This paper used data from a multi-institutional study of community colleges developing and implementing degree reclamation strategies (adult reengagement and reverse credit transfer) to understand and unpack the factors that influence implementation and capacity development. The data come from seven colleges that are implementing equity-focused degree reclamation strategies aimed to reduce the population of “some college, no degree.” The research team used an interdisciplinary lens to identify these factors drawing from literature on capacity-building. Prior to the start of implementation, researchers surveyed institutions and institutional stakeholders to assess baseline capacity, and they tracked institutional participation and engagement in the strategy development and implementation process. This paper highlights findings from this research to identify which factors are most related to implementation variation and strategy outcomes.

The research aims to explore how capacity development of local government institution in Seluma district as the coordinator of Autonomous Region Recently known as DOB. This research background is lack capacity of government institution in Seluma district is improved poverty range amount 21,22%, the IPM lack, social environment isn’t conducive, government management index lowly. This case indicates incapacity of DOB management organizer while this capacity building program is a strategy that can be implemented by local government in order DOB can be realize. Improving organization performance should be implemented institution capacity building continuity either on institution internal capacity or institution external capacity. The research method through qualitative approach then the technique of data collection applies primary and secondary data. The data is taken from documentary, observation, deep interview and FGD. The determination of sample/informant with sampling purposive. The data analysis process by conducting the data reduction, display data, decision making and verification data. Research results showed unoptimal effort, strengthening the capacity development of DOB Organization has not been done in a good, well-planned and structured. The solution, it takes the commitment of the leadership of both the highest level of Regent followed by level below it.

This article focuses on the current trends and initiatives in human capacity building in Africa. It takes as it starting point that human capacity development is essential for Africa to become an information and know-ledge society and therefore an equal partner in the global sharing of knowledge. Four knowledge areas are identified and discussed. These are education, research and development, brain drain and information and documentation drain. The paper concludes that there is a clear understanding in Africa that its future lies with education and that most African leaders have a strong political will to invest in human capacity building on the continent. It is also clear that much has been done, particularly primary education. Africa will most defi-nitely benefit from this in the long run. Problem areas remain however. These are in the needed growth of research and development and how to address the brain and information drain phenomena.

Background: This article reflects on the implementation of a diagnostic study carried out to understand the gender responsiveness of the national monitoring and evaluation (M&E) systems of Benin, South Africa and Uganda. Carrying out the study found that the potential for integrating the cross-cutting systems of gender and monitoring and evaluation (M&E) are strong. At the same time, it highlighted a range of challenges intersecting these two areas of work. This article explores these issues, which range from logistical to conceptual.Objectives: This article aims to share reflections from the gender diagnostic study to enable more appropriate capacity building in the field of gender responsiveness in national M&E systems. Developing more sophisticated tools to measure gender responsiveness in complex contexts is critical. A better understanding of how gender and national M&E systems intersect is important to understanding firstly how we can more accurately measure the gender responsiveness of existing systems and secondly how better to engender capacity development initiatives.Method: As part of the Twende Mbele programme, Centre for Learning on Evaluation and Results (CLEAR) commissioned Africa Gender and Development Evaluator’s Network (AGDEN) to coordinate teams of researchers in Benin, Uganda, and South Africa to collaboratively develop the diagnostic tool, and then implement it by conducting a review of key documentation and to interview officials within the government wide monitoring and evaluation systems as well as the national gender machinery in each country.Results: The study found that the gender responsiveness of M&E systems across all three systems was unequal, but more importantly, it is important to do more work on how M&E and gender are conceptualised, to ensure this can be studied in a more meaningful way. To strengthen national monitoring and evaluation systems, gender responsiveness and equity must serve as a foundation for growth. However, intersection M&E with gender is complex, and riddled with gaps in capacity, conceptual differences, and challenges bringing together disparate and complex systems.Conclusion: A stronger understanding of the linkages between M&E and gender is an important starting place for bringing them together holistically.

PurposeThe purpose of this paper is to examine the role of capacity building in reverse mentoring as an enabling routine in bringing about changes in cognitions and capabilities for strategy formulation/implementation and organisational change.Design/methodology/approachThis paper is based on an action research case study of a reverse mentoring initiative for digital transformation in a large metal multinational based in India. The capacity-building action research was carried out during a consultancy project.FindingsTop management team (TMT) change does not always provide the route to change in managerial cognition. Sometimes the TMT has to develop cognitive changes and new cognitions through learning and engage in way-finding to formulate/implement a strategy. Such learning requires routines, here digital reverse mentoring with capacity-building intervention, to enable development of personal knowledge (Eraut, 2000), along with cognitive changes, leading to development of capabilities. Such capacity-building routines serve as the enabling processes that facilitate learning and cognitive change.Research limitations/implicationsThis study demonstrates the value of enabling process routines to facilitate learning and cognition change in bridging strategy implementation and change. It also suggests the need to look at a strategy as way-finding in order to better understand the gap between strategy formulation, implementation and change.Practical implicationsThe study suggests the need for development of learning and cognition change routines as enabling processes in firms and provides insights into how old economy firms may adapt to digital era.Originality/valueThis study documents the routine of digital reverse mentoring as an enabling process for strategy development/implementation.

