Abstract Outsourcing is the action of contracting a specific task, function, or process to an external company instead of using an organisation’s resources. The history of outsourcing goes back to the 1980s when it was used for cost reduction in non-core business operations. Over time, outsourcing has moved to more strategic areas and has become an important factor in business performance. The selection of the best alternative among alternative outsource manufacturers is a multi-criteria decision-making problem. In this study, the fuzzy set theory is used to capture the uncertainty embedded into the decision problem. In this paper, an interval-valued intuitionistic fuzzy Analytic Hierarchy Process and Technique for Order of Preference by Similarity to Ideal Solution-based methodology is proposed, and an application is provided for the evaluation of outsource manufacturers.

In this paper, the definition of additive consistent intuitionistic fuzzy complementary judgement matrix (ACIFCJM) was given; The addition and subtraction algorithms of intuitionistic fuzzy value representing the relative importance degree in the matrix were given, then the definition of the scale transition matrix of intuitionistic fuzzy complementary judgement matrix (IFCJM) was given; The additive consistency recursive iterative adjustment algorithm about the IFCJM was given, then priority vectors formula of IFCJM was introduced; At last, the steps of intuitionistic fuzzy analytic hierarchy process (IFAHP) were introduced, then the method was applied in actual examples, and its effectiveness was verified.

Based on a comprehensive analysis of the influencing factors and special features of cement concrete pavement overlaying technology, a fuzzy analytic hierarchy process (AHP) model is constructed for the comparison and selection of overlaying schemes. At first, the numerical weight for each criterion of the hierarchy is derived and tested. Then the feature matrices of all the schemes are constructed based on experts’ evaluation. The optimal scheme is chosen according to the numerical priorities of each scheme yielded by fuzzy calculation.

In this paper, the application of the Fuzzy Analytic Hierarchy Process (Fuzzy AHP) combined with a set of criteria analysis for the selection of appropriate sites for the development offshore wind energy in Taiwan is presented. The Fuzzy AHP was first conducted to rank the importance and identify the key factors of offshore wind energy successfully. From the numerical results, eight key factors that must be considered in the site selection of offshore wind energy system in Taiwan were obtained by using Fuzzy AHP model. They are: wind power, earthquakes, land use, shore type, typhoon, distance to shoreline, flight safety and water depth. Based on these factors, a set of criteria for the selection of sites for offshore wind farms was also established using five different sites in Taiwan. From the assessment results, it was found that Changhua coastal region is an appropriate site for offshore wind energy in Taiwan.

Supplier selection is a multi-criteria decision making problem which includes evaluation factors. In order to select the best suppliers, it is crucial to considering the both qualitative and quantitative factors simultaneously. The analytic hierarchy Process is a kind of Decision-making method with the combination of quantity and quality. Combining with fuzzy algorithm, this paper established a supplier evaluating system based on ERP database, discussing many issues in the systematic design and developing the implement step. The system make the evaluation process transparent by using data mining and fuzzy-AHP algorithm, and avoid the disturbing from excessively subjective factors. Thus it can guarantee the fairness of the assessment. Finally, the example and conclusion are given.

Vega et al. [1] analyzed the influence of the attributes’ dependence when ranking a set of alternatives in a multicriteria decision making problem with TOPSIS. They also proposed the use of the Mahalanobis distance to incorporate the correlations among the attributes in TOPSIS. Even in those situations for which dependence among attributes is very slight, the results obtained for the Mahalanobis distance are significantly different from those obtained with the Euclidean distance, traditionally used in TOPSIS, and also from results obtained using any other distance of the Minkowsky family. This raises serious doubts regarding the selection of the distance that should be employed in each case. To deal with the problem of the attributes’ dependence and the question of the selection of the most appropriate distance measure, this paper proposes to use a new method for synthesizing the distances to the ideal and the anti-ideal in TOPSIS. The new procedure is based on the Analytic Hierarchy Process and is able to capture the relative importance of both distances in the context given by the measure that is considered; it also provides rankings, which are closer to the distances employed in TOPSIS, regardless of the dependence among the attributes. The new technique has been applied to the illustrative example employed in Vega et al. [1].

