Using a planning process for the Stuttgart Neckar Valley as a case study, this paper analyzes the urban inertial forces that counteract the transformation of energy infrastructure areas in the context of the energy transition. In order to overcome these forces, a scenario-based mission statement was developed in which spatial scenarios were derived from energy scenarios and finally summarized in a concept plan for the Neckar Valley. The mission statement was developed following an analytical-deliberative and transdisciplinary approach. The approach to mission statement development presented here can respond flexibly to changing framework conditions and thus serve as a model for other cities with large-scale energy infrastructures in transition.

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.

Introduction: A structured Strategic Planning process has been developed in the Spanish Port System since 1990s. One of the first elements of this process is the formulation of the mission statement of each Port Authority. Aim: An in-depth review of the mission statements of the Spanish Port Authorities is carried out in this research, and mission statements are assessed from a theoretical point of view. The goal of the study is to discuss how mission statements of these entities are aligned with the international standards. Methods: Mission statements are captured from public sources. Two criteria are used for the assessment: its content (analyzing if the mission statement reflects nine key elements usually considered internationally), and its length (number of words). As the first component is qualitative, a Delphi method was used in the assessment of this element. Results: The mission statements of these Port Authorities reflect more frequently than the benchmark omparison made by over 50 companies seven of the nine key elements. The only two fields in which Spanish Port Authorities show a negative gap are those related to "technology” and “concern of employees”. In terms of length, the average of 32 words is shorter than the 50-100 words recommended by some authors. Conclusions: The Strategic Planning in the Spanish Port Authorities is a long and well -structured process. Port Authorities are essentially market-oriented public organisms and their mission statements seems to be properly formulated following business practices in terms of their content.

Abstract A mission statement has a significant meaning as the initial and essential step in a company’s strategic planning process. Previous studies have pointed out the necessity of monitoring and longitudinal study of corporate mission statements as they should be continuously revised against changes in companies’ strategies and business environment. This study aims to shed light on what types of strategies and values are currently highlighted in companies’ mission statements in comparison with the findings of a well-known previous study. Therefore, this study conducted a content analysis of 491 Fortune 500 companies’ mission statements. As a result, we found that “philosophy” is mostly highlighted and “profitability” is not emphasized in contemporary companies’ mission statements. Compared to the past study, these findings imply that there have been dramatic changes in the content of corporate mission statements. Besides, this study divided 491 Fortune 500 companies into two groups, high performers and low performers, according to their Fortune ranking and investigated significant differences between high and low performers using t-tests. The high performers were found to more often highlight “selfconcept” and “public image” than low performers. However, the difference in mean scores between high and low performers has become smaller than in the past finding. In particular, there is no statistical difference in mission statement component numbers between high and low performers. These findings can provide futher understanding about changes of companies’ strategic emphasis and the nature of corporate mission statements. This study provides a comparative insight for practitioners making company mission statements.

Town planning for reconstruction after large-scale disasters that is led exclusively by the local government may be insufficient. However, it is also difficult to effectively incorporate citizen participation into planning because of insufficient government manpower and a lack of time among citizens. The present study surveys and analyzes a process of mutual coordination between a local government and citizens involved in town reconstruction planning after a large-scale disaster in order to understand how citizens’ participation in the early stages of the planning process for town reconstruction should be. A local study meeting in Miyako City is taken as a case example. As a method of incorporating citizen participation, it is found that the local study meeting was simple and effective method in obtaining consensus among local residents, but was not effective and may even have exacerbated disagreement regarding fundamental issues.

AbstractIn this work we explore the ramifications of incoming changes brought by the energy transition, most notably the increased penetration of variable renewable energy (VRE) and phase-out of nuclear and other conventional electricity sources. The power grid will require additional flexibility capabilities to accommodate such changes, as the mismatch between generation and demand is bound to increase. Through mathematical modeling and optimization, we simulate the German power grid and investigate the requirements of on-grid large-scale storage. Different scenarios are evaluated up to 2050, when 80% of the gross electricity consumption is planned to be provided by renewable energy. Dispatchable power plants will play a key role in the transition to an energy mix with high shares of VRE. Around 120 GW of additional large-scale storage are required until 2050. Between the electrochemical technologies evaluated, lithium-ion was the best candidate. A strong reliance on dispatchables was observed, in case the commissioning of VRE plants goes slower than planned. Energy curtailment increases with VRE shares, with up to 14 TWh curtailed in high VRE scenarios in 2050.

