Robust Capacity Planning for Project Management

We consider a significant problem that arises in the planning of many projects. Project companies often use outsourced providers that require capacity reservations that must be contracted before task durations are realized. We model these decisions for a company that, given partially characterized distributional information, assumes the worst-case distribution for task durations. Once task durations are realized, the project company makes decisions about fast tracking and outsourced crashing, to minimize the total capacity reservation, fast tracking, crashing, and makespan penalty costs. We model the company’s objective using the target-based measure of minimizing an underperformance riskiness index. We allow for correlation in task performance, and for piecewise linear costs of crashing and makespan penalties. An optimal solution of the discrete, nonlinear model is possible for small to medium size projects. We compare the performance of our model against the best available benchmarks from the robust optimization literature, and show that it provides lower risk and greater robustness to distributional information. Our work thus enables more effective risk minimization in projects, and provides insights about how to make more robust capacity reservation decisions. Summary of Contribution: This work studies a financially significant planning problem that arises in project management. Companies that face uncertainties in project execution may need to reserve capacity with outsourced providers. Given that decision, they further need to plan their operational decisions to protect against a bad outcome. We model and solve this problem via adjustable distributionally robust optimization. While this problem involves two-stage decision making, which is computationally challenging in general, we develop a computationally efficient algorithm to find the exact optimal solution for instances of practical size.

Bi-objective Emergency Medical Service Design Problem is a problem to determining the location of the station Emergency Medical Service among all candidate station location, the determination of the number of emergency vehicles allocated to stations being built so as to serve medical demand. This problem is a multi-objective problem that has two objective functions that minimize cost and maximize service. In real case there is often uncertainty in the model such as the number of demand. To deal the uncertainty on the bi-objective emergency medical service problem is using Robust Optimization which gave optimal solution even in the worst case. Model Bi-objective Emergency Medical Service Design Problem is formulated using Mixed Integer Programming. In this research, Robust Optimization is formulated for Bi-objective Emergency Medical Service Design Problem through Robust Counterpart formulation by assuming uncertainty in demand is box uncertainty and ellipsoidal uncertainty set. We show that in the case of bi-objective optimization problem, the robust counterpart remains computationally tractable. The example is performed using Lexicographic Method and Branch and Bound Method to obtain optimal solution.

In this paper, we focus on a class of robust optimization problems whose objectives and constraints share the same uncertain parameters. The existing approaches separately address the worst cases of each objective and each constraint, and then reformulate the model by their respective dual forms in their worst cases. These approaches may result in that the value of uncertain parameters in the optimal solution may not be the same one as in the worst case of each constraint, since it is highly improbable to reach their worst cases simultaneously. In terms of being too conservative for this kind of robust model, we propose a new robust optimization model with shared uncertain parameters involving only the worst case of objectives. The proposed model is evaluated for the multi-stage logistics production and inventory process problem. The numerical experiment shows that the proposed robust optimization model can give a valid and reasonable decision in practice.

Abstract Feasibility robust optimization techniques solve optimization problems with uncertain parameters that appear only in their constraint functions. Solving such problems requires finding an optimal solution that is feasible for all realizations of the uncertain parameters. This paper presents a new feasibility robust optimization approach involving uncertain parameters defined on continuous domains. The proposed approach is based on an integration of two techniques: (i) a sampling-based scenario generation scheme and (ii) a local robust optimization approach. An analysis of the computational cost of this integrated approach is performed to provide worst-case bounds on its computational cost. The proposed approach is applied to several non-convex engineering test problems and compared against two existing robust optimization approaches. The results show that the proposed approach can efficiently find a robust optimal solution across the test problems, even when existing methods for non-convex robust optimization are unable to find a robust optimal solution. A scalable test problem is solved by the approach, demonstrating that its computational cost scales with problem size as predicted by an analysis of the worst-case computational cost bounds.

In the recent electricity market framework, the profit of the generation companies depends on the decision of the operator on the schedule of its units, the energy price, and the optimal bidding strategies. Due to the expanded integration of uncertain renewable generators which is highly intermittent such as wind plants, the coordination with other facilities to mitigate the risks of imbalances is mandatory. Accordingly, coordination of wind generators with the evolutionary Electric Vehicles (EVs) is expected to boost the performance of the grid. In this paper, we propose a robust optimization approach for the coordination between the wind-thermal generators and the EVs in a virtual<br>power plant (VPP) environment. The objective of maximizing the profit of the VPP Operator (VPPO) is studied. The optimal bidding strategy of the VPPO in the day-ahead market under uncertainties of wind power, energy<br>prices, imbalance prices, and demand is obtained for the worst case scenario. A case study is conducted to assess the e?effectiveness of the proposed model in terms of the VPPO's profit. A comparison between the proposed model and the scenario-based optimization was introduced. Our results confirmed that, although the conservative behavior of the worst-case robust optimization model, it helps the decision maker from the fluctuations of the uncertain parameters involved in the production and bidding processes. In addition, robust optimization is a more tractable problem and does not suffer from<br>the high computation burden associated with scenario-based stochastic programming. This makes it more practical for real-life scenarios.<br>

Traditional online algorithms encapsulate decision making under uncertainty, and give ways to hedge against all possible future events, while guaranteeing a nearly optimal solution, as compared to an offline optimum. On the other hand, machine learning algorithms are in the business of extrapolating patterns found in the data to predict the future, and usually come with strong guarantees on the expected generalization error. In this work, we develop a framework for augmenting online algorithms with a machine learned predictor to achieve competitive ratios that provably improve upon unconditional worst-case lower bounds when the predictor has low error. Our approach treats the predictor as a complete black box and is not dependent on its inner workings or the exact distribution of its errors. We apply this framework to the traditional caching problem—creating an eviction strategy for a cache of size k . We demonstrate that naively following the oracle’s recommendations may lead to very poor performance, even when the average error is quite low. Instead, we show how to modify the Marker algorithm to take into account the predictions and prove that this combined approach achieves a competitive ratio that both (i) decreases as the predictor’s error decreases and (ii) is always capped by O (log k ), which can be achieved without any assistance from the predictor. We complement our results with an empirical evaluation of our algorithm on real-world datasets and show that it performs well empirically even when using simple off-the-shelf predictions.

