From policy transfer to policy translation: the role of evidence in policy borrowing‘If it worked for you, it’ll work for us’

AbstractCentral to policies relating to risk governance at the regional and local levels is the interaction between the public and private sectors also referred to as networked governance. At the same time, the role of political actors in general and policy entrepreneurs in particular, in terms of policy change, has gained considerable traction in recent policy scholarship. The purpose of this study was to investigate the change in governance arrangements resulting in the formation of a coordination network in regional flood risk management-the first of its kind in Sweden. Our research is guided by the following questions: first, would the policy change (the establishment of the networks)have taken place if a policy entrepreneur were not part of the policy transfer process? Second, what is the role of policy entrepreneurship in the implementation of the policy after its nationwide adoption? Third, what other factors played a role in the variation of the results in the implemented policy that is, the enforced networks? We find the role of a policy entrepreneur key in the policy transfer from the regional to the national level. In order to investigate the resultant networks, we draw from B. Guy Peters (1998) and his conceptualization of factors which affect the politics of coordination. In addition to the presence of a policy entrepreneur, we compare: (i) pluriformity of network members;(ii) member interdependence; (iii) redundancy of structures, and (iv) degree of formality (in terms of meetings). Our findings suggest that entrepreneurs contribute to the variation in the functionality of the enforced river groups, though other factors play a significant role as well.Most importantly, perhaps, we did not identify entrepreneurs in any of the river groups which were not functional.

The paper compares the institutional development of skills formation in Lithuania and Ukraine by focusing on the implications of the post-communist transition and Europeanization and exploring the role of policy transfer. The research follows the theoretical approach of historical institutionalism and skills formation ecosystems. Despite similar critical junctures typical for the institutional development of skills formation in Lithuania and Ukraine within this timeframe, the existing differences of these development pathways can be explained by the different policy choices and different impacts of the institutional legacy. The main implication of integration with the EU for skills formation in Lithuania and Ukraine is related with enabling holistic and strategic institutional development of skills formation institutions. The paper concludes that policy transfer was one of the key driving forces and capacity-building sources in the development of skills formation institutions in both countries.

The first half of this chapter examines the implications of these findings for our understandings of several areas of the poor laws: local ideas and policy transfer, national legislation and policy-making. The second half of the conclusion focuses on the influences upon the development of the poor laws. It examines the role of stakeholders and key actors, each with distinct roles in the policy process across both the old and New Poor Law eras. The chapter finishes by discussing more broadly how the policy process approach can be applied to understand reform and innovation in the broader field of social and public policy.

Abstract The Women, Peace, and Security (WPS) agenda is a global peace and security architecture conventionally understood as emerging from a suite of UN Security Council resolutions and accompanying member state action plans over the last twenty years. The agenda serves as a major international gender equality initiative in its own right and as a prominent example of the broadening of security practices in global politics. In this paper, we present the first truly systematic analysis of the agenda, drawing on a novel dataset of 213 WPS policy documents from across the UN system, national government initiatives, and regional and international organizations published between 2000 and 2018. We argue that the degree of variation in the WPS agenda is frequently underestimated in conventional models of norm diffusion and policy transfer, and instead propose an account of the agenda as a dynamic ecosystem shaped by reproduction and contestation. Our empirical mapping runs counter to established narratives about the development of the agenda, producing insights into the pace and location of the growth of WPS; the hierarchy of its key “pillars”; the emergence of new issues; the development of rival versions of the agenda; and the role of domestic institutions in shaping WPS policy. We find support for the claim that the WPS agenda is pluralizing in significant ways and provide illustrations of points of fracture within the agenda at large. Our argument has significant implications for the WPS research agenda and for scholarship on security norms and policy more broadly.

This chapter examines the process related to policy-making as well as potential determinants of policy choices. It begins with a discussion of conceptual models of policy-making, namely: the institutional, rational, incremental, group, elite, and process models. It then considers the policy cycle, which models the policy process as a series of political activities, consisting of agenda setting, policy formulation, policy adoption, implementation, and evaluation. It also analyses the role of institutions, frames, and policy styles in policy-making and concludes with an assessment of the most crucial domestic and international factors shaping the design of policies, focusing in particular on theories of policy diffusion, policy transfer, and cross-national policy convergence, along with international sources that affect domestic policy-making.

Abstract The purpose of this study is to understand the role of international and domestic actors, ideas and processes in the diffusion of public policies. It argues that existing studies on the subject do not provide an adequate explanation of the mechanisms through which diffusion takes place, nor do they sufficiently address the roles of actors affecting the policy transfer process. We address these shortcomings by studying the diffusion of conditional cash transfer (CCT) programs from Brazil and Mexico to the Philippines over the past decade. We use the concept of an ‘instrument constituency’ to delineate and trace the various actors and channels involved in the diffusion of CCTs. The case study shows that these groups of actors dedicated to the articulation, adoption and expansion of particular policy instruments are central players in transnational diffusion of policies and offer a robust explanation of the phenomenon.

The aim of this chapter is to analyze the worldwide diffusion of e-parliament and the role played by the Global Centre for ICT in Parliament (GCIP), within the framework of policy transfer. There are two main reasons why it is necessary to focus on the role of GCIP in the diffusion of e-parliament: 1) The GCIP is one of the most active actors in this process; and 2) Activities undertaken by the GCIP and its relations with its partners give important clues about the big picture of e-parliament transfer at the international level. In the analysis of worldwide diffusion process of e-parliament in this study, policy transfer literature is used. This chapter goes beyond the conceptual framework and case studies pave the way for the evaluation of e-parliament from a different perspective by focusing on the transfer of e-parliament as an innovation.