Within the literature of governance and policy making in the context of planning, the notion of performativity is specifically conceptualized as the self-fulfilling property of performances – such as story-telling – that shape public reality. One specific stream of performativity researchers – dominant in the realm of organization studies – focuses on the enactment of academic theory into reality. We contribute to this idea of bringing theory into being by conceptualizing purposive performative agents who strive to enact a specific theory in reality. Our paper demonstrates through which mechanisms the theory of New Public Management has shaped the reality of public governance at the will of one powerful performative agent. Using a perspective based on performative struggle, our interpretative case study – focused on a large policy process – exhibits how New Public Management doctrine gains influence at the expense of other public management theories. In conclusion, we claim that our findings offer a potential perspective for understanding through which dynamics certain agents aim to shape the public realm in alignment with their preferred theoretical propositions.

Sustainable development is an integrated blend of energetic, economic, social, environmental, and governmental actors, making it one of the most challenging and subjective aims of the United Nations. A sustainability project that does not consider any of these parameters can generate resistance among different actors of society. In this work, we have demonstrated that the traditional definition of sustainability encompassing economic development, environmental protection, and social justice does not adequately cover large-scale renewable energy projects. We have presented an illuminating case study of solar development in the Yucatan state of Mexico to show that the traditional three-legged stool of sustainable development fails to accommodate local power relations and their role in energy decision-making. This point is made through a substantive and illuminating ethnography of a solar project in the community of San José Tipceh, which involves the importance of energy democracy and understanding power relations in any assessment of sustainable development. These power relations are an important component of sustainable development, and all megaprojects, especially renewable energy projects, require special attention in the governance processes. Through an analysis of an example of implementation of a mega solar project, we argue that the methodology through which the power is exercised is an exercise of great importance because it leads us to a scientific discussion that structures an international reflection on sustainability. The case study consists of mixed methods, including several techniques to deepen the analysis of sociocultural aspects, and tries to present the limits and show the weakness of the sustainability perspective in such megaprojects. It is concluded that environmental justice as a basic element of the new era of renewable energies is limited and can generate social injustices. In the same way, this work shows how power is exercised in the implementation of energy projects and in the absence of equitable comprehensive governance that does not consider the local sociocultural contexts of the communities, resulting in the generation of new powers and permanent conflicts. At the end of this work, a framework to empower local sociocultural contexts for an equitable energy transition is recommended.

Today, communal urban gardening (CUG) is a widespread phenomenon in European cities. Gardening has many positive qualities, ranging from growing healthy food to meaningful everyday life activities and political action. However, its integration into existing urban planning processes remains a challenge. Planning has a great influence on the qualities that can actually be realized by the gardeners. In order to develop a more appropriate planning process for CUG, a deeper understanding of the different activities that people engage in when they are gardening in an urban environment under given conditions is needed. In this paper, a garden project from Vienna is discussed against the background of Arendt’s theory of political action to advance the theoretical debates on the planning of CUGs. The case study shows that the three central spaces of a vita activa can emerge in one place if the appropriate framework conditions are provided through planning: containment, sovereign rights of use, egalitarian participation, plurality, and spatial organization towards the three activities of a vita activa: labor, work, and action.

This paper provides appropriate guidelines for writing organizational mission statements. A planning framework is presented as a reference point for seeing where a mission statement fits into the planning process. Examples are provided of guidelines typically recommended for use in writing a mission statement, and some samples of organization mission statements are presented in order to illuminate the variety of approaches used in practice. New guidelines for mission statement content are recommended.

Interest in the role of large urban development (LUD) projects in regeneration efforts of cities has risen in recent years. Studies of their planning process have often focused on global cities, examining challenges associated with their joint (public–private) governance structure, as well as those emanating from the need to balance local and global needs and interests. With few exceptions, the ways in which these projects fit in with metropolitan aspirations of small and medium cities were largely overlooked. In this article, we explore how a large-scale project was used by local authorities to reposition a secondary city as a sub-metropolitan center. Using the case of the 1000-District (Mitcham HaElef) in the Israeli city of Rishon-Lezion, it argues that while the project was originally designed to resolve the city’s scarce employment problem, it was gradually used to endow it with higher-order urban qualities, re-situating it as a sub-metropolitan center in the Tel-Aviv area. To support our argument, we focus on the project’s housing and employment components, including changes they were subjected to along the planning process, as well as the marketing campaign, which sought to re-present the city as a viable sub-metropolitan alternative. Drawing on qualitative methods, including personal interviews and content analysis, the article illustrates how one city’s large project is instrumentalized to attain metro-scale objectives. In so doing, it contributes to a nuanced understanding of the complexity of LUD planning, its stated objectives at various scales, and implications for actors in and beyond metropolitan jurisdictions.
