Prophesying success in the higher education system of multilingual Switzerland

AbstractThis paper investigates the conditions under which stakeholders in the higher education system in multilingual Switzerland link expectations of students’ future economic to the development of human capital. Drawing on ethnographic data collected in a project focusing on mobile students crossing linguistic borders within Switzerland, I examine how this expected success in the imagined future is conceptualized, i. e. what kind of learning and which multilingual repertoires are part of the prophesying marketing discourse produced by universities and students alike. I explore how dominant language ideologies are reproduced and transferred into a speculative future, without any adjustment to account for changing market conditions. Juxtaposing institutional and individual discourse, I first argue that understandings of language ideologies are shared, seen as promotional assets translatable into the imagined but unchallenged future of which students as well as universities have a joint vision. Second, I suggest that investigating dominant visions of the future sheds light on which languages are chosen to be taught/learnt at tertiary level and how this offer mirrors the economized perspective adopted in the higher education system. Finally, I conclude that considering time as an analytical dimension contributes to our understanding of how prophesies of the multilingual (and thus marketable) self are discursively constructed in the here and now, and are dominated by certain interests, and I raise the question whether the successful visions we are striving for are ever to be reached in a neoliberal logic in line with the pressure of continuously becoming.

The main aim of this chapter is not only to examine and discuss Turkey's recent higher education potential, and its framework for human capital in the context of economic and geopolitical standpoints of Eurasia, but also to provide a clear picture and lasting impact on a significant scale of this potential in a systematic and holistic way at a glance. This main aim includes the following sub-goals, which outline the framework of the research, examine the internationalization process of higher education system of Turkey, provide a specific picture about the general situation of higher education not only in Turkey but also the world by using basic current higher education indicators in numbers, graphs, and tables, provide a basic information on the concept of internationalization of higher education as well as the reasons behind. Qualitative method is conducted so as to accomplish these goals. The data of certain official institutions were used, the charts created based on these numbers in order to visualize the concept of the study and to make it more comprehensible and concrete.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. This study attempts to explore the structure of human capital management (HCM) practices in the higher education system of Pakistan. The study does not consider the respondents to be conceptually aware of the concept of HCM, yet the prevailing practice within the HRM system might reflect a transition towards HCM. We collected our data using a selfadministered online questionnaire from 299 employees in the University of Pakistan. The data thus collected were analyzed using an exploratory factor analysis first and then a confirmatory factor analysis to further validate the structure highlighted in the data in the exploratory factor analysis. We found that there does exist a structure that can be related to HCM in the universities of Pakistan. Five components, as such, were highlighted in our analysis though we had initially added seven to the original survey. The component of talent was merged into knowledge and the component of retention was merged into supporting activities. This suggested the relevant correlations between these pairs. Thus, the structure suggests that Pakistani Higher Institutes (HIs) look for talent within education and knowledge rather than any separable aspect of human capital. Moreover, we found the retention is embedded into supporting activities. The study implicitly finds and claims that the mindset towards the implication of HCM is developing and performance evaluation and reward system are being considered as important trends in HIs of Pakistan. The study mainly focused on all the universities of Pakistan. It might be possible that the situation is different in the private and public sector HIs.

Анализ концептуальных взглядов по этому вопросу указывает на множество аргументов, что свидетельствует о расхождении теоретических позиций. Цель статьи направлена на решение проблем, связанных с вопросами финансирования. Основными составляющими научной новизны являются направления, получившие дальнейшее развитие и содержащие элементы реального приращения научного знания, демонстрирующие активное внедрение принципов международной образовательной интеграции.The relevance of the problem under study is due to the issues of the higher education system, which is a key factor in the development of human capital, since the methodological level of its development does not meet the requirements of a systemic reflection of objective processes and does not fully reveal their essence. The analysis of conceptual views on this issue points to many arguments, which indicates a divergence of theoretical positions. The purpose of the article is aimed at solving problems related to financing issues. The main components of scientific novelty are areas that have been further developed and contain elements of a real increase in scientific knowledge, demonstrating the active implementation of the principles of international educational integration.

The higher education system in Israel is in a period crisis over 12 years. The number of students is reduced, and damage to human capital is imminent. The system fails to develop the economic knowledge of the students, and therefore the academic mobility is also very limited. This article attempts to propose a multidisciplinary model for improving the education system. A model that also incorporates international academic mobility.

In modern economic (market) conditions, the factor of ensuring high competitiveness of teachers, as one of the most popular professions in society, is of particular importance. This explains the relevance of the study. However, scientific publications do not pay enough attention to the development of meth-ods for assessing the level of competitiveness of teachers, and the available publications are usually descriptive. In the paper, the authors propose a methodology for assessing the level of competitive-ness of teachers, based on a number of mathemati-cal methods. The developed methodology can be used for quantitative assessment and self-assessment of teachers, as well as in the course of work of commissions for the certification of teach-ers in higher education system. It seems that the material will be useful for both beginners and expe-rienced teachers, as well as all those who are con-nected with the issues of modern pedagogical sci-ence and practice.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.
