Small-scale fisheries are responsible for landing half of the world’s fish catch, yet there are very sparse data on these fishing activities and associated fisheries production in time and space. Fisheries-dependent data underpin scientific guidance of management and conservation of fisheries systems, but it is inherently difficult to generate robust and comprehensive data for small-scale fisheries, particularly given their dispersed and diverse nature. In tackling this challenge, we use open source software components including the Shiny R package to build PeskAAS; an adaptable and scalable digital application that enables the collation, classification, analysis and visualisation of small-scale fisheries catch and effort data. We piloted and refined this system in Timor-Leste; a small island developing nation. The features that make PeskAAS fit for purpose are that it is: (i) fully open-source and free to use (ii) component-based, flexible and able to integrate vessel tracking data with catch records; (iii) able to perform spatial and temporal filtering of fishing productivity by fishing method and habitat; (iv) integrated with species-specific length-weight parameters from FishBase; (v) controlled through a click-button dashboard, that was co-designed with fisheries scientists and government managers, that enables easy to read data summaries and interpretation of context-specific fisheries data. With limited training and code adaptation, the PeskAAS workflow has been used as a framework on which to build and adapt systematic, standardised data collection for small-scale fisheries in other contexts. Automated analytics of these data can provide fishers, managers and researchers with insights into a fisher’s experience of fishing efforts, fisheries status, catch rates, economic efficiency and geographic preferences and limits that can potentially guide management and livelihood investments.

AbstractThere is growing awareness that small-scale fisheries may have large impacts on threatened marine fauna. Bycatch of small cetaceans by the Peruvian small-scale driftnet fleet results in the deaths of thousands of animals annually. We sought to assess the effectiveness of acoustic alarms (pingers) for reducing the incidental capture of dolphins and porpoises by this fleet. Forty-three experimental trips (156 fishing sets) and 47 control trips (195 fishing sets) out of Salaverry Port, northern Peru, were observed from April 2009 to August 2011. Twenty-two percent of control sets captured small cetaceans (67 individuals) and 16% of experimental sets had captures of small cetaceans (33 individuals). The bycatch rate of experimental sets was 0.50 individuals km−2h−1, whereas for control sets the rate was 0.80 individuals km−2h−1. This 37% reduction in bycatch rate suggests that pingers may be effective in reducing the bycatch of small cetaceans in this fishery. Catch rates of the fishery's target shark and ray species were unchanged. Given the vast size of this fishery and its current levels of bycatch of small cetaceans (> 10,000 individuals annually), even the modest declines in bycatch we observed could result in reductions in mortality of hundreds or thousands of small cetaceans per annum. Challenges, including increased costs, to large-scale utilization of pingers have yet to be overcome. The harpooning of dolphins for use as bait will also need to be addressed for further reductions in dolphin and porpoise bycatch and mortality to be achievable.

<em>Abstract</em> .—Understanding the role and value of small-scale fisheries to livelihoods and food security is a key challenge in conserving fishery resources. This is particularly true for small-scale inland fisheries, one of the most underreported and undervalued fisheries sectors that also increasingly faces environmental and societal change. Gender plays a central role in the different ways in which inland fisheries contribute to food and nutritional security in developing countries. The role of women in inland fisheries is significant, with millions of women contributing to dynamic capture fisheries and aquaculture supply chains. The role of women in inland fisheries, however, is less visible than the role of men and is often overlooked in policymaking processes. The need for participatory community-based approaches has been widely recognized in natural resource management literature as a means to capture people’s perspectives and empower marginalized groups. The Photovoice method is increasingly used as a participatory tool in health, social, and environmental research, but has had little adoption in inland fisheries research to date. The aims of this paper are (1) to review and evaluate the effectiveness of an emerging participatory method, Photovoice; and (2) to present a modified Photovoice method, applicable to the context of small-scale fisheries, to advance understanding of gender and socioecological dimensions. We outline the strengths and limitations of the method and highlight that it can be used as a tool for triangulation of mixed research methods or independently. We argue that Photovoice, as a participatory tool in fisheries research, has the potential to provide rich, qualitative, context-specific, untapped sources of knowledge to advance fisheries research and management. The use of Photovoice in the context of small-scale inland fisheries and aquaculture research is a timely endeavor given heightened interest to obtain insights into the previously overlooked aspects of gender and the need for more policy relevant information.

