O presente artigo busca analisar quais foram os graus de mudança percebidos na política externa da Arábia Saudita nas suas relações com China e Estados Unidos. Para a realização desta análise, utilizamos os conceitos cunhados por Charles Hermann (1990), que explicam as alterações em política externa de um país a partir de quatro graus de mudança e quatro fontes geradoras destas mudanças. Não obstante, a utilização de livros, artigos, notícias e documentos oficiais dos governos foram essenciais para o desenvolvimento deste trabalho. Assim, argumentamos que há um gradual deslocamento dos Estados Unidos para a China como parceiro prioritário do referido país a partir de 2010, tendência esta acelerada pelos choques externos, como a Primavera Árabe, a queda nos preços internacionais do petróleo e o afastamento dos Estados Unidos do Oriente Médio, e pela ascensão de Mohammed bin Salman ao poder executivo do Reino. Tal deslocamento está associado ao aumento na intensidade e à alteração dos meios pelos quais o país se relaciona com a China. Entretanto, reforçamos que esta tendência não significa um abandono, pela Arábia Saudita, de sua histórica relação com os Estados Unidos.Palavras-chave: Arábia Saudita; Política Externa; Hermann.ABSTRACTThe aim of this research is to analyze the levels of changes identified in Saudi Arabia's foreign policy in its relations with China and the United States. To carry out this analysis, we used the concepts formulated by Charles Hermann (1990) about levels and sources of change in a country's foreign policy. Nevertheless, the use of books, articles, news and official government documents were essential for the development of this article. Hence, we argue that there is a gradual shift from the United States to China as a priority partner of Saudi Arabia since 2010, a trend that has been accelerated by external shocks from the International System, such as the Arab Spring, the fall of the international oil prices and the United States withdraw from the Middle East politics and by the rise of Mohammed bin Salman to the executive power. Such a shift is associated with an increase in intensity and a change in the means by which the country relates to China. The paper examines the evolution of Saudi Arabia’s foreign policy in the context of wider changes in the Middle East and in the Arab world triggered by the Arab Spring. The author argues that during this decade the Kingdom’s foreign policy has witnessed a fundamental transformation: the very essence of the Saudi foreign policy course has changed signifi cantly as the political es-tablishment has substantially revised its approaches to the country’s role in the region and in the world. Before 2011, Saudi Arabia — the land of the ‘Two Holy Mosques’ — positioned itself as a representative of the international Muslim community and in pursuing its foreign policy relied primarily on the religious authority and fi nancial capabilities. However, according to Saudi Arabia’s leaders, the Arab Spring has plunged the region into chaos and has bolstered the infl uence of various extremist groups and movements, which required a signifi cant adjustment of traditional political approaches. Saudi Arabia, more explicit than ever before, has declared itself as a nation state, as a regional leader possessing its own interests beyond the abstract ‘Muslim Ummah’. However, the author stresses that these new political ambitions do not imply a complete break with the previous practice. For example, the containment of Iran not only remains the cornerstone of Saudi Arabia’s foreign policy, but has become even more severe. The paper shows that it is this opposition to Iran, which is now justifi ed on the basis of protecting the national interests, that predetermines the nature and the specifi c content of contemporary Saudi Arabia’s foreign policy including interaction with the Gulf Cooperation Council (GCC), approaches towards the solution of the Israeli-Palestinian confl ict, combating terrorism, and relations with the United States. In that regard, the transformation of Saudi Arabia’s foreign policy has, on the one hand, opened up new opportunities for strengthening the Kingdom’s interaction with Israel, but, at the same time, has increased tensions within the framework of strategic partnership with the United States. The author concludes that currently Saudi Arabia is facing a challenge of diversifying its foreign policy in order to increase its international profi le and political subjectivity.

This chapter examines how Eisenhower, H. W. Bush, and Obama reacted when their foreign policy strategies were tested by crises and unexpected events. This chapter revisits Eisenhower’s aid to besieged French forces at Dien Bien Phu in Vietnam in 1954. It also discusses his handling of two crises in October 1956 over Suez and the Soviet invasion in Hungary, just days before his reelection. It examines how Bush led the United States during the critical period of 1991—with the aftermath of the first Persian Gulf War and the collapse of the Soviet Union after a failed coup in August 1991. Finally, the chapter also analyzes how Obama approached the Arab Spring, which started in 2011, specifically focusing on his response to conflicts in Libya and Syria.

This chapter examines some of the competing theories that have been advanced to explain U.S. foreign policy. In trying to explain the foreign policy of the United States, a number of competing theories have been developed by International Relations scholars. Some theories focus on the role of the international system in shaping American foreign policy while others argue that various domestic factors are the driving force. The chapter first considers some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of American foreign policy, including defensive realism, offensive realism, liberalism, Marxism, neoclassical realism, and constructivism. The chapter proceeds by reviewing the theoretical debate over the origins of the Cold War and the debate over the most appropriate grand strategy that the United States should follow in the post-Cold War era.

