Translating Social Cleavages into Party Systems: The Significance of New Democracies

This article focuses on new democracies in Eastern Europe and addresses two questions about the translation of social cleavages into political oppositions. The first question concerns the translation of preexisting cleavages: does the evolution of new party systems influence the politicization of social conflicts? The second question concerns the translation of new social cleavages, that is, cleavages that emerge once a party system freezes: can a new social cleavage be politicized? To answer these questions, the article integrates a formalization of social cleavage theory with a game-theoretic model of a new party system. The first result is that translation of preexisting cleavages depends on which parties survive the early rounds of electoral competition. In fact, depending on which parties survive, the axis of political conflict can shift by 90 degrees. This implies that party systems in new democracies should be seen as important founding moments, during which political actors determine the long-term axes of political conflict. The second result is that once a party system freezes, the politicization of a new social cleavage is difficult. Indeed, it is possible that a new social cleavage will remain politically dormant. In the context of Eastern Europe, this result suggests that political salience of class conflict is likely to be low because competitive elections and political parties predate the entrenchment of propertyowning classes.

The social cleavage theory of parly systems has provided a major framework for the study of Western party systems. It has been quite unimportant in studying other party systems, especially those of developing countries, where comparative development, and not mass electoral politics, has been the focus of study. This article reports the results of an attempt to bridge these traditions by analysing popular support for the Congress Party of India in terms of the expectations of the social cleavage theory of parties. This analysis illustrates the degree to which Indian partisanship conforms to the expectations of the theory. More importantly, this social cleavage theory analysis offers some new perspectives on (1) the inability of the Indian political system to develop national parties other than the Congress and (2) the ‘disaggregation’ of the Congress party.

This article analyzes the patterns of intraexecutive conflict and cooperation in East European democracies that adopted semipresidential constitutional frameworks. It explores how the coexistence of popularly elected presidents and prime ministers is shaped by constitutional provisions, parliamentary fragmentation, and party system characteristics. The article emphasizes a critical role that party systems play in the evolution of intraexecutive relations across the region. It argues that variations in the political status of the cabinet, in the character of parliamentary composition, and in the constitutional powers of the president affect both the type and frequency of intraexecutive conflict experienced by semipresidential regimes.

This research note analyses the role that party manifestos play in El Salvador and Guatemala, two newer democracies. In recent elections, the importance of manifestos has increased in both systems. This study examines this development. It explores the ‘ why’s’ (purpose) and ‘ how’s’ (the method of production) of party manifestos to learn more about the internal workings of parties and their relationship with society. The findings from this study suggest that in new democracies, international party assistance programmes can play a crucial role in making manifestos relevant. Whether manifestos enhance democracy in the long term, however, depends on party system institutionalization. These results point to an opportunity for research in new and younger party systems.

After 1989 the countries of Eastern Europe embarked upon new directions away from central economies and one-party systems towards market economies and democratic systems. The courses of these political and economic transformations largely depended upon the ability of the emerging regimes to create legitimacy. In particular, those regimes which suffered from greater political divisiveness and significant economic problems were more likely to be confronted with a crisis of legitimacy. In this paper, the legitimation crisis theory is examined for post-communist Czechoslovakia and Hungary. It is found that the developments in Czechoslovakia and Hungary during this early transition period support the hypothesis, and, in addition, they hold implications for the survival of other transitional regimes as well as those in the West which have increasingly been confronted with questions of legitimacy.

