Latin American governments swiftly implemented income assistance programs to sustain families’ livelihoods during COVID-19 stay-at-home orders. This paper analyzes the potential coverage and generosity of these measures and assesses the suitability of current safety nets to deal with unexpected negative income shocks in 10 Latin American countries. The expansion of pre-existing programs (most notably conditional cash transfers and non-contributory pensions) during the COVID-19 crisis was generally insufficient to compensate for the inability to work among the poorest segments of the population. When COVID-19 ad hoc programs are analyzed, the coverage and replacement rates of regular labor income among households in the first quintile of the country’s labor income distribution increase substantially. Yet, these programs present substantial coverage challenges among families composed of fundamentally informal workers who are non-poor, but are at a high risk of poverty. These results highlight the limitations of the fragmented nature of social protection systems in the region.

O artigo analisa como sistemas de proteção social na América Latina têm respondido à grave situação social decorrente da pandemia de COVID-19. Pautado em estudo exploratório, o artigo toma como foco as experiências da Argentina, Brasil e México. A perspectiva de análise considera que as respostas produzidas por esses três casos às demandas sociais postas pela pandemia decorrem da interseção entre o legado prévio e estrutura institucional dos sistemas de proteção social existentes em cada país, a orientação política dos governos em exercício e a dinâmica social e política diante do contexto da crise sanitária. Verifica que nos três países, a despeito de medidas protetivas de maior ou menor abrangência e magnitude, que reforçam a proteção social existente ou introduzem novos mecanismos – todos eles temporários – a crise social própria às formações sociais latino-americanas se agravou.LATIN AMERICAN SOCIAL PROTECTION SYSTEMS AND RESPONSES TO THE COVID-19 PANDEMIC: Argentina, Brazil and MexicoAbstractThe article analyses how social protection systems in Latina America have responded to the serious social situation caused by the COVID-19 pandemic. The analysis considers that the responses produced by the three cases results from the intersection between the institutional structure’s previous legacy of the social protection systems existing in each country, the political orientation of the governments in exercise and the social and political dynamics in the sanitary crisis context. It seems that, despite protective measures of greater or lesser scope and magnitude, which either reinforce the existing social protections or introduce new mechanisms – all of them temporary – the social crisis specific to Latin American social formations has worsened in the countries studied.Keywords: Social protection. Experience with urban social protection programmes is relatively limited in the Global South. Extensions or duplicates of rural social assistance programmes do not reflect the distinct vulnerabilities of the urban poor, who face higher living costs and more precarious employment, and are not reached by social insurance schemes that are designed for formally employed workers. Neither the Sustainable Development Goals nor the New Urban Agenda reflect a specific focus on urban social protection. COVID-19 has exposed this major gap in coverage, given the disproportionate impact of lockdowns on the livelihoods of the urban poor. To ‘build back better’ post COVID-19, we propose rights-based national social protection systems with two components: categorical social assistance for non-working vulnerable groups (children, older persons, persons with disability) and universal social insurance for all working adults (formal, informal or self-employed), financed out of general revenues rather than mandatory contributions by employees and employers. These ideas are explored in the case of South Africa, which has comprehensive social assistance but inadequate social insurance for urban informal workers.

Many governments across Latin America have been unable to reduce stubbornly high levels of labor informality and the lack of legal and social protection put informal workers in a situation of continuous economic peril and uncertainty. This paper argues that the inherent characteristics and conditions of informal workers act as noisy signals that diminish the effect that economic perceptions have on evaluations of the incumbent executive across Latin American countries. The empirical results support the argument, suggesting that the effect of perceptions of the economy on evaluations of the incumbent is lower among informal relative to formal workers. Furthermore, this dynamic is prevalent in urban areas where there is a more evident differentiation between formal and informal workers, and disappears in rural areas, where both formal and informal workers face challenges that produce noisy signals and diminish the effect of perceptions of the economy on evaluations of the incumbent.

Summary: The two main sources of errors in educational and psychological evaluation are the lack of adequate technical and psychometric characteristics of the tests, and especially the failure to properly implement the testing process. The main goal of the present research is to study the situation of test construction and test use in the Spanish-speaking (Spain and Latin American countries) and Portuguese-speaking (Portugal and Brazil) countries. The data were collected using a questionnaire constructed by the European Federation of Professional Psychologists Association (EFPPA) Task Force on Tests and Testing, under the direction of D. Bartram . In addition to the questionnaire, other ad hoc data were also gathered. Four main areas of psychological testing were investigated: Educational, Clinical, Forensic and Work. Key persons were identified in each country in order to provide reliable information. The main results are presented, and some measures that could be taken in order to improve the current testing practices in the countries surveyed are discussed. As most of the tests used in these countries were originally developed in other cultures, a problem that appears to be especially relevant is the translation and adaptation of tests.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique. Ce e question sera également abordée par l'examen des recommandations spécifiques par pays fournies par le Semestre Européen.

Effective social protection policies are crucial to realizing adolescents’ rights, ensuring their well-being, breaking the cycle of poverty and vulnerability, and helping them realize their full developmental potential. Low- and middle-income countries (LMICs) have extended social security coverage to ensure basic protections—while continuing to develop social protection systems. Social protection for LMIC adolescents in the context of gross violations of their basic rights is examined. Prevalence, consequences of protection rights violations, and the role and impact of social protection programs in ensuring enhanced opportunities for development and well-being among young people are discussed. Results demonstrate direct impacts (e.g., increased income, consumption, goods and services access; greater social inclusion; reduced household stress). LMICs need integrated social protection policy and program expansion if the 2030 Agenda for Sustainable Development is to be realized. With adolescent-centered policies and investments, governments can help adolescents realize their rights to a fulfilling and productive life.
