Background Air pollution is one of the major environmental challenges cities worldwide face today. Planning healthy environments for all future populations, whilst considering the ongoing demand for urbanisation and provisions needed to combat climate change, remains a difficult task. Objective To combine artificial intelligence (AI), atmospheric and social sciences to provide urban planning solutions that optimise local air quality by applying novel methods and taking into consideration population structures and traffic flows. Methods We will use high-resolution spatial data and linked electronic population cohort for Helsinki Metropolitan Area (Finland) to model (a) population dynamics and urban inequality related to air pollution; (b) detailed aerosol dynamics, aerosol and gas-phase chemistry together with detailed flow characteristics; (c) high-resolution traffic flow addressing dynamical changes at the city environment, such as accidents, construction work and unexpected congestion. Finally, we will fuse the information resulting from these models into an optimal city planning model balancing air quality, comfort, accessibility and travelling efficiency.

The article indicates that from the beginning of the COVID-19 crisis, the scientific community has been continuously trying to assess the virus, its socio-environmental impacts, regulatory/adaptation policies, and plans. The emergency is to develop pandemic-resilient city planning and management in order to tackle the infectious diseases during COVID-19. Such development includes the reframing of unsustainable urban patterns, hazards, and social inequalities to be prepared for the emerging cases. In this study, we focus on the assessment of disaster risk management (DRM), which will help to develop pandemic-resilient urban strategies (response, mitigation, and preparedness phase) through analyzing previously published literature. The article presents the Short- and long-term recommendations for pandemic resilience urban planning and design have also been provided. In the response phase, implementation of the smart and resilient city design and policies has been highlighted to identify disease transmission. In the mitigation phase, new technological approaches can be adopted for better management of present and future pandemics. The physical (urban access, infrastructure, environmental factors, and land use patterns) and non-physical (socio-cultural, governance, and economic factors) aspects of resilient urban strategies have been focused, which may help to develop understanding of health- and disaster-related risks in pandemic. In the preparedness phase, proactive measures such as capacity building of people toward any outbreak and different simulation processes (models of transmission pattern) can be adopted for future pandemics. We also discuss about the enhancement of urban resiliency in housing, public spaces, and cities that may bring the effective outcome of DRM framework to combat pandemic. The study focuses on the major lessons that can be adopted for post-pandemic urban resilient planning related to disaster management and climate change adaptation, preventing extensive challenges of sustainability apart. In the following months and years, it will be difficult to assess various changes to develop urban planning and design in the post-COVID-19 world. However, this study expresses the possibility of creating good opportunities for policymakers and city planners to undertake significant transformative and advanced actions during the three different phases of DRM. This study presents a novel approach to delineate the scope of DRM framework in achieving more resilient cities (RC) to tackle future pandemics. This study will also crucially help the planners and decision-makers in better assessing and addressing the strategic and resilient urban design and planning approach in future.

The article presents the results of qualitative studies concerning the presence of air quality management in the process of urban planning and in the public discourse in Antwerp, Belgium, and Gdańsk, Poland. We focused on the way urban planners, environmental experts, and stakeholders perceive the problem of air pollution, especially with respect to urban development policy, and whether they consider it one of the major factors determining the quality of the urban built environment. The analysis was empirically based on free, partially structured interviews with experts. With that aim, we referred to certain assumptions of the multidimensional concept of environmental protection and integrated urban planning, highlighting the knowledge gained through interview analysis, literature review, and comparative case study research. The approach brings to light the difference between the perceived and measured air quality and to what extent it is affected by the spatial conditions. The research reveals how the range of perceptions of air pollution is embedded in several sociological, urban planning, and cultural perspectives and how these perceptions differ between the different profiles of the stakeholders and experts.

Recent episodes of high air pollution concentration levels in many Polish cities indicate the urgent need for policy change and for the integration of various aspects of urban development into a common platform for local air quality management. In this article, the focus was placed on the prospects of improving urban air quality through proper design and protection of vegetation systems within local spatial planning strategies. Recent studies regarding the mitigation of air pollution by urban greenery due to deposition and aerodynamic effects were reviewed, with special attention given to the design guidelines resulting from these studies and their applicability in the process of urban planning. The conclusions drawn from the review were used to conduct three case studies: in Gdańsk, Warsaw, and Poznań, Poland. The existing local urban planning regulations for the management of urban greenery were critically evaluated in relation to the findings of the review. The results indicate that the current knowledge regarding the improvement of urban air quality by vegetation is not applied in the process of urban planning to a sufficient degree. Some recommendations for alternative provisions were discussed.