Contemporary democracies face a trend toward the diffusion of the representational void left by under- legitimized political parties (Mair 2013). The essential functions of traditional political parties to organize and articulate political conflict and societal interests have been challenged both from the inside of the party system, by the emergence of populist habits of newcomers, and from the outside, by the progressive erosion of old political culture and corresponding increasing of hostility feeling. Intermediaries organizations of political and economic interests usually push their demands toward political actors in order to shape policy choices. What can happen when the traditional party system suffers from de- legitimation? In this paper, I will try to understand the level of concern of interest organizations toward the progressive detachment of civil society from political actors, in order to define if the risk of a void of representation is perceived as real and contingent. Thanks to a new original European dataset (the Comparative Interest Groups Survey), the analysis shows that different types of interest groups perceive the void to be real and with a possible impact on their activities and their own survival. As expected, in the regression model, differences emerge between countries with a traditional strong interests’ system and countries where groups activities are usually barely regulated. The results support the idea that the distance between civil society and political representatives should be considered a prominent focus of contemporary social and political investigation in order to understand the challenge for democratic life and the possible strategy of reaction.

AbstractOver recent years, a new transnational conflict has been deemed to be structuring political conflict in Europe. Several scholars have posited the emergence of a new ‘demarcation’ vs. ‘integration’ cleavage, pitting the ‘losers’ and ‘winners’ of globalization against each other. This new conflict is allegedly structured along economic (free trade and globalization), cultural (immigration and multiculturalism), and institutional [European Union (EU) integration] dimensions. From an empirical viewpoint, it is still a matter of discussion whether this conflict can be interpreted as a new cleavage, which could replace or complement the traditional ones. In this context, the European Parliament (EP) elections of 2019 represent an ideal case for investigating how far this new cleavage has evolved towards structuring political competition in European party systems. In this paper, by relying on an original dataset and an innovative theoretical and empirical framework based on the study of a cleavage's lifecycle, we test whether a demarcation cleavage is structuring the European political systems. Moreover, we assess the evolution of this cleavage across the 28 EU countries since 1979 and the role it plays within each party system. The paper finds that the demarcation cleavage has emerged in most European countries, mobilizing over time a growing number of voters. In particular, this long-term trend has reached its highest peak in the 2019 EP election. However, although the cleavage has become an important (if not the main) dimension of electoral competition in many countries, it has not reached maturity yet.

Electoral studies of the Spanish party system have consistently noticed that social class has no influence on the vote. This paper will argue that social class has emerged as influential in determining the vote between the two major parties—the PSOE and PP. The development of these links between social class and political parties resulted from the strategic programmatic choice made by the political elites of both major parties since 1989 and the policy adopted by the governing PSOE. Evidence for this argument will be drawn from a very large Spanish survey conducted in 1992, a textual analysis of party platforms, and a survey of government economic policy since 1989. The attribution of this association between social class and the vote in Spain to the strategic policy choices made by elites also offers an additional perspective on how social divisions come to be linked to party systems.

After two decades of parliamentary democracy, the countries of Central and Eastern Europe (CEE) have quite different records of government stability. At the same time there continues to be turbulent fluctuation within the individual countries. To explain this variation, the authors draw on characteristics of parties and party systems for 138 governments in 12 CEE countries. The analysis is structured by two distinct logics that underlie the effect of party-related attributes on government survival: the logic of internal friction within the government and the logic of external pressure from the opposition. The authors argue that in the “difficult” contexts of postcommunist party systems, these two logics do not operate independently of each other. Instead, they suggest that standard theory needs to be revised to account for the interactions of government and opposition characteristics. Their model of these interactions not only includes standard numeric and ideological variables but also integrates specificities of the postcommunist context: the regime divide and the low degree of party-system consolidation. Quantitative and qualitative findings demonstrate that government stability in CEE is interactively determined by whole constellations of party attributes.

Party system nationalization is a crucial aspect of political competition. The territories of Eastern Europe have often been characterized by outstanding levels of territorial heterogeneity. However, during and after World War II ethnic cleansing and forced migration resulted in more homogeneous nation states, and these trends were significantly reinforced by bureaucratic, centralized communist rule. I present a systematic empirical assessment of party and party system homogeneity or heterogeneity in post-communist Eastern Europe and will discuss some major macrosociological and institutional factors determining the degree of party and party system nationalization such as the political consequences of social diversity and political cleavages, legacies of the communist regimes, electoral systems, and federalism.
