This study attempts to explore the structure of human capital management (HCM) practices in the higher education system of Pakistan. The study does not consider the respondents to be conceptually aware of the concept of HCM, yet the prevailing practice within the HRM system might reflect a transition towards HCM. We collected our data using a selfadministered online questionnaire from 299 employees in the University of Pakistan. The data thus collected were analyzed using an exploratory factor analysis first and then a confirmatory factor analysis to further validate the structure highlighted in the data in the exploratory factor analysis. We found that there does exist a structure that can be related to HCM in the universities of Pakistan. Five components, as such, were highlighted in our analysis though we had initially added seven to the original survey. The component of talent was merged into knowledge and the component of retention was merged into supporting activities. This suggested the relevant correlations between these pairs. Thus, the structure suggests that Pakistani Higher Institutes (HIs) look for talent within education and knowledge rather than any separable aspect of human capital. Moreover, we found the retention is embedded into supporting activities. The study implicitly finds and claims that the mindset towards the implication of HCM is developing and performance evaluation and reward system are being considered as important trends in HIs of Pakistan. The study mainly focused on all the universities of Pakistan. It might be possible that the situation is different in the private and public sector HIs.

The main aim of this chapter is not only to examine and discuss Turkey's recent higher education potential, and its framework for human capital in the context of economic and geopolitical standpoints of Eurasia, but also to provide a clear picture and lasting impact on a significant scale of this potential in a systematic and holistic way at a glance. This main aim includes the following sub-goals, which outline the framework of the research, examine the internationalization process of higher education system of Turkey, provide a specific picture about the general situation of higher education not only in Turkey but also the world by using basic current higher education indicators in numbers, graphs, and tables, provide a basic information on the concept of internationalization of higher education as well as the reasons behind. Qualitative method is conducted so as to accomplish these goals. The data of certain official institutions were used, the charts created based on these numbers in order to visualize the concept of the study and to make it more comprehensible and concrete.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

Human resources are found to be one of the most fundamental contributors in the success of any organization. In the context of the education sector, the importance to be attributed to the potential human capital and its management is ever-increasing. The main purpose of the study is to establish the influence of human capital management on performance of an organization, particularly within the education sector of Afghanistan. For this purpose, 20 universities were selected, amongst which 10 universities were private and the rest 10 were government institutions. The study used questionnaire method to collect the required data from selected public and private universities in Afghanistan. Three hundred employees were sampled from various higher education institutions of the country, both public and private and the data were analyzed through SPSS 16 version. The findings of the study depict a strong positive relationship between human capital management and organizational performance.

Purpose This paper aims to show which factors influence the perception of human resources professionals about managers over 50 years old and which factors guide the age management practices adopted in the surveyed companies. Design/methodology/approach To this end, a survey was conducted with 140 companies accessed from a database of a human resources association. Through the answers obtained through the online questionnaire, an exploratory factor analysis was made with the aid of Software R. Findings Thus, it was possible to identify four factors that explain the work posture of professionals 50 years of age and older (company expectations, performance, morality and knowledge and professionalism) and three factors that guide the adoption of age management practices in organizations (recruitment & selection and integration, retention and continuity in the company, adaptation to the needs). Originality/value The results suggest that, even considering the high performance of older managers, perceived by HR professionals, the adoption of age management practices is still insufficient, making it difficult for these professionals to enter and remain in organizations. Moreover, it can be inferred that such posture indicates biases of discrimination and age stereotypes.

Higher education is all about people and management. The success of the higher educational institutions revolves largely around the quality of the research and the faculty. This emphasizes the need of a strong financial base to deliver a quality education to students. In the present scenario, which is characterized by intense information flow, dynamism, progress, growth, and continuous challenging environment, the higher educational institutions hold an important place. The present study focuses on exploring the relationship between human capital management and human resource development (HRD) climate. For the research purpose, two universities, University of Jammu and University of Kashmir, have been taken. The model derived by applying a confirmatory factor analysis in the present research study depicts a linkage between human capital management and HRD climate, and if applied in the institutions of higher education by customizing according to their needs and requirements, it would help in attaining the vision as perceived by Federation of Indian Chambers of Commerce and Industry for 2030 in attaining overall excellence in higher education sector in India. So, it is very important to develop research focused universities with community participation which could deliver high quality research output and research focused graduates and lead to creating a NALANDA for the new millennia.

Актуальность исследуемой проблемы обусловлена вопросами системы высшего образования, выступающая ключевым фактором развития человеческого капитала, поскольку методический уровень ее разработки не отвечает требованиям системного отражения объективных процессов и не в полной мере раскрывает их сущность. Анализ концептуальных взглядов по этому вопросу указывает на множество аргументов, что свидетельствует о расхождении теоретических позиций. Цель статьи направлена на решение проблем, связанных с вопросами финансирования. Основными составляющими научной новизны являются направления, получившие дальнейшее развитие и содержащие элементы реального приращения научного знания, демонстрирующие активное внедрение принципов международной образовательной интеграции.The relevance of the problem under study is due to the issues of the higher education system, which is a key factor in the development of human capital, since the methodological level of its development does not meet the requirements of a systemic reflection of objective processes and does not fully reveal their essence. The analysis of conceptual views on this issue points to many arguments, which indicates a divergence of theoretical positions. The purpose of the article is aimed at solving problems related to financing issues. The main components of scientific novelty are areas that have been further developed and contain elements of a real increase in scientific knowledge, demonstrating the active implementation of the principles of international educational integration.
