Introduction: A structured Strategic Planning process has been developed in the Spanish Port System since 1990s. One of the first elements of this process is the formulation of the mission statement of each Port Authority. Aim: An in-depth review of the mission statements of the Spanish Port Authorities is carried out in this research, and mission statements are assessed from a theoretical point of view. The goal of the study is to discuss how mission statements of these entities are aligned with the international standards. Methods: Mission statements are captured from public sources. Two criteria are used for the assessment: its content (analyzing if the mission statement reflects nine key elements usually considered internationally), and its length (number of words). As the first component is qualitative, a Delphi method was used in the assessment of this element. Results: The mission statements of these Port Authorities reflect more frequently than the benchmark omparison made by over 50 companies seven of the nine key elements. The only two fields in which Spanish Port Authorities show a negative gap are those related to "technology” and “concern of employees”. In terms of length, the average of 32 words is shorter than the 50-100 words recommended by some authors. Conclusions: The Strategic Planning in the Spanish Port Authorities is a long and well -structured process. Port Authorities are essentially market-oriented public organisms and their mission statements seems to be properly formulated following business practices in terms of their content.

<p><em>Mission Statements drive the strategic planning process of organizations. Mission Statements adorn the receptions and websites of organizations the world over. It is a mission statement which defines the role that the organization plays in the society. A mission statement speaks about the essential purpose of the organization, concerning with why it is in existence, the nature of business it is in and the customers it seeks to serve and satisfy. Importance of mission statement in achieving vision pushes the organization to have a mission statement. On contrary there are several organizations that do not have any mission statement and doing well in business. This paper studies whether the mission statement plays a deciding role in growth and performance of any organization. Necessary statistical tools are used to analyse the data. </em></p>

Although the vision and mission are important to the strategic planning of a business and much time and effort are spent on their formulation, they aren’t used as planning instruments. The purpose of this paper was to determine whether management understands the vision and mission as complementary concepts and whether they use them effectively in the planning process. This study was conducted by sending questionnaires to businesses in the Gauteng Province where most SMEs in South Africa are situated. Findings confirmed that the majority of businesses, especially small businesses, can distinguish between and have visions and missions, but do not apply them optimally in strategy implementation. Recommendations include that businesses should have a written vision and mission statement, which should be communicated effectively and applied in planning and strategy implementation.

Small and medium transport companies play an important role in creating jobs and wealth of economy. Being related with the consumption of other products, transport companies should build marketing communication strategies. However, strategic planning of marketing communication might have specific challenges in this industry as recent innovations in the field of marketing communication (chatbots, groups in social networks, etc.) gain a considerable appreciation. Prior research has almost neglected specificity of marketing communication challenges faced by small and medium transport companies. Thus, the present research explored strategic planning of marketing communications in aforementioned industry. A qualitative research approach was adopted in order to collect information about peculiarities of strategic planning of marketing communication in transport industry. Interviews with marketing managers showed that their knowledge in the field of strategic planning of marketing communications is insufficient. Gaps in the stages of market analysis, mission statement, and measurement were identified. The lack of compatibility between mission statements and measures used for the evaluation of marketing communication results let authors to conclude that transport companies should pay more attention in ensuring the integration of marketing communication.

The article analyzes the interpretation of the essence and content of the concept of the security and defense sector of Ukraine, examines in detail the scientific positions of scientists and the legal definitions given in the current legislation of Ukraine on this issue. The main directions of functioning of the security and defense sector of Ukraine are analyzed and determined and it is established that this institute consists of many state bodies that have security and defense of Ukraine within their powers. It is established that the National Security and Defense Council is one of the main bodies in the relevant field, coordinating all others. Regarding strategic planning directly, the author presents the main scientific ideas and positions of scientists to define the concept of this phenomenon, gives an example and distinguishes it from ordinary planning, characterized by its unique features, explores the position of one of the scientists to define the planning process and interprets its from its own point of view in the form (stages) of planning. It is argued that the regulatory framework of the sector refers to its competence as preventive and directly active measures within the activity. They consist both in obtaining information about the "security environment" in the world and in Ukraine and in its analysis, as well as in making further strategic decisions. It is established that the essence of strategic planning and its separation from the usual planning is to clearly define, in accordance with the state guidelines the direction of development in the field of security and defense of Ukraine, indicating the ultimate goals. At the same time, strategic planning involves the development, coordination and adoption of plans that reflect the specific activities, methods, tools, as well as the timing and main executors of relevant activities. It is concluded that the security and defense sector is one of the priority areas among all vectors of state policy, which in the conditions of armed aggression should function smoothly and systematically. The normative-legal basis of the respective sector refers to its competence both preventive and directly active measures within the activity. They consist both in obtaining information about the "security environment" in the world and in Ukraine and in its analysis, as well as in making further strategic decisions that will allow the state as a whole to function effectively and respond to internal and external threats to Ukraine's security and defense.

