The social protection of household employees related to work contingencies is created parallel to their integration into the General Regime as a Special Relation, with the aim of equating their rights to those of the common Labor Relation, without it having been completed so far. This work presents a review of the legal regime of protection related to these contingencies, highlighting the deficiencies pending to be addressed in order to achieve real equality and dignification of the profession, such as occupational health and safety and unemployment protection, among others.

The shortcomings in the handling of COVID-19 highlighted the salience of health and safety at work and fuelled discussions surrounding the desirability of a European Health Union. This article conceptualises occupational health and safety at the European Union (EU) level as a key driver for the creation of a European Health Union. Through recourse to the area’s roots and its relevance to the tackling of the COVID-19 pandemic, the benefits of putting occupational health and safety in the driving seat are set out. The implications of maintaining a healthy workforce are acute, from both a social and a public health perspective, especially in the time of a pandemic. Relying on a reflective approach that goes beyond the status quo, this article offers pragmatic yet imaginative proposals for strengthening the occupational health and safety acquis. The proposals act as the blueprint for health and safety in the workplace to lay the foundation for a European Health Union and advance the social dimension of the EU.

Brazil has a Federal Ergonomic Standard [1] enacted in 1990 that attracts the attention of practitioners in occupational health and safety fields because it is viewed symbolically as a political gain and because of its technical advances. The 1990 ergonomic standard modified a former one that was issued within a set of 28 occupational health and safety regulations established in 1978 [2]. This article focuses on the social and historical steps in a persistent workers' struggle for a healthier work environment in the late 1980s that resulted in this federal standard as a “command-and-control” regulation pioneering a wide tripartite process of policy-making in Brazil.

Occupational health and safety is poorly served by United Nations agencies designated to protect workers: the World Health Organization (WHO) and the International Labor Organization (ILO). The neoliberal programs initially adopted by the United Nations supported institutions of social protection and regulation and expanded worker protections and union growth. Neoliberalism later became synonymous with globalism and shared in its international success. The fundamental change under neoliberalism was the exchange and accumulation of capital. The major beneficiaries of neoliberalism, at the expense of workers, were large transnational corporations and wealthy investors. During this period, WHO and ILO activities in support of workers declined. As neoliberalism ultimately became neoconservatism, occupational health and safety was purposely ignored, and labor was treated with hostility. Neoliberalism had evolved into a harsh economic system detrimental to labor and labor rights. The United Nations is now in decline, taking with it the trivial WHO and ILO programs. Replacements for the WHO and ILO programs must be developed. It is not enough to call for renewed funding, given the United Nations’ failure to direct the global effort to protect workers. A new direction must be found.

Trade unions and workers in North America have been objectified and instrumentalized by all political regimes, including the social-democratic New Democratic Party in Canada. And it is means-end non-thinking that characterizes government policies. Liberal elites and policy-making have marginalized ordinary workers making them “superfluous” without any vision of an “ethical community” and demonstrating contempt for democratic initiatives. There are oppositionary voices to the dominant social structures that oppress and undermine community and solidarity. However, trade unions and occupational health and safety “activists” have yet to reassess their strategies on workplace health and safety reforms, but are on the defensive in North America. Further, they are complicit with the dominant ideology and the occupational health and safety establishment, including the various and diverse professionals, who shape how we think about work environment matters; and they accommodate government regulators in mediating worker experiences and expectations with employer interests. The author suggests the beginning of a strategy that does not succumb to present-day liberal public policy-making and the atrophy of alternative options. In part, this strategy calls for a rudimentary phenomenology of moral judgment and a reconstruction of labor “tradition.”

When a company is certified, it is demonstrating an occupational health and safety management at high level and its continuous improvement. This article deals with the measurement of economic performance of enterprises in connection with the implementation of OHSAS certificate 18001. Economic performance is represented by return on equity and based on data obtained from financial statements. Performance measurement is used on 50 enterprises operating in the construction sector in the Czech Republic. The impact of the implementation of the OHSAS certificate on economic performance is quantified mainly by comparison methods and correlation analysis.