The causes and processes of the Arab Spring movements are less important for current political developments than the responses to those movements by states that were not directly involved. After discussing the Turkish, Israeli, Iranian, and American responses, the focus turns to the recently announced military cooperation between Saudi Arabia and Egypt. Did the Saudi government conspire with the Egyptian high command to plot the overthrow of the Muslim Brotherhood regime in Cairo? If so, as seems likely, was the United States aware of the conspiracy? More importantly, what does the linkage between the Egyptian army and Saudi and Gulf financial support for President al-Sisi's regime suggest for the future of stability and legitimate rule in the Arab world?

The Kingdom of Saudi Arabia is a major actor in Middle Eastern as well as global politics. Founded in 1932 by King Abd al-Aziz Al Saud, commonly known as Ibn Saud, the kingdom rests on an alliance between the Al Saud royal family and the followers of 18th-century Islamic revivalist Muhammad ibn Abd al-Wahhab. The strategic and geo-economic significance of the kingdom originates from its location and possession of huge oil resources. It borders the world’s two immensely significant strategic sea trade routes—the Persian Gulf and the Red Sea, boasts of being the world’s largest oil exporter, and is home to Islam’s two holiest sites—Mecca and Medina. Though not a militarily significant power, the kingdom’s vast oil wealth has gradually and greatly elevated its status as an influential global economic and financial power. Currently, it is the world’s seventeenth largest economy ($1.774 trillion, 2017 estimate based on purchasing power parity, or PPP) and a member of the elite G20 club of world economic powers. The economic good fortune notwithstanding, the Saudis have traditionally depended on the United States, especially after World War II, for security guarantees and pursued a foreign policy of restraint guided by preferences for soft power tools like mediation in regional conflicts, financial aid and investments, and diplomatic influence. Relations with the United States, mostly smooth but occasionally rocky (for example, the 1973 Saudi-led oil embargo on the West and the 9/11 attacks), has remained the cornerstone of Saudi foreign policy. A series of recent developments, most notably the rise of regional rival Iran following the 2003 American invasion of Iraq, the contagious effects of Arab pro-democracy movements, and the proclamation of the Islamic State of Iraq and Syria (ISIS) in the summer of 2014 forced a major overhaul in Saudi foreign policy. A fundamental shift from the traditional policy of restraint to a proactive foreign policy took root from the early 2010s. King Abdullah bin Abd al-Aziz sent troops to Bahrain in March 2011 to stifle the Shiʿa -led pro-democracy movements; incumbent King Salman bin Abd al-Aziz, soon after ascending the throne in January 2015, launched a massive air attack on Yemen to punish the allegedly pro-Iran Houthi rebels, and doubled down financial and military support for the pro-Saudi rebel groups fighting against the Iran- and Russia-backed Bashar Al-Assad government in Syria. The kingdom has justified this proactive foreign policy approach as a necessary response to force Shiʿa powerhouse Iran to scale back its presence in Arab countries and to keep Iranian power under check. Lately, the kingdom is pursuing policies to court Israel to jointly square off with their common enemy Iran and weaken pro-Iran Lebanese militia group Hezbollah’s military capabilities.

AbstractIs it domestic politics or the international system that more decisively influences foreign policy? This article focuses on Latin America's three largest powers to identify patterns and compare outcomes in their relations with the regional hegemon, the United States. Through a statistical analysis of voting behavior in the UN General Assembly, we examine systemic variables (both realist and liberal) and domestic variables (institutional, ideological, and bureaucratic) to determine their relative weights between 1946 and 2008. The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables.

Foreign policy difficulties usually produce extensive scholarship. Vietnam led to numerous appraisals and reappraisals, many of which paralleled the protests in being heartfelt and radical. Perhaps because of the lack of a draft, Iraq's protests have been cooler and more muted, and the scholarship has tended to be more analytical and mainstream. James Lebovic's excellent study looks at both cases to drive home the argument that was part of the Vietnam critique: Even if the United States is the most powerful state in the international system, there are sharp limits to what it can accomplish, and its very power creates some of those limits (see William J. Fulbright, The Arrogance of Power, 1966)

For much of the last twenty years, China’s ties with Saudi Arabia have been understood in commercial terms, with most scholars arguing that the relationship has little cultural or historical depth. Drawing on multiple trips to China between 2011 and 2015 along with a ten-month period living continuously in Saudi Arabia in 2013 and 2014, this paper argues that there are factors other than economics that should be considered: namely, historical ties dating back to the seventh century, Saudi cultural and geo-strategic linkages to the United States, and the new economic and political geography of Eurasia. While cultural and strategic factors have limited the growth of Saudi-Sino ties since the start of the Arab Spring, they are likely to be the factors that allow for the two sides to realize the potential of their bilateral relationship in the future—even while retaining their close current alliances with other great powers.

This is a departure from its position of the past eight years of ‘leading from the back’ on Libya and comes as US President Donald Trump faces an impeachment investigation and elections in November 2020. With the vote approaching, Trump's opponents have increasingly criticised his position on Moscow, drawing attention to the presence of Russian mercenaries in Libya. Impacts Ties with Egypt, the UAE and Saudi Arabia, and the relative influence Russia has with them, will weigh on the administration’s thinking. The State Department may push more actively for a ceasefire when a conference of external actors in Libya takes place in Berlin. A ceasefire could fragment the forces fighting Haftar without robust external guarantees that his forces would not violate it.