Introduction: the article is devoted to the analysis of normative acts regulating the application of project and program management principles in the budget planning process in Russia. Objectives: to assess the regulatory framework of project and program management for its integrity, consistency and compliance with budget legislation and international standards of program and project management; to formulate the areas to optimize program and project budgeting in Russia. Methods: the research uses methods of comparative legal and system analysis. Results: the main issues in legal regulation in the field of research are identified, including: non-compliance of the actual strategic planning procedure with the requirements of the federal law; excessive number and mutual duplication of the content of project and program documents in the absence of their clear hierarchy; non-compliance in the Russian legislation with such basic principles of project and program management as the limited time of the goals and objectives in program documents, concentration of powers to manage projects (programs) and responsibility for their results in the same position; the actual withdrawal of the legislative power and the Russian Government from participation in program and project management; dual power in industry management. Conclusions: to overcome the above shortcomings the following measures, among all, are advisable: to fix the status of national projects in the Federal Law “On strategic planning in the Russian Federation” as the fundamental planning documents; to include data on the volume of their financial support and main activities in national projects, excluding current costs and measures already listed in the state programs; to restore the powers of the Russian Government to give approval on the national projects content (passports) as well as the federal projects outside the national ones; to bridge the gap between the powers and responsibilities of program (project) managers.

Using a planning process for the Stuttgart Neckar Valley as a case study, this paper analyzes the urban inertial forces that counteract the transformation of energy infrastructure areas in the context of the energy transition. In order to overcome these forces, a scenario-based mission statement was developed in which spatial scenarios were derived from energy scenarios and finally summarized in a concept plan for the Neckar Valley. The mission statement was developed following an analytical-deliberative and transdisciplinary approach. The approach to mission statement development presented here can respond flexibly to changing framework conditions and thus serve as a model for other cities with large-scale energy infrastructures in transition.

Abstract A mission statement has a significant meaning as the initial and essential step in a company’s strategic planning process. Previous studies have pointed out the necessity of monitoring and longitudinal study of corporate mission statements as they should be continuously revised against changes in companies’ strategies and business environment. This study aims to shed light on what types of strategies and values are currently highlighted in companies’ mission statements in comparison with the findings of a well-known previous study. Therefore, this study conducted a content analysis of 491 Fortune 500 companies’ mission statements. As a result, we found that “philosophy” is mostly highlighted and “profitability” is not emphasized in contemporary companies’ mission statements. Compared to the past study, these findings imply that there have been dramatic changes in the content of corporate mission statements. Besides, this study divided 491 Fortune 500 companies into two groups, high performers and low performers, according to their Fortune ranking and investigated significant differences between high and low performers using t-tests. The high performers were found to more often highlight “selfconcept” and “public image” than low performers. However, the difference in mean scores between high and low performers has become smaller than in the past finding. In particular, there is no statistical difference in mission statement component numbers between high and low performers. These findings can provide futher understanding about changes of companies’ strategic emphasis and the nature of corporate mission statements. This study provides a comparative insight for practitioners making company mission statements.

The study developed a meta-framework for the strategic planning process, which is an inter-dynamic aspect of strategic processing. Furthermore, it follows multiple case study analysis, and panel data regression analysis conducted to validate the study, the limitations and future scope of the research discussed along with the result. The asset of an organization considered as an essential element in sustainable business practices, hence the three predictors taken from asset section of financial statements of case organizations and the results discussed such as cash and cash equivalent is an important factor for practicing sustainability.
