This article considers the influence of financial support on developing the territory`s touristic potential. Having applied economic-mathematical and statistical methods, the authors have analyzed the touristic and investment potential of Kirov region. They have come to the conclusion that the financing of developing the territory`s touristic and investment potential is performed mainly using the federal and regional budget funds within the framework of the approved Development Strategy of Territories, the share of private investment is rather small. Using the methods of logical qualitative judgments and scientific assessment on the basis of the existing Program for Tourism Development Program in Kirov region, the authors have offered a two-stage innovative scenario for developing the territory. This scenario relies on the available resource base and its development prospects on account of additional financing. Attracting additional investments in developing the touristic potential of Kirov region is possible due to the image promotion of the region, the popularization and enhancement of the status of events held on its territory, as well as the development of infrastructure facilities. In our opinion, the possibility to invest in developing infrastructure facilities is of prime importance as infrastructure facilities greatly affect the increase in tourist flow of the region.

SummaryIn many histories of Native Americans it seems that the original inhabitants of the Americas have become obscured in the national mythology of colonization. People who do not fit into the liberal capitalist notion of individualism and economic development simply vanish from the annals of history. Even histories focused specifically on Native Americans cover relatively little of Indian responses to capitalist development. Yet, in the Pacific north-west, the story is not written so simply; Native Americans responded creatively and eagerly to new economic systems through participation in wage labor and the development of business ventures. This response allowed indigenous people in the region to prosper while protecting culture and tradition.

The article presents a comprehensive study of the current state and development prospects of hard-to-recover reserves. The role of hard-to-recover reserves in the structure of the crude oil base by categories of reserves and federal districts, as well as on the shelf of the Russian Federation is considered. The analysis of industry-wide trends in the reproduction of the mineral resource base with differentiation by deposits and companies-subsoil users is carried out. The issues of the current state of the volume of financing for geological exploration and the cost of preparing hydrocarbon reserves have been investigated. The dynamics of the distribution of recoverable oil reserves, volumes and efficiency of geological exploration at fields discovered in recent years have been analyzed. The characteristics and dynamics of production of certain categories of hard-to-recover oil by region have been investigated.

Seagrass is one of the important ecosystems in shallow coastal and marine waters, because it has many roles, both ecologically and economically. Bontang City is one area that has a vast seagrass ecosystem. Management of seagrass ecosystems in Bontang City, of course, wants the existence of sustainable economic development, but on the other hand, sometimes increasing economic needs based on natural resources (resource base), often create a dilemma for the sustainability of natural resources. This happens because the consumption needs of the community are often not supported by good planning and management in utilizing natural resources so that the deterioration of environmental quality is often seen as a cost that must be paid in a process of economic development. The purposes of this study are 1). Identifying forms of utilization from seagrass ecosystems, 2) knowing the economic value of seagrass ecosystems. The sampling method used was purposive sampling. The results of the study revealed that fishing activities with splint catches and nets were a form of seagrass ecosystem utilization activities. Based on the results of data analysis, it is known that the total economic value of 4 (four) utilization of seagrass ecosystems in Bontang City is Rp. 7,081,050,816,042 per year. The utilization value with the largest proportion comes from the value of indirect benefits which is equal to 95.66%, and the lowest proportion is the option value.

The main content of the study is the analysis of the interpretation of the term “natural and recreational potential” in its modern understanding, given the increased role of the tourism industry in preserving and building up human potential in the post-pandemic period. The study of this problem against the background of the new Tourism and the Hospitality Industry National Project currently being developed is relevant, since it affects the key component of the natural resource base for the development of the national economy, reveals the strategic prospects for ensuring sustainable socio-economic development of the regions of the country with recreational and tourist specialization. The authors conclude that the natural recreational potential is not only the totality of the natural recreational resources of the territory in their quantitative and qualitative representation, but also the prevailing conditions for their use (subjective and objective), latent capacities that can limit or activate the development of tourist activities in the regions. The hierarchical structure of the natural and recreational potential of the region is presented, which includes, in addition to natural recreational resources, a group of factors that affect the efficiency of their use. The paper determines that access to the technological aspects of tourism industry management, using digitalization in the Big Data mode, is a key factor in ensuring the rational and effective use of natural and recreational potential in the creation of regional tourism products, to promote sustainable socio-economic development regions of Russia. In the course of the research, along with general scientific methods, systemic and structural-functional approaches, comparative and retrospective methods of analysis were used.
