Abstract The article is based on a study of the structural funds used in Romania during 2007-2014. The analysis examines all the programs carried out in the mentioned period in Romania. The study focuses on several indicators personally elaborated, which are meant to reveal the major differences between the operational programs and in each operational program by itself by comparing the ratios resulted. This research can be considered as an objective summarized examination of the first stage of EU funding in Romania.

AbstractThis paper introduces an entrepreneurial innovation supported by public research. TITAN is an R&D project funded by European Structural Funds with the National Operational Program for “Research and Competitiveness” 2007–2013 (NOP for R&C). General purpose of TITAN project is to achieve a multi-application and multi-channel platform to manage value-added services (VAS) and e-payments. From the EPAS protocols perspective of standardizing the electronic payment, VAS data management will be included in the current financial messages (CAPE – ISO 20022). In order to improve the process of card payment transactions through the delivery of new VAS was born the cooperation between EPASOrg and TITAN’s team. This cooperation would facilitate the examination and submission to ISO 20022 of data components related to the provision of added-value services meeting the requirements of those new contactless applications developed in the framework of the project. This is the principal and most entrepreneurial innovation concentrated on the integration of payment and VAS that draws attention to a new model delivering the VAS on a multi-application device used by both payment and VAS, during the same payment transaction. The latter result has led a Change Request to ISO in order to allow the extension to the VAS on the standard ISO 20022 related to card payment. The innovative model proposed is validated through a sample scenario and, finally, the conclusions summarize the next steps and underlines possible implications for future business and technological developments.

This article presents an analysis of the interventions supporting specific public policies, in the field of higher education, in Bulgaria. These fall within the framework of the European Union structural funds of the 2007 – 2013 program. The paper identifies the types of operations and financial allocations according to their mode of intervention, and reports on the impact of their implementation. It concludes with recommendations for the new operational program, “Science and education for smart growth 2014 – 2020.”

Increasing the efficiency of structural funds and the rate of absorption is one of the opportunity that Romanian economy has to maximize. The article presents a general analysis on the absorption of Regional Operational Program for the financial programming period 2007-2013. This evolution is being regarded in the context of improving the efficiency of the Regional Operational Program for the present financial programming period 2014-2020, in order to use the experience accumulated and to increase the absorption rate.

AbstractEuropean funds are a development opportunity for the Romanian organizations. The research in the article aims to identify the main risk categories that the beneficiaries from Centre Region have faced, and also the effects of not considering certain risk categories in the stage of filling out the application form and also in the implementation stage of the projects have had on the development of these projects. Identifying how the organisations have managed projects during the development projects 2003-2013 finds its usefulness in the following period that is knocking on our doors: 2014-2020 that should find us better prepared and more capable of proving seriousness and professionalism. Therefore, training in projects should not end once the structural funds have been attracted, but it should be regarded as destined to modernize our way of thinking and actions in helping organisations develop their businesses.

С целью упорядочения и анализа информации о системе распределения воды и стоков г. Новокузнецка и исключения многократного дублирования данных в разных информационных средах было принято решение о внедрении разработки компании ИВЦ Поток Информационно-графической системы ГидроГраф из линейки продуктов под торговой маркой CityComТМ. В настоящее время система ГидроГраф активно используется многими подразделениями ООО Водоканал . Планирование производственной программы на сегодняшний день уже невозможно без системы ГидроГраф . С ее помощью осуществляется выдача технических заданий, подготовка отключений, составление планов производства работ, заключение договоров с новыми абонентами, оптимизация системы водоснабжения и водоотведения. Появление полноценной, выверенной и постоянно актуализируемой базы данных позволило оперативно и в удобной форме решать множество задач. При этом обеспечивается повышение эффективности и точности планирования ремонтов, сокращение издержек и в целом рациональная эксплуатация системы водоснабжения и водоотведения г. Новокузнецка.To provide for sorting and analyzing the data on the water distribution and sewer network system in Novokuznetsk and to avoid multiple data duplication in various IT environments, it was decided to introduce the product of Potok data processing center HydroGraph Information and Graphic System from the product line under CityComTM trademark. Currently, HydroGraph system has been in active use by many divisions of Vodokanal, LLC. Planning an operational program today is no longer possible without HydroGraph system. The system provides for issuing the performance specifications, preparing for shutdowns, compiling work execution plans, signing contracts with new customers, and upgrading the water supply and wastewater disposal systems. The development of a meaningful, verified and continuously updated database made it possible to quickly and conveniently solve many problems. Therein it ensures improved efficiency and accuracy of repair planning, cost reduction and generally rational operation of the water supply and wastewater disposal system in Novokuznetsk.

Academic engagement with small business and entrepreneurship was facilitated by the availability of European Union (EU) funding, which also stimulated the emergence of a small business and entrepreneurship (SBE) ‘community of practice’. Gradually, the SBE community developed into a ‘landscape of practice’ as small business research moved towards maturity. Furthermore, the SBE landscape of practice has coalesced around three core concepts: entrepreneurial learning, social networks and social capital. EU funding was the catalyst for many SBE academics in the UK to engage with practitioners involved with starting and managing their own businesses. The UK’s exit from the EU will inevitably mean that universities will no longer have access to EU Structural Funds. This has major implications for the UK SBE community’s engagement with practice as well as for entrepreneurs and business owners who have benefitted from a range of programmes designed to improve the performance of smaller firms.

During the 2010–2020 period, the European Union (EU) launched a growth strategy based on three fundamental pillars: smart growth, sustainable growth, and inclusive growth. Aiming to finance the projects related to these growth pillars, the EU used mainly the Rural Development Funds, the Structural Funds, those derived from the R&D Framework Program, the Trans-European Networks, and the European Investment Bank. This research aimed to determine whether the Spanish regions maintain homogeneous efficiency levels by using these resources to improve the levels of environmental quality related to renewable energies. A methodology that is frequently used by researchers in efficiency analyses was chosen, the Data Envelopment Analysis (DEA). The main findings revealed that the efficiency in the use of renewable energies is very uneven among the Spanish regions and these differences are maintained throughout the period analyzed. These results highlighted the need of changes regarding the proposed criteria for allocating European resources to finance the projects presented by each Spanish region.