Demand for continuous and reliable power supply has significantly increased, especially in this Industrial Revolution 4.0 era. In this regard, adequate planning of electrical power systems considering persistent load growth, increased integration of distributed generators (DGs), optimal system operation during N-1 contingencies, and compliance to the existing system constraints are paramount. However, these issues need to be parallelly addressed for optimum distribution system planning. Consequently, the planning optimization problem would become more complex due to the various technical and operational constraints as well as the enormous search space. To address these considerations, this paper proposes a strategy to obtain one optimal solution for the distribution system expansion planning by considering N-1 system contingencies for all branches and DG optimal sizing and placement as well as fluctuations in the load profiles. In this work, a hybrid firefly algorithm and particle swarm optimization (FA-PSO) was proposed to determine the optimal solution for the expansion planning problem. The validity of the proposed method was tested on IEEE 33- and 69-bus systems. The results show that incorporating DGs with optimal sizing and location minimizes the investment and power loss cost for the 33-bus system by 42.18% and 14.63%, respectively, and for the 69-system by 31.53% and 12%, respectively. In addition, comparative studies were done with a different model from the literature to verify the robustness of the proposed method.

Abstract A hybrid propulsion system of new conception for medium-size passenger cars is described and its preliminary design developed. The system consists of a turbogas set operating at fixed rpm, and a battery-operated electric motor that constitutes the actual “propulsor”. The battery pack is charged by the thermal engine which works in an electronically controlled on/off mode. Though the idea is not entirely new (there are some concept cars with similar characteristics), the present study has important new aspects, in that it bases the sizing of the thermal engine on the foreseen “worst case” vehicle mission (derived from available data on mileage and consumption derived from road tests and standard EEC driving mission cycles) that they can in fact be accomplished, and then proceeds to develop a control strategy that enables the vehicle to perform at its near–peak efficiency over a wide range of possible missions. To increase the driveability of the car, a variable-inlet vane system is provided for the gas turbine. After developing the mission concept, and showing via a thorough set of energy balances (integrated over various mission profiles), a preliminary sizing of the turbogas set is performed. The results of this first part of the development program show that the concept is indeed feasible, and that it has important advantages over both more traditional (Hybrid Vehicles powered by an Internal Combustion Engine) and novel (All-Electric Vehicle) propulsion systems.

The optimal operation of microgrids is challenging due to the presence of various uncertain factors, i.e., renewable energy sources, loads, market price signals, and arrival and departure times of electric vehicles (EVs). In order to incorporate these uncertainties into the operation model of microgrids, an adaptive robust optimization-based operation method is proposed in this paper. In particular, the focus is on the uncertainties in arrival and departure times of EVs. The optimization problem is divided into inner and outer problems and is solved iteratively by introducing column and constraint cuts. The unit commitment status of dispatchable generators is determined in the outer problem. Then, the worst-case realizations of all the uncertain factors are determined in the inner problem. Based on the values of uncertain factors, the generation amount of dispatchable generators, the amount of power trading with the utility grid, and the charging/discharging amount of storage elements are determined. The performance of the proposed method is evaluated using three different cases, and sensitivity analysis is carried out by varying the number of EVs and the budget of uncertainty. The impact of the budget of uncertainty and number of EVs on the operation cost of the microgrid is also evaluated considering uncertainties in arrival and departure times of EVs.

AbstractThe Marsili Seamount (Tyrrhenian Sea, Italy) is the largest submarine volcano in the Mediterranean Sea, located in the middle of the Marsili Basin, facing the Calabrian and Sicilian coasts on its eastern side, and the coasts of Sardinia on the opposite side. It has erupted in historical times, and its summit crest is affected by widespread hydrothermal activity. This study looks at mass failures taking place at different depths on the flanks of the volcano and estimates their associated tsunamigenic potential. Mass failure, tsunami generation, and propagation have been simulated by means of numerical models developed by the Tsunami Research Team of the University of Bologna. In all, we consider five cases. Of these, three scenarios, one regarding a very small detachment and two medium-sized ones (between 2 and 3 km3 failure volume), have been suggested as possible failure occurrences in the published literature on a morphological basis and involve the north-eastern and north-western sectors of the volcano. The two additional cases, one medium-sized and one extreme, intended as a possible worst-case scenario (volume 17.6 km3), affecting the eastern flank. Results indicate that small-volume failures are not able to produce significant tsunamis; medium-size failures can produce tsunamis which dangerously affect the coasts if their detachment occurs in shallow water, i.e., involves the volcano crest; and extreme volume failures have the potential to create disastrous tsunamis. In all the simulations, tsunami waves appear to reach the Aeolian Islands in around 10 min and the coasts of Calabria and Sicily in 20 min. This study highlights that there is a potential for dangerous tsunamis generation from collapses of the Marsili volcano and as a consequence a need to intensify research on its status and stability conditions. More broadly, this investigation should also be extended to the other volcanic seamounts of the Tyrrhenian Sea, since their eruptive style, evolution, and tsunamigenic potential are still poorly known.