Of particular concern in commercial fishing catch is 'size bycatch', i.e., the death of early stages of resources that would reach a marketable value when they turn into adults. This event is frequently associated with trawling because of the lower size selectivity of this gear as compared to gillnets. However, this is expected when small-scale fisheries (SSF) employ gillnets simultaneously in setnets + driftnets that mix multiple mesh sizes. This work analyzes fishing captures and compares characteristics of fish catch from gillnets and trawlers with respect to size at first maturation, legal size of capture, and expected discards. Data were obtained from 2007-2021 for SSF in Southern Brazil. A total of 112 fish species were represented in the data. Gillnets exploited fewer species than trawlers; however, most of these constitute fishing resources in the study region. Of the 19 species whose maturation size is known, nine occurred in gillnets as juveniles, and of the 14 species for which the legal size of capture is established, seven occurred in gillnets in prohibited sizes. Gillnets and trawlers presented size bycatch and affected different species between them, with four resources that were present in bycatch from both gillnets and trawlers. The broad range of mesh sizes employed by SSF warns of the discarding of undersized captures, and stresses the importance of policies addressing gillnet management.

Comanagement of natural resources is a well-established approach to the management of common-pool resources such as small-scale fisheries, operating in multiple contexts and settings for over two decades. These programs are expected to be adaptable and promote social and ecological benefits, such as sustainable livelihoods and biodiversity goals. As programs mature, it is important to consider how some core principles of comanagement have manifested in practice, as well as whether they deliver on these promised benefits. Drawing from the conservation, small-scale fisheries, and fisheries management literature, this paper examines three fundamental principles of fisheries comanagement: participation, equity, and power. The conceptualization, definitions, and measures of each theme are presented, with discussion of the current gaps in the literature. We also demonstrate the deep interrelationships between these key dimensions of comanagement, and the need for greater attention to their combined influence on comanagement outcomes and processes. While the literature offers foundational ideas for incorporating these themes into fisheries comanagement practice, tethering these concepts to clear, but context-specific goals and practices is essential for improving social outcomes. We find that key goals of fisheries comanagement could be impeded by the lack of depth in addressing these themes in practice, and suggest the need for greater critical attention to their expressions in comanagement processes.

Fish resources contribute to the socio-economic development for people who live surrounding the waters. The fishermen of Ranau Lake, South Ogan Komering Ulu Regency, South Sumatra Province and West Lampung Regency, Lampung Province are the prime stakeholder and direct interest in fish resources, because they depend on it for their livelihoods or they are directly involved in its exploitation in some ways. However, to well manage these resources, it needs data and information about fish utilization and fishing activity. The objectives of this work are to assess fishing activities such as the fishing craft and gears, catch composition, fish yield, catch per unit of effort (CPUE) and to estimate the fihermen income with economical parameter such as cost and price. Field surveys were conducted from February to November 2014. Fishing activities data were collected from field survey and interview. The results showed that fish resources utilization in Ranau Lake was categorized as traditional and small scale fisheries using different selective fishing gears such gillnet, harpoon, net trap and basket trap with the fish catch in average of 696.66 g/day; 205.03 g/day; 1.584.06 g/day and 123.67 g/day, respectively. Fisherman income (IDR 2,163,300) means the fishermen in Ranau Lake reach standard Indonesian welfare.

The incidence of the Covid-19 pandemic indirectly affects the decline in the activity of the processing industry and fish consumption by the community. In the short term, there is also a decline in fish prices. This study examines whether the decline in economic activity in the fisheries sector causes changes in the performance of small-scale fisheries, both before and during the Covid-19 pandemic in Tolitoli Regency, Central Sulawesi Province. The target of the research object is fishers who use trolling lines, handline, and beach seine. The analytical method used is Exponential Comparison Method. The results showed that capture fisheries belonging to SSF, which had high performance before covid-19, were fishing gear, and the lowest performance was Surrounding net. On the other hand, the surrounding net has a higher performance during the pandemic than the other three fishing gears, and the lowest is Trolling lines. However, there has been a significant decline in prices and market affordability, the economic contribution of small-scale fishing businesses from before and during the COVID-19 pandemic. For this reason, a policy to open up an export-oriented fish catch market and a wider market reach is required.

This study explores the emerging impacts of the COVID-19 pandemic on coastal small-scale fishing communities in Cameroon and Liberia, where we conducted qualitative interviews with small-scale fish harvesters, fish processors, traders, and consumers. We found that the implementation of COVID-19 safety and health protocol initiatives impacted the entire fish value chain, which contributed to social anxiety and negatively affected social well-being for those who depend on small-scale fisheries for employment and livelihoods. Fisheries in both nations saw a reduction in fish catch, widened supply and demand gap and a significant spike in fish price. Drawing on the Sustainable Livelihoods literature, we discuss how COVID-19 interacted with other existing aspects of community vulnerability and lack of capacity, despite communities finding ways to respond safely to the challenges of the pandemic. Moving forward, these small-scale fisheries will require a holistic assessment of the long-term social, ecological and economic impacts of the pandemic. Better fish processing and storage facilities and more robust institutional structures around markets and fisheries management will improve the adaptive capacity of people in these communities, who will no doubt face future challenges related to issues such as climate change.