A buying decision process is one of the Multi-Criteria Decision Making (MCDM) problems faced by everyone in daily life. One example is the selection of smartphones brand in the market. Thus, the study is conducted to evaluate the most effective criteria for buying smartphones and to rank the people's preferences on smartphone based on its brand. Six criteria (price, operating system, memory, display, camera and battery) and three alternatives which are the smartphone brands (Oppo, Samsung and Apple) were chosen in the study. Two main processes were involved, which are 1) evaluate the smartphone criteria using Fuzzy Analytic Hierarchy Process (AHP) and 2) ranking the brand using Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE). Surveys and questionnaires were conducted and evaluated by decision makers who are the smartphone's users. The result showed storage memory is considered as prominent criteria in choosing a smartphone meanwhile the consumers firstly prefer Oppo, secondly Apple and thirdly Samsung. Future work in this study may use other alternatives to be ranked by considering other top models as well. Selection of service providers in the global supply chains of today has been recognized as having a very important effect on the competitiveness of the entire supply chain. It results in achieving high quality end results (products and/or services), at reasonable cost coupled with high customer satisfaction. This article discusses the use of Fuzzy Analytic Hierarchy Process (FAHP) to effectively manage the qualitative and quantitative decision factors which are involved in the selection of providers of 3PL services under Lead Logistics Provider (LLP) environments of today. Lead logistics providers (LLP) are increasingly being banked upon to integrate the best of 3PL service providers and allow for synchronized and optimized operations. In the asset free environments of today, many a times, the LLP uses the services of the 3PL and hence the issue of reliably choosing them assumes increasingly greater significance. The fuzzy-AHP has been adequately demonstrated in literature to be an effective tool which can be used to factor-in the fuzziness of data. Triangular Fuzzy Numbers (TFN) have been deployed to make over the linguistic comparisons of criteria, sub-criteria and the alternatives. The FAHP based model formulated in this chapter is applied to a case study in the Indian context using data from three leading LSPs with significant operating leverages in the province of Uttrakhand (India). The proposed model can provide the guidelines and directions for the decision makers to effectively select their global service providers in the present day competitive logistics markets.

The environmental pressure from various stakeholders, particularly in the selection of green suppliers in the industrial sector, is alarming. The companies are realizing the significance of incorporating green practices in their daily operations. This chapter proposes a framework on the criteria of GSCM practices using MCDM analysis to select green suppliers for an Indian electronics company. The authors have collected the data from a set of 10 available suppliers. The authors use fuzzy AHP and fuzzy TOPSIS approach to rank the suppliers based on the decision makers' preferences on the selection of green suppliers using GSCM practices. The three dominating criteria concluded by the results are the commitment of senior management towards GSCM; product design that incorporates three R's policy for component, materials, and energy; abidance with environmental laws and auditing programs. This chapter carries out a comparison between Fuzzy Analytical Hierarchy Process (FAHP) and Fuzzy TOPSIS method to enhance the quality of decision making and validate the rankings.

The use of web-based education and e-learning environments has increased with the developments in educational technology. Schools, universities, public institutions, and other private sector companies started deploying these systems to train their students, members, and employees. Exams are carried out during the evaluation process of these trainings. Web-based tests are sometimes used for these exams. When there are so many questions about the same topic, it is a time-consuming and difficult problem to prepare these exams in terms of the best quality, quickly and effectively. In order to overcome this issue, artificial intelligence techniques are utilized as well as conventional methods for producing test papers. In this study, an Intelligent Question Evaluation and Selection Software (I-QUESS), that enables the selection of questions according to desired preferences by using Fuzzy Analytic Hierarchy Process (FAHP) and genetic algorithm (GA) as hybrid, was developed. This proposed hybrid system was used in a case study to create test sheet for web-based environments.

The awareness ofa healthy lifestyle, particularly in food intake, has resulted in the visibility of organic food products. Most of the organic food products are local-based and home-grown. The popularity of Social Network Sites (SNSs) opens the opportunity for organic food sellers to educate, promote, and market their products to customers. However, the credibility of organic food sellers remains as barriers for customers to purchase from them. In this study, we investigatethe organic food sellers selection problem, and the Fuzzy Analytic Hierarchy process method is applied to determine the most trusted sellers. Organic food sellers with the highest priority weight will be select as trusted sellers. The results of the study expected to be used by organic food sellers to improve their business operations. At the same time, the results will serve as guidelines for customers to evaluate the trustworthiness of organic food sellers.
