The research aims to explore how capacity development of local government institution in Seluma district as the coordinator of Autonomous Region Recently known as DOB. This research background is lack capacity of government institution in Seluma district is improved poverty range amount 21,22%, the IPM lack, social environment isn’t conducive, government management index lowly. This case indicates incapacity of DOB management organizer while this capacity building program is a strategy that can be implemented by local government in order DOB can be realize. Improving organization performance should be implemented institution capacity building continuity either on institution internal capacity or institution external capacity. The research method through qualitative approach then the technique of data collection applies primary and secondary data. The data is taken from documentary, observation, deep interview and FGD. The determination of sample/informant with sampling purposive. The data analysis process by conducting the data reduction, display data, decision making and verification data. Research results showed unoptimal effort, strengthening the capacity development of DOB Organization has not been done in a good, well-planned and structured. The solution, it takes the commitment of the leadership of both the highest level of Regent followed by level below it.

Orange City Council and Mount Hagen Urban Local Level Government (MHULLG) in the Papua New Guinea Highlands have had a strong history of working in partnership to build capacity. This is based on a Sister City relationship extending to 30 years founded on the acceptance that to build better communities more than just physical infrastructure is needed. The Australian Government AusAID organisation funded the capacity building program, supported by the Commonwealth Local Government Forum who provide back-end administration and acts as a broker in drawing together a number of partnership agreements and AusAID funding applications in addition to information exchange. Council’s work has been recognised and supported nationally in PNG and by AusAID, and there has been a tight focus on assisting the 60,000 people that live in and around the township of Mt Hagen. So far, Council has worked on numerous issues including waste management, sanitation, traffic and pedestrian plans and governance.

Mobility and urbanization are shaping cities in Southern Africa. Peri-urban areas in particular are transforming at such a pace that municipalities are struggling to keep up with the changes. Local government is trying to build appropriate capacity to respond to a mobile population, but it is not always clear where to focus capacity development efforts. Applying a diagnostic tool on local government capacity to respond to mobility, researchers both tested the tool and drew conclusions about the capacity of local government. This provides lessons for both how we measure the readiness of municipalities to respond to a mobile population and how we may focus capacity-building efforts.

This study attempts to identify capacity-building efforts conducted by local governments, obstacles facing local governments in those efforts, as well as formulating models/strategies for effective local government capacity building. This study utilizes primary data pertain to local government capacity building (CB) implementation and publicly available data on CB model/strategy as secondary data. As the approach of this study, qualitative analysis was based on an in-depth interview, discussion, and literature study. The research reveals that CB activities had been conducted by the local government (partially). Yet, the activities were not based on a comprehensive evaluation. It is recommended that the local government utilize CB models/strategies that have been developed from the study.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

The purpose of this researchment is to ascertain how wide the farming of species Saccharun Edule Hasskarl (terubuk) in sub district Tosa, district of East Tidore of Tidore Island through the indicator of the value revenue, production and selling prices so that the farmers will achieve The Break Event Point (BEP). The research method was used a quantitative method with the number of samples of 30 people. The determination of the sample method is using the census method or involving all members of the population into a sample of researchment. The secondary data collection was done by using library literature in the form of document review and relevant references to research object while primary data collection was done by using questionnaire. The data is using equation R /C Ratio, BEP Revenue, BEP Price, and BEP Production. Therefore from the results of the researchment it can be explained that the two of the thirty farmers come through the break event point, while the other twenty-eight farmers declared having a business that worth to be develop or experiencing profit, because the R/C ratio is above 1.0 with average profit reach Rp. 989.000, - per production / farmer.

The study focused on marketing and value of additions of timber in Ife East Local Government, Osun state Nigeria. Specifically, the study examined the market efficiency, determined the profitability of the timber business, examine the level of value addition and the constraints facing the timber industry. Data were collected with the use of primary and secondary data. Primary data needed for the study were generated from structured questionnaire. Fifteen sawmills were randomly selected and one hundred and fifty questionnaires were distributed to the timber marketer and furniture m firm. One hundred and forty eight were retrieved. The data collected were analyzed using descriptive and budgetary analyses. The result showed that males had the highest percentage (89.2%). Majority of the respondents were within the age range of 40 -50 years (83.8%) and most were married (81.8%) it was further revealed that (67.6%) had regular supply of their product and the means of transportation was lorry (44.6%). The study also revealed that benches with 42% added more value addition to the industry. It showed that the year 2013 had the highest efficiency with 2.6. The budgetary analysis showed that the average revenue for the industry for the year 2012-2018 ranged between N2, 285,108.45, 889,107.12. It also revealed that the total profit for the timber ranged between 7, 340, 54.59 and 2,304,897.47.government policy, inadequate facilities in the market, inadequate facilities in the market, inadequate credit facilities, inadequate power supply and high cost of transportation were some of the constraint faced by the timber industry in Ife East Local Government. For the past three decades Ghana’s democratic decentralisation policy has sought in vein to establish a local government system capable of pursuing Local Economic Development (LED). One of the major impediments has been the insincere implementation of fiscal decentralisation for the local government to provide the enabling environment for LED. This paper employed primary and secondary data from the Wassa East District Assembly (WEDA) to assess the progress so far in Ghana’s fiscal decentralisation and its effect on LED. The paper highlights the potential benefits of LED and the incapacitation of the District Assembly by the Central government for LED financing. The paper again reveals the effects of the constraints of fiscal decentralisation on LED at the local government level and makes policy recommendations towards effective fiscal decentralisation for improvement in LED.

In an effort to solve the congestion problem, the local government of Malang City has taken various steps. However, unfortunately, the result has not been effective. This shows that the efforts that have been taken so far are sectoral, therefore a more comprehensive approach is needed in order to reach a more effective result. This research aims at re-evaluating the determination of Malang City's urban spatial structure through the delineation of narrower units of area using the centrality index method. The research suggests that urban spatial structures have a very clear pattern of association with congestion locations. It can be concluded that the local government of Malang City needs to put more consideration on evaluating the urban spatial structure to solve the problem of transportation which is ever-growing the in second largest urban area in East Java Province.
