Introduction

This introductory chapter provides an overview of youth unemployment. In countries hit hardest by the Great Recession of 2008, young people have faced some of the largest obstacles in finding stable employment, or any kind of employment. Even in countries with a better performance record of getting young people into work, there were still significant pockets of youth — categorised as not in employment, education, or training (NEETs) — who struggled to make successful and sustainable transitions into employment. This was not altogether a new feature of European labour markets, but the Great Recession exacerbated problems, and in some case reversed previous successes. The chapter then presents five distinctive characteristics of the current phase of youth unemployment relating to the consequences of increased labour market flexibility, skills mismatch, new patterns of migration and family legacies, as well as an increasing role for EU policy.

Youth transitions to employment and adulthood have become increasingly protracted and precarious. The Great Recession exacerbated these difficulties. The varied European experiences affect young people differently in terms of their gender, ethnicity, and socioeconomic status, even in successful countries. Youth Labor in Transition examines young people’s integration into employment, transitions affected by the family and moving away to live independently, and the decisions and consequences of migrating to find work and later returning home. The authors identify some of the key challenges for the future concerning young people not in employment, education, or training (NEETs); overeducation; self-employment; ethnicity; scarring effects; as well as the values and attitudes of young people and how they identify with trade unions. The central concept informing this research is based on a comparative analysis of transitions, policy performance, and learning approaches to overcoming youth unemployment. It illuminates when and how labor market analysis informs policy formulation, implementation, and evaluation based on extensive multimethod empirical research across the European continent. Collectively, the authors illustrate the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of both the sphere of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. Mapping and extensively analyzing these transitions is the result of original empirical analysis drawn from a three-and-a-half-year European Union-funded research project: STYLE—Strategic Transitions for Youth Labour in Europe.

AbstractWe study the impact of mandatory activation programs for young welfare recipients in the Netherlands. What makes this reform unique is that it clashed head on with the Great Recession. We use differences-in-differences and data for the period 1999–2012 to estimate the effects of this reform. We find that the reform reduced the number of welfare recipients but had no effect on the number of NEETs (individuals not in employment, education or training). The absence of employment effects contrasts with previous studies on the impact of mandatory activation programs, which we argue is due to the reform taking place during a severe economic recession.

Abstract This article provides an analysis of the return of young people to the parental home in 23 European countries. It analyses the effect of the Great Recession, considering the period between 2006 and 2014 and controlling for two key determinants of living arrangements: employment and partnership. The main finding is that the Great Recession has increased the probability of returning home: two peaks are observed in 2009 and 2011, with a percentage of returnees almost double that at the beginning of the period under consideration. Returning home seems more closely linked to partnership than to employment.

This chapter examines countries' performance regarding youth unemployment. Although the labour market situation of young people has started to improve in a number of countries since the Great Recession of 2007–8, youth unemployment still remains very high across Europe. High youth unemployment rates reflect young people's difficulties in securing employment, or the inefficiency of the labour market. Germany and the Netherlands have established the most effective institutions to achieve a high integration of 15–19 year-olds in education and employment. Indeed, both Germany and the Netherlands are amongst the highest performing countries in the EU for making sure their young people are in employment. Austria and Denmark also achieve good youth labour market and employment outcomes. Meanwhile, countries like France and the UK try to facilitate school-to-work (STW) transitions by lowering labour costs through subsidies or low employment protection.

This chapter provides an overview of youth unemployment. Widespread job destruction and losses in earnings precipitated by the Great Recession (2007–2009) have had an unprecedented impact on American teens and young adults. In spite of a partial economic recovery, American youth continue to experience significantly higher levels of unemployment and underemployment than older adults. Indeed, employment prospects for youth have been declining for more than two decades as a result of significant changes in the structure and nature of work. The rise of the “24/7 economy” and nonstandard work schedules, polarization between “good” and “bad” jobs, the replacement of routine manual work with automation, the steady decline in manufacturing jobs, and the rise in low-wage insecure jobs without benefits all contribute to diminished employment prospects. At the same time, the “American dream” remains a deeply embedded cultural ideology often at odds with actual problems that are increasingly encountered. Ultimately, youth face heightened socioeconomic precariousness and insecurity not only in the realm of work but also in school as the cost of a college education continues to skyrocket.


After the financial crisis of 2008, youth unemployment soared across Europe, leaving a generation of highly qualified young people frustrated in their search for secure, meaningful work. This extensive collection summarises the findings of a large-scale EU funded project on Strategic Transitions for Youth Labour in Europe (STYLE). Including the often overlooked and unheard voices of young people themselves, this eclectic range of chapters discuss the distinctive characteristics of the current phase of youth employment. It provides a comprehensive analysis of the causes of European youth unemployment and assesses the effectiveness of labour market policies across the region.
