Abstract This article joins with others in this special issue to examine the evolution of our understanding of how the coronavirus disease (COVID)-19 pandemic impacted policy ideas and routines across a wide variety of sectors of government activity. Did policy ideas and routines transform as a result of the pandemic or were they merely a continuation of the status quo ante? If they did transform, are the transformations temporary in nature or likely to lead to significant, deep and permanent reform to existing policy paths and trajectories? As this article sets out, the literature on policy punctuations has evolved and helps us understand the impact of COVID-19 on policy-making but tends to conflate several distinct aspects of path trajectories and deviations under the general concept of “critical junctures” which muddy reflections and findings. Once the different possible types of punctuations have been clarified, however, the result is a set of concepts related to path creation and disruption—especially that of “path clearing”—which are better able to provide an explanation of the kinds of policy change to be expected to result from the impact of events such as the 2019 coronavirus pandemic.

This article explores how to successfully adapt simulations developed for traditional classrooms for synchronous platforms. Acknowledging the importance of the co-construction of knowledge and the impact of active learning in classrooms, this article explores instructional design approaches, logistical issues, and pedagogical considerations for translating successful in-person simulations to online synchronous learning environments. An example from a graduate level intercultural communication course is described as a platform for addressing lessons learned and sharing best practices. By reimagining five areas of adaptation, including materials, technology, grouping students, communication, and the role of the facilitator, faculty can examine critical junctures at the intersection of content knowledge, technology know-how, training pedagogy, and instructional design to conduct successful synchronous simulations.

PurposeThis study investigates the relationship between the development of academic spin-offs (ASOs) and the type of financing involved, by considering three research questions: How do ASOs differ in terms of financing? To what extent and for what reasons do ASOs differ in their financing? How do business and growth models dictate the selection of different sorts of financing arrangement?Design/methodology/approachThe study employs a grounded-theory, qualitative approach based on 39 Spanish ASOs.FindingsThere is a heterogeneity of ASO financing, and the selection of financial resources is related to the business and growth model of the ASO. Furthermore, there are some critical junctures for financing within each group of ASOs.Research limitations/implicationsThe study advances the understanding of the determinants of ASOs, specifically with respect to financing, business models and growth orientation. The Spanish context used here may not permit the global generalisation of the results; nevertheless, this study is a response to calls to consider the effect of regional context on ASOs.Practical implicationsKnowing the heterogeneity of ASOs in terms of financing and how business and growth models determines the selection of distinct financing sources help financial planning, investment decisions and the design of programmes and policies, which can be relevant for both ASOs and their stakeholders (investors, universities and governments).Originality/valueThis study provides a comprehensive view of ASO financing, confirming a heterogeneity, not only in terms of financing but also in some critical junctures that presage a change from one type of financing to another.

The repair of shell fractures in turtles is often delayed due to the time, labor and resources involved in many current shell repair methods, resulting in increased stress, handling and recovery time for the patient. This article introduces a new repair technique using aluminium foil tape combined with cyanoacrylate glue, which allows quick, simple and long-lasting closure of fresh shell injuries. Strips of malleable but inelastic foil tape are cut to size and positioned across the fracture at critical junctures, then glued in place on either side of the wound and burnished down to conform to surface irregularities and insure consistent adhesion. This technique is non-invasive, requires no curing time and can be customized for a wide range of turtle sizes and injuries, either as a stand-alone method or a preliminary stabilization tool. In the author’s experience, it has proven to be consistently effective at reducing fractures and staying in place until removal, when it is easily peeled off with no residual damage. The speed, ease and endurance of the foil tape method may encourage more widespread repair of fresh shell fractures and, in so doing, optimize recovery time and results for chelonian patients.

The paper compares the institutional development of skills formation in Lithuania and Ukraine by focusing on the implications of the post-communist transition and Europeanization and exploring the role of policy transfer. The research follows the theoretical approach of historical institutionalism and skills formation ecosystems. Despite similar critical junctures typical for the institutional development of skills formation in Lithuania and Ukraine within this timeframe, the existing differences of these development pathways can be explained by the different policy choices and different impacts of the institutional legacy. The main implication of integration with the EU for skills formation in Lithuania and Ukraine is related with enabling holistic and strategic institutional development of skills formation institutions. The paper concludes that policy transfer was one of the key driving forces and capacity-building sources in the development of skills formation institutions in both countries.

PurposeThe Group of 20 (G20) is tasked with responding to economic shocks in the global financial system, with COVID-19 having proved to be the most significant shock since the G20's inception. COVID-19 also represents the first economic crisis accompanied by a concerted attempt to “build back better”, principally through a climate-compatible recovery. In 2021, there is little clarity as to the G20's response to this challenge, primarily due to considerable divergence in the green stimulus practices of its member states. The paper aims to investigate whether the G20, climate change and COVID-19 are critical juncture or critical wound.Design/methodology/approachHistorical institutionalism (HI) suggests that one can explain an institution's future response by reference to its developmental pathway to date. This contribution adopts its concept of “critical junctures” to shed light on the G20's possible institutional response to COVID-19. The contribution undertakes a comparative analysis of the global financial crisis (GFC) and COVID-19 as possible critical junctures for the G20.FindingsIn doing so, the work demonstrates that the G20 “building back better” from COVID-19 requires a shift away from its institutional orthodoxy to a much larger degree than its response to the GFC. Accordingly, whilst both the GFC and COVID-19 may be considered critical junctures for the G20, only COVID-19 has the potential to be a “critical wound” that leads to institutional redundancy.Research limitations/implicationsThrough interrogating this further, this exposition prospectively outlines two possible futures the G20 faces as a consequence of COVID-19: reform or redundancy. In this way, it offers an ex ante perspective on policy-reform options for the G20's ongoing response to COVID-19.Practical implicationsWhichever choice the G20 makes in its response to COVID-19 has profound consequences for global governance in an increasingly unpredictable world.Originality/valueHerein lies the importance of an exploratory assessment of COVID-19 as a critical juncture or a critical wound for the G20.

Abstract Spatial considerations are important at multiple stages in the development of a deep-sea mining (DSM) project, from resource definition, to identification of preservation and management zones within a contract area, to planning of suitable ecological strata for baseline studies and impact assessment, to mine planning and adaptive management. Large investments are made to collect remote sensing data early in exploration to support geological resource studies, but environmental considerations are often instigated at later stages of exploration and can become disconnected from spatial frameworks. We outline a process of harmonizing the environmental and geological aspects of DSM project development by incorporating a habitat approach early in the development cycle. This habitat approach supports ecosystem-based management, which is a central requirement of environmental assessments. Geostatistical techniques are described that are used alongside a hierarchical classification scheme to describe and map geoforms and substrates. This foundational habitat model can form the basis of spatially explicit ecosystem models and can inform sampling design and spatial planning at critical junctures of a project development, ensuring that sampling campaigns are connected by an ecosystem logic early in the cycle. We provide an example application from the NORI-D polymetallic nodule exploration contract area in the Clarion-Clipperton Zone.
