The paper investigated the use of open access and licensed electronic books by the research scholars in academic and research institutions in Karnataka. The rate of response is 92.5%. In addition to questionnaire method, interview schedule and observation method were also used to collect required information. It is clear from the study that a large number of research scholars rely upon open access and licensed e-books for academic and research purposes. The institutions have to subscribe large number of e-books for target users and proper training should be given to maximize utilization of open access and licensed e-books.

The concept of strategy in non-profit higher education is a contested issue. It is argued that strategy, in the business sense, does not apply to a substantially public and more institutionalized sector such as higher education and is not achievable in complex, loosely coupled organizations such as universities. Additionally, strategy does not sit easily with organizations operating in regulated contexts limiting competitive market pressures. This chapter discusses the regulatory environment of non-profit higher education by focusing on one of the most highly regulated disciplines: medical education and research. The chapter will begin by developing a context for discussion by firstly mapping the landscape of Australian medical education and research. Subsequently, the chapter argues that medical schools and research institutes need to exercise as much discretion as they can in the area under their control, develop sound strategies to deal with their changed circumstances, and develop a coherent and defensible basis for decision making through assessing their environment.

This paper study problem of the efficiency of management of intellectual property (IP) of research institutes and universities, proposes criteria and method of an assessment of the patent strength. The basic patent index and the average strength of patents were calculated for the institutes of SB RAS, Novosibirsk State University (NSU), Indian Institutes of Technology Delhi, and PJSC “Sibur Holding”. The results showed that the IP of institutes and NSU has a low level of protection, which explains its low demand in the market. The average strength of patents and the basic patent index are the indicators that can be recommended for inclusion into the reporting indices of the efficiency of management of IP of research institutes and universities.

In mechanical engineering, particularly mechanical and manufacturing engineering, in Academic or Research Institutions, one has to solve many problems for which there will be no established methods or solutions. Though similar problems were solved three decades ago with FORTRAN and other methods, the use of MATLAB in the recent days has helped in obtaining the solution faster and easier, in tune with the fast-changing environment. Though we have not explored the complete capabilities of MATLAB, we explored to some extent its capabilities while solving some of the typical problems. In this paper it is proposed to highlight some of the design and manufacturing related problems and how MATLAB has helped in obtaining the solution.

The purpose of the article is to study actual issues of administrative and legal regulation of providing educational activities to research institutions in the sphere of expert ensuring justice. It is devoted to the clarification of certain issues of the activity of research institutes of forensic examinations, which provide educational activities at the third (educational-scientific) level of higher education (preparation of applicants for higher education of the degree of doctor of philosophy). The modern administrative legislation is analysed and the proposals are given for improving educational activities, which affects the development of expert ensuring of justice in general. Studying of various scientific works on the problems of administrative and legal regulation of higher education institutions and scientific institutions during the training of highly qualified personnel (doctors of philosophy) allowed the author to form his own position regarding the educational activities of research institutes in the sphere of expert ensuring justice. The author focuses on the existing shortcomings and gaps in the administrative and legal regulation of the activities of research institutions, in particular, the issues related to the organization of the postgraduate departments’ departments and the problem of introducing information into the General Pablic Electronic Base on Questions of Education. It is emphasized the special legal nature of the Hon. Prof. M. S. Bokarius Kharkiv Research Institute of Forensic Examinations, who, besides forensic, scientific, scientific and technical, scientific and organizational activity, is attracted to the implementation of educational activities, which directly affects the development in the field of expert ensuring justice. The educational activity of Hon. Prof. M. S. Bokarius Kharkiv Research Institute of Forensic Examinations in the field of higher education is considered as an additional type of activity of the scientific institution.

Research shows that the development of China's patent technology transfer is strong, but there are some problems, in particular, the transfer of patent technology in research institutes and research institutions needs to be strengthened, and there is a large gap in regional patent technology transfer. Therefore, it is necessary to create a favorable environment for patent licensing and technology transfer and transformation policies, and actively guide the industrialization of patent technology in universities and research institutions, Strengthen the transfer of scientific and technological achievements to the market, train and expand the technical transfer of professional talents and so on, further promote the integrated development of science and technology and the economy, and accelerate the transformation of scientific and technological achievements into actual productivity. China's patent technology research has certain reference value for other countries.
