Abstract The article discusses the possibilities of the resilience of organizations in the context of a learning organization and presents the results of a survey of the leaders of regional public organizations, on the basis of which the factors of the resilience of organizations are ranked according to importance. The study results have revealed that NGOs further away from regional centres tend to focus on routine management aspects, enabling the members of the organization to communicate and collaborate effectively, meanwhile the development of the members, an essential resilience factor, was not considered as highly important.

This paper raises issues of housing supply programs after disasters and compares how Japan, Turkey, and Mexico have supplied newly constructed housing after disasters directly through public organizations. The study results indicate that the planning schemes of these three countries differ in terms of their restoration effects on the cities. This paper also discusses problems involved in the public provision of housing in Japan.

Purpose The explosion of the deadly coronavirus (COVID-19) has led to an unprecedented crisis lately, which has adversely affected the performance level of professionals in the educational sector worldwide because of numerous constraints, imposition of the lockdown being one of those. Organizational resilience (OReg) and emotional intelligence (EI) discretely have been identified as indicators of employee performance (EP) over the years, but during the period of crisis, it has scarcely been analysed. Therefore, this study aims to examine the mediating role of EI on the relationship between OReg and EP in such a global pandemic. Design/methodology/approach In total, 390 samples including teaching and non-teaching professionals working in higher educational institutions (HEIs) were collected from different HEIs located in India through online survey questionnaires. The collected data was further analysed using regression analysis, factor analysis, structural equation modelling along with bootstrapping technique, reliability and validity analysis, mediation analysis and model fit indices analysis. Findings The results of the study confirmed the partial mediation effect of EI on the OReg-EP relationship, and further results also exhibited that employees with a higher level of EI, contribute more positively to the OReg level, which further enhances the performance level at the workplace. Research limitations/implications The samples collected for the current study pertain to the HEIs only, and therefore the present study results have limited general applicability. Furthermore, the study does not investigate the influence of time. Practical implications This study would assist practitioners of HEIs in improving the resilience capabilities of the organization. EP can be improved by enhancing the levels of OReg and individual emotional intelligence, which is in line with the findings of the current study. Social implications In the COVID-19 pandemic, worldwide the students are affected due to the transition to online teaching. This study will help HEI’s to cope up with the student’s loss by being flexible in approach for the retention of performance of employees by taking care of their emotional needs and focusing on their skill development by providing a learning culture in a depressing time of the pandemic so that students will not suffer due to this rapid change without any preparation or previous experience in a pandemic. Originality/value The current study examines the mediating effect of EI on the OReg and EP relationship for the first time in HEIs in India.

Motivation of the employees plays an essential role to help an organization achieve effectively the objectives in terms of productivity and commitment of its employees. Considering the importance of employees’ motivation, we conducted a research in Nangarhar province of Afghanistan to find whether employees are really affected by the compensation. In other words, what factors can influence the motivation of employees within a company? The data for the study is randomly obtained from 350 employees of distinct private and public organizations through five-likert scale adopted questionnaire. To obtain consistent study results, the ordinary least square an econometric assessment method was used. The results show that rewards have positive and statistically significant impacts on the motivation of employees. Our findings also show that the impact on employee motivation is positive on financial and non-financial benefits. This means that organizations provide their employees with both financial and non-financial benefits, thus strengthening employee motivation. However, the findings also indicate that intrinsic rewards, extrinsic rewards, and job satisfaction have a considerable influence on employee motivation.  Therefore, we strongly recommend both private and public organizations to motivate their employees through compensations.

Abstract In light of the crisis situations the world over, resilience of organizations has become an increasingly important practical and theoretical issue. This research examines the characteristics of resilience in public organizations during the early stages of a security-related crisis. Based on personal interviews with 32 managers and employees in local social service departments and community centers who experienced the crisis as part of their jobs, the most prominent characteristic that contributed to resilience was the propensity to act. Characteristics that undermined resilience were also identified. The article discusses the characteristics of resilience identified and their implementation, as well as the need during a crisis to break away from routine organizational patterns and the planning that can develop organizational resilience.

Purpose The purpose of this study is to examine the applicability of Watkins and Marsick’s model of learning organization in the school context and explore the relationship between the learning dimensions and perceived organizational outcomes. Design/methodology/approach Using the instrument, Dimensions of the Learning Organization Questionnaire (DLOQ), the study collected data from 322 teachers and professional staff in K-12 schools. Confirmatory factor analysis and structural equation modeling provide validity evidence for using the DLOQ in schools. Findings The study results indicate the learning organization is a multidimensional concept and the quality of the school as a learning organization is related to improved organizational performance as perceived by school personnel. Research limitations/implications The study measured perceived organizational outcomes using a sample in an urban school district. Future research is encouraged to expand the study sample and to collect actual performance data to strengthen the findings. Practical implications The study provides reliability and validity evidence for an instrument that school leaders and practitioners can use to assist their evaluation of the school’s capacity as a learning organization to leverage improvement in school performance. Originality/value The study emphasizes an integrative approach in evaluating schools as learning organizations (SLOs) and extends the evidence base for the DLOQ studies. It offers empirical support for the significance of developing SLOs.