Abstract. Urban air quality is one of the most prominent environmental concerns for a modern city dweller. Accurate monitoring of air quality is difficult due to intrinsic urban landscape heterogeneity and superposition of multiple polluting sources. Existing approaches often do not provide the necessary spatial details and peak concentrations of pollutants, especially at larger distances from measuring stations. A more advanced approach is needed. This study presents a very high-resolution air quality assessment with the large-eddy simulation model PALM. This fully three-dimensional primitive-equation hydro-dynamical model resolves both structural details of the complex urban surface and turbulent eddies larger than 10 m in size. We ran a set of 9 meteorological scenarios in order to assess the dispersion of pollutants in Bergen, a middle-sized Norwegian city embedded in a coastal valley. This set of scenarios represents typically observed conditions with high air pollution from nitrogen dioxide (NO2) and particulate matter (PM2.5). The modelling methodology helped to identify pathways and patterns of air pollution caused by the three main local air pollution sources in the city. These are road vehicle traffic, domestic house heating with wood-burning fireplaces and ships docked in the harbour area next to the city centre. The study produced vulnerability maps, highlighting the most impacted districts for each scenario.

Ukraine is an associate member of the European Union and in the coming years it is expected that all the data and services already used by European Union countries will become available for Ukraine. An important program, which is the basis for building European monitoring services for Smart Cities, is the Copernicus program. The two most important services of this program are Copernicus Land Monitoring Service (CLMS) and Copernicus Atmosphere Monitoring Service (CAMS). CLMS provides important information on Land Use in Europe. In the context of Smart Cities, the most valuable one is the Urban Atlas service, which is related to local CLMS services and provides a detailed digital city plan in vector form, which is segmented into small functional areas classified by the CORIN nomenclature. The Urban Atlas is a geospatial layer with high-resolution, which is built for all European cities with a population of more than 100,000 that combines high-resolution sat-ellite data, city segmentation by blocks and functional areas, important city infrastructure, etc. This product is used as a basis for city planning and obtaining analytics on the most important indicators of city development including air quality monitoring. For Ukraine, such geospatial products are not provided under the Copernicus program. It is important to start work on its development and implementation as early as possible, so that when the first city atlas appears, Ukraine will be ready to work with it together with the European community. This requires preparing the basis for na-tional research and training national stakeholders and users to use this product. To make this happen it’s necessary to have national geospatial product, which can be used as an analogue of the city atlas. In this article authors analyzed the existing methods of air quality assessment and assessment of the SDG indicator 11.6.2 achieving for European cities, based on which the indicator 11.6.2 for Ukraine for 5 years was evaluated for the first time. The obtained results are analyzed and the values of indicator 11.6.2 for Ukraine are compared with European countries.

Air quality management is increasingly focused not only on across-the-board reductions in ambient pollution concentrations but also on identifying and remediating elevated exposures that often occur in traditionally disadvantaged communities. Remote sensing of ambient air pollution using data derived from satellites has the potential to better inform management decisions that address environmental disparities by providing increased spatial coverage, at high-spatial resolutions, compared to air pollution exposure estimates based on ground-based monitors alone. Daily PM2.5 estimates for 2015–2018 were estimated at a 1 km2 resolution, derived from NASA’s Moderate Resolution Imaging Spectroradiometer (MODIS) satellite instrument and the Multi-Angle Implementation of Atmospheric Correction (MAIAC) algorithm in order to assess the utility of highly refined spatiotemporal air pollution data in 92 California cities and in the 13 communities included in the California Community Air Protection Program. The identification of pollution hot-spots within a city is typically not possible relying solely on the regulatory monitoring networks; however, day-to-day temporal variability was shown to be generally well represented by nearby ground-based monitoring data even in communities with strong spatial gradients in pollutant concentrations. An assessment of within-ZIP Code variability in pollution estimates indicates that high-resolution pollution estimates (i.e., 1 km2) are not always needed to identify spatial differences in exposure but become increasingly important for larger geographic areas (approximately 50 km2). Taken together, these findings can help inform strategies for use of remote sensing data for air quality management including the screening of locations with air pollution exposures that are not well represented by existing ground-based air pollution monitors.