Abstract The Honor Frost Foundation sponsored a session, ‘Maritime Archaeology, Capacity Building and Training in the Developing World’ at the Sixth International Congress on Underwater Archaeology (IKUWA VI) held in Freemantle, Australia, in November 2016, dedicated to capacity development in the context of maritime archaeology. The papers presented in this special issue of this journal represent an attempt to understand different approaches to capacity building and development within the sphere of maritime cultural heritage. This paper, by way of an introduction to the subject, and this special issue, aims to explore the nature of capacity building and development in relation to maritime cultural heritage.

BackgroundThe EDCTP-funded project ‘Institutional capacity development for multi-disciplinary health research to support the health system rebuilding phase in Sierra Leone’ (RECAP-SL) created a solid platform on which sustainable research capacity can be built at the College of Medicine and Allied Health Sciences (COMAHS) at the University of Sierra Leone. This in turn will support the much-needed evidence-based health systems reconstruction phase in Sierra Leone and support the evolution of the research landscape at COMAHS.Methods and resultsWe established a research centre at COMAHS and conducted a research needs assessment. This informed the development of short- and long-term action plans to support sustainable institutional research capacity development and enabled the development of a four-year research strategy. These plans also served as a guide for subsequent research partnerships in terms of capacity building efforts to address identified challenges.We also focused on training four research fellows and developed a wider student engagement platform to help cultivate a research culture. The research fellows will support other researchers at COMAHS, thus promoting sustainability of the research centre. Continued professional development opportunities for the fellows are also being actively sought, to develop them up to doctoral level, which addresses one of the gaps identified in the capacity assessment report.ConclusionTo support sustainability, capacity building efforts are being designed to ensure that these gains are maintained over time, with international and national research partners and funders recognising the importance of further developing local research capacity. Through a multi-pronged approach, health systems research capacity has been strengthened in Sierra Leone. This will support the generation of evidence that will inform building sustainable health systems fit for responding cohesively to outbreaks and for delivering services across the country, especially for the most disadvantaged populations.

Abstract Issue/problem Despite substantial investments into increasing the availability and accessibility of information in the WHO European Region, scientific evidence often plays a limited role in policy and practice resulting in lost opportunities to improving health systems and outcomes. Description of the problem The WHO Action plan and resolution to strengthen the use of evidence, information and research for policy-making, adopted in 2016, urges Member States to increase country capacity to foster the utilization of research in both policy and practice. To support and guide Member States in this effort, the World Health Organization (WHO) Regional Office for Europe launched the Evidence-informed Policy Network (EVIPNet) Europe, a capacity-building initiative that operates in line with, and in support of, Health 2020 and the 2030 Agenda for Sustainable Development. EVIPNet Europe aims to assist its member countries and catalyse sustainable change by strengthening both the evidence supply and demand sides, and building knowledge translation (KT) capacity at individual, organizational and system levels. Results EVIPNet Europe has been successful in enhancing the capacity of policy-makers and researchers to access, appraise, package and use evidence; strengthening organizational capacity and infrastructure; and creating institutional bridges between policy and research communities. The network’s activities have, furthermore, led to an increased conceptual and instrumental use of evidence in policy, introducing important changes in policy strategy development and legislations. Lessons To overcome the knowledge-to-policy gap, comprehensive capacity building strategies, operating at individual, organizational and systemic levels are required to create and sustain a culture more favourable to evidence-informed policy.

Implementation gaps of European Union (EU) environmental policy are explained, inter alia, by shortcomings in knowledge, a lack of administrative capacities and weak enforcement practices. However, this article presents evidence that the scope conditions have improved, based on document analysis and semi-structured interviews with actors involved in the implementation process. Four main factors are considered. First, the Commission’s monitoring capacities benefit from an improved access to data sources other than those provided by the member states, and from a reduced legislative agenda, allowing for a more intense focus on implementation. Second, subnational actors have improved their implementation capacity through knowledge transfers and strategic planning, facilitated by improved statistical data. Third, inspection networks benefitted from technical advances, such as the access to satellite images, presenting new opportunities for the detection of environmental crimes, and new software programs facilitating risk-based inspections. Finally, citizens’ and non-governmental organizations’ improved access to justice in environmental matters contributes to a stricter enforcement of EU law.   Keywords: networks; European Union; software programs

This report aims to explore how HEED approached and delivered capacity building for the research team, project partners and the communities the team worked within Rwanda and Nepal. This report's purpose is threefold: first, to be evidential on how HEED planned, delivered and captured impact around capacity building so similar projects can develop best practice when skills development is a key deliverable. Second, to encourage other energy projects to document the impact produced by researchers and practitioners' involvement while working with communities. Therefore, to recognise the tacit and dynamic aspects of knowledge production, not only the more explicit aspects. Third, suggest recommendations to support a skills-led approach to capacity building that provides personal and professional development opportunities to deepen knowledge production and impact.