Increasing importance of learning affects changing and planning processes of organizations. The learning organization has became necessary as a result of economical,social and technological developments in public and private sectors, uncertainties in business life, changing competitive conditions, the rapidly changing needs and expectations of employees, changing of information in a short time.There is a dynamic structure of all organizations which are in the public and private sectors. In this respect, renewal and adapting to changing conditions are very important and necessary for both organizations. In the phenomenon of learning organizations, learning is accepted as prior management concept and its continutiy is provided. Besides organizational learning, plans are maden in accordance with continuous improvement and development of products and services. As a management concept , the learning organization model is applied in public sector but in recent years by effects of technological developments, this model is being used in public organizations as well, becasue renewing public services and expectations of citizens.“How learning organization is being evaluated by employees of Kocaeli Metropolitian Municipality” has been searched in this study. Surveys were applied on 176 employees and result of surveys were evaluated on SPSS programme. ÖzetTeknolojik ve ekonomik değişimlerin çok hızlı yaşandığı günümüzde, kurumsal organizasyonların bu değişime ayak uydurmaları için öğrenme olgusu çok önemlidir. Öğrenmenin her alanda artan önemi organizasyonların değişim ve planlama süreçlerini de etkilemektedir. Kamu veya özel sektörde yaşanan ekonomik, sosyal ve teknolojik değişimler, iş hayatında yaşanan belirsizlikler, değişen rekabet şartları,  çalışanların hızla değişen ihtiyaç ve beklentileri, bilginin kısa sürede değişmesi gibi etkenler sonucunda öğrenen örgüt kavramı zorunlu hale gelmiştir.Kamu ve özel sektörde yer alan tüm örgütlerin dinamik bir yapısı vardır. Bu açıdan bu örgütlerin kendilerini yenilemesi, değişen şartlara uyum sağlaması çok önemli ve gereklidir. Yönetim anlayışı olarak özel sektörde daha çok uygulama alanı bulan öğrenen örgüt modeli, teknolojik gelişmelerin etkisiyle kamu hizmetlerinin yenilenmesi ve vatandaşların beklentileri ile birlikte son yıllarda kamu kuramlarında da uygulanmaya başlanmıştır.Bu çalışmada Kocaeli Büyükşehir Belediyesi’nde uygulanan öğrenen örgüt anlayışının çalışanlar tarafından nasıl değerlendirildiği araştırılmıştır. 176 belediye çalışanına anket uygulanmış ve anket sonuçları SPSS programında değerlendirilmiştir.

Purpose The purpose of this study was to investigate how Lean Six Sigma (LSS) may help mitigate the impact of COVID-19 within health care environments. The goals of this study were to understand the current knowledge of LSS and COVID-19 through a systematic review of the current literature, identify the gap in the current knowledge of LSS in COVID-19 mitigation within health care environments and define the principles of LSS, within organizational resilience that support a health care organization’s ability to mitigate the impact of COVID-19. Design/methodology/approach A narrative literature review was conducted to identify relevant research. A total of 21 subject matter experts (SMEs) meeting the inclusion criteria were approached through a guided interview process. Content analysis was conducted to describe how LSS principles contribute to supporting health care organizations operating in the era of COVID-19. Findings Study results report that personal safety is the primary subject, followed by supporting dimensions of process redesign, and telemedicine. LSS topics that directly relate to COVID-19 are in four thematic areas: tools, applications, benefits and challenges. Particular areas of application, techniques, challenges and benefits are identified and discussed that could be applied proactively and reactively, to organizational and supply chain resilience to recover from COVID-19. Research limitations/implications There were a number of limitations to the generalizability of this work. The sample size was small and purposeful, thus, external validity of the study results are not determined. The SMEs in this study have not implemented the practices noted in the results at the time of the study, and knowledge of results is limited to the study aims. Originality/value This study of LSS principles and COVID-19 has implications for practitioners and offers specific guidance for areas of health care adoption of LSS techniques and tools that benefit patient safety, challenges for the user to be mindful of and potential benefits in resilience of operations in the era of COVID-19.


The current research uses structural equations modeling (SEM) via PLS software in order to evaluate the 533 valid questionnaires. This is done for assessing the proposed model based on human capital variables for determining its impact on organizational performance in the UAE’s public sector. The main independent constructs are knowledge, skills and competency. The dependent construct covers organizational performance. The research shall define the relationship between the various constructs. This work has improved our insight into the importance of human capital. The study results have shown prediction of organizational performance by independent variables stating a 32.8% of variance. The results have the potential to give further insights into enhancing public organizations’ performance.

Abstract Meniscal tears and osteoarthritis (osteoarthrosis, degenerative arthritis, or degenerative joint disease) are two of the most common conditions involving the knee. This article includes definitions of apportionment and causes; presents a case report of initial and recurrent tears of the medial meniscus plus osteoarthritis (OA) in the medial compartment of the knee; and addresses questions regarding apportionment. The authors, experienced impairment raters who are knowledgeable regarding the AMA Guides to the Evaluation of Permanent Impairment (AMA Guides), show that, when instructions on impairment rating are incomplete, unclear, or inconsistent, interrater reliability diminishes (different physicians may derive different impairment estimates). Accurate apportionment of impairment is a demanding task that requires detailed knowledge of causation for the conditions in question; the mechanisms of injury or extent of exposures; prior and current symptoms, functional status, physical findings, and clinical study results; and use of the appropriate edition of the AMA Guides. Sometimes the available data are incomplete, requiring the rating physician to make assumptions. However, if those assumptions are reasonable and consistent with the medical literature and facts of the case, if the causation analysis is plausible, and if the examiner follows impairment rating instructions in the AMA Guides (or at least uses a rational and hence defensible method when instructions are suboptimal), the resulting apportionment should be credible.
