations and effective. Finally, the system will be put into practice, and the effectiveness of the system will be tested by using the simulation operation method, and the results will be adjusted in time for the shortcomings of the system. The system is expected to help local government investment and financing platforms to reduce their risks so that they can provide better services for urban infrastructure construction and become a solid link in the economic development chain.

Taishan European Pressurized Water Reactor (EPR) is a third generation advanced pressurized water reactor (PWR), which adopts the third generation advanced fuel assembly (AFA-3G-LE) from AREVA for the first time. As suggested by American Electric Power Research Institute (EPRI), an EPRI level III crud risk assessment is necessary for new type of plants. Because crud induced power offset (CIPS) and crud induced local corrosion (CILC) can lead to axial offset anomaly (AOA) and fuel cladding failure, respectively. A EPRI level III CIPS/CILC risk assessment for Taishan EPR is performed with a new framework of simulation by using sub-channel code FLICA, crud code BOA, and Monte Carlo transport code Tripoli-4. Such framework enables a self-consistent calculation, including a detailed description on neutronics contributed by boron. The validation of present work is confirmed because of the good agreement with the experienced data of EPRI. The results show that AFA-3G-LE has a good performance on crud risk assessment. Even in the worst case, the boron-10 deposition (2.6 g) and the maximum thickness of crud (59 μm) are lower than the low risk threshold, 31.33 g and 75 μm, respectively. Hence, It is expected that Taishan EPR has a very low risk on CIPS and CILC.

Research titled the SRG Supply Chain analysis (warehouse receipt system). This is the warehouse receipt, which is located in the village of the country's Bage Tango's Lopok district, Sumbawa District. Based on initial observation, there was no activity in the year 2018. Furthermore, the objectives that will be achieved in this research is the use of farmers on the farm and the concept of SRG and stakeholder view in the SRG. The research method used is interpretive with the type of phenomenology and analysis technique used by Sanders. With a sample of research is farmers who are in the area of Bage Tango and also in the area of the village of leverage, related stakeholders including the Agriculture service and management of the SRG. The result is that there are various obstacles that are not optimal utilization of the SRG, among them the transport factor of the harvest from paddy fields to the warehouse of receipt and lack of information about the SRG. Furthermore, there is the sustainability system of farmers ' lives of the grain exchange financing system as well as the continuity that is fixed in the speed and convenience of the sustainability of the farmer's life. Zero Stok's analysis of supply chains means that the warehouse does not accept farmers ' crops. Hence the proposed improvement of the chain in the delivery phase of agricultural commodities through Bumdes with the assistance of facilities from the local government.

Based on the panel smooth transition regression (PSTR) model, this paper empirically analyzes the relationship between Chinese local government’s bond financing and economic growth, with the quarterly panel data of bonds issued by local governments and their investment and financing platform companies in the open market from 2008 to 2018 as samples. The research shows that there is a gradual non-linear relationship between local government bond market financing and economic growth in China. With the increase of the scale of local government bond market financing in China, the effect of bond market financing on economic growth will gradually decline and have a negative effect. This result means that for developing countries like China, it is not advisable to rely solely on government investment to drive economic growth.

This study aims to explore the determinants of sufficient growth of the Local Government Industrial Investment Fund in Henan, China. The industrial investment fund in China started with the development of an overseas investment fund. China has become the world’s second-biggest equity investment market. Industrial capital has thrived in recent years. In China, local government investment funds also have a broader role and importance and are becoming an important funding mechanism that local governments can function and encourage. This research methodologically constitutes a quantitative study. Another is the consequence, rather than explaining variables as a cause. Under the probability sampling design, the analysis uses the basic random sampling approach, using survey methods that include structured questionnaires.
