The modern technology of video surveillance systems has proved to be the best solution in direct supervision of property, individuals, and the environment. This article addresses the design approach of a smart surveillance system for university library to ensure compliance with library usage rules. The solution proposed for the surveillance system depends on innovative integration of intelligent algorithm, cameras and motion detectors in the web application. An algorithm was created according to the instructions of attending the university library of Al-Nahrain University. This algorithm has the ability to analyze video and extract the effectiveness that does not comply with the library's rules and regulations that the student can do in the library. The PX1-C415 Single Board Computer type is programmed with a smart algorithm and integrated with motion detectors and video cameras to create the proposed system. It has ability for detection, processing and rapid response through capturing images and transferring them to a wireless module on the administrative desk and thus activating the alarm system. The accuracy of the detection algorithm used was 91% for a distance of 1-5 meters. In addition, the admin received the violations with accuracy of 93%. The proposed system offers a perfect solution that is accurate, fast and scalable to support comprehensive and economical monitoring.

The study examined the influence of information and communication technology (ICT) skills on job performance among librarians in the university libraries in South-South, Nigeria. The study adopted a descriptive survey design using a self constructed questionnaire as instrument for data collection. The questionnaire was constructed after consulting other related literature in order to ensure that relevant items were included. Five research questions were answered in the study. The population consists of 233 librarians in the six federal, seven state and eight private university libraries in the South-South, Nigeria. A purposive sampling technique was adopted for the study. The data collected was analysed using frequency, percentages and tables for easy interpretation and understanding of the results. Findings revealed that the majority of the respondents in the university library acquire ICT skills through self-sponsorship. It also showed that the majority of the respondents were not skilful in system management, web application and tools such as: system troubleshooting, webinar/digital conferencing tools, Web 2.0, website designing and digital communication. The findings further revealed that there was no policy in place to regulate ICT training of librarians where a majority were yet to attend training once in the last five years, hence there was inadequate training of librarians on ICT skills. There was evidence in the study that training in ICT skill would engender improved service delivery, library administration, efficiency, job performance and reduction in job stress. The findings also revealed that inadequate training, poor planning and implementation, non-sponsorship of librarians, absence of policy for evaluation and assessment are factors militating against ICT skills acquisition. The paper recommended that ICT skills training should be prioritized while internally organized training programmes should be highly encouraged in the university library. The university management should make some financial commitment in support of academic librarians for training and retraining on ICT skills for improved job performance and effective delivery of library services to the patrons while relevant policies should be put in place for continuous evaluation and training of librarians on ICT skills.

Remote and scattered valuable and sensitive locations such as labs and offices inside university campus need efficient monitoring and warning system. As well as scattered area and belonging. This research presents a Real-Time intruder Surveillance System based on a single board computer (SBC). Thus the design and development of a cost effective surveillance management system based SBC that can be deployed efficiently in remote and scattered locations such as universities belonging. The fusion of embedded Python codes with SBC that attached to cameras, Long distance sensors, alerting circuitry and wireless module presents a novel integration based effective cost solution and enhances SBC of much flexibility of improvement and development for pervasive remote locations. The system proves the high integrity of smooth working with web application, it’s cost effective and thus can be deployed as many of units to seize and concisely covered remote and scattered area as well as university belonging and departments. The system can be administrated by a remote user sparsely or geographically away from any networked workstation. The proposed solution offers efficient stand alone, flexibility to upgrade and cheap development and installation as well as cost effective ubiquitous surveillance solution. In conclusion, the system acceptable boundaries of successful intruder recognition and warning alert are computed between 1m and 3m distance of intruder from system camera. Recognition rate of 95% and 83% are achieved and the successful warning alert were in the range of 86-97%.

Abstract: As an integral part of the safety and security many organizations, video rental has established its value and benefits many times by providing immediate management of property, people, the environment and property. This project operates in the form of the Embedded Real-Time Surveillance System Based Raspberry Pi SBC for internal detection that enhances monitoring technology to provide critical safety in our lives as well as consistent performance and alert operation. The proposed security solution depends on our integration of cameras and motion detectors into a web application. Raspberry Pi operates and controls motion detectors and video cameras for remote hearing and monitoring, streams streaming video and recording for future playback. This research focuses on the development of a detection system that detects strangers and responds quickly by taking and transferring images to wireless modules based on owners. This Raspberry Pi program based on Smart Surveillance System provides a remote location monitoring concept. The proposed solution provides a fully functional, efficient and easy-to-use global solution. This project will also introduce the concept of motion detection and tracking using image processing. This type of technology is very important when it comes to surveillance and security. The live video stream will be used to show how things can be found and tracked.
