Investment Screening before, during, and after COVID-19

In the wake of the COVID-19 pandemic, several states introduced and expanded regulatory frameworks for screening (and potentially blocking) inward foreign direct investment. This shift accelerated a preexisting trend in the global political economy, as states have been widening their understanding of “national security” risks arising from foreign investment. The result is that such screening mechanisms are evolving from a niche subject to a broader regulatory tool that touches an expanding share of global economic activity. The tensions inherent in this shift—including how firms will respond, how states can evaluate systemic (rather than transactional) risk, and the potential and limits of international cooperation in investment screening—have not yet been resolved.

The UK Government has recently published a White Paper proposing the creation of a new foreign investment regime, under which the Government would have powers to review a very broad range of transactions if they give rise to a national security risk. This article reviews the key provisions of the Government's proposal and also highlights the broader global context, with a number of other countries also expanding their own foreign investment regimes.

The global political economy evolves around shifting theoretical and conceptual paradigms that simultaneously reflect the ongoing globalization process involving several actors and processes. Thus the complexity of linking the theory and practice of global political economy increases, and this, in return, accelerates further the in-depth inquiries in this interdisciplinary field of research such as discussions around global governance, international economic system, international trade, global value chains, and international development among several others. More specifically, in parallel with these developments, underlying trends in the global economy point to vast developments in both theory and practice of foreign direct investment (hereinafter FDI) across regions, countries and sectors as well, which form the main focus point of this chapter which will attempt to address the complexity of linking theory with actual practice through also involving global value chains with reference to FDI between EU member states and Turkey.

The article reveals the essence of investing and its role for the development of the national economy. It is determined that the country's investment activity is a tool for strengthening the national economy which in turn will be an indicator of sustainable development and a high level of competitiveness among other leading countries. It is noted that the national economy is a single socio-economic system that has many components in different sectors of economic activity. In order for the development process to continue, it is necessary to resolve the contradictions that arise between the individual elements of the economic system. The paper identifies the most attractive types of economic activity for foreign investors and highlights the prerequisites for choosing an investment object. Analyzing the foreign experience of the mechanism of attracting foreign investment, the emphasis is on the fact that there are several mechanisms of attracting foreign investment in the world. The main components of the complex mechanism for attracting foreign direct investment are institutional, legal, monetary, budgetary and tax, territorial and organizational mechanisms. All mechanisms of international cooperation for investing in highly efficient Ukrainian companies provide many current and future benefits. It is determined that the world experience of attracting foreign investments is ideal for Ukraine In the light of the above facts, they drew attention to the fact that the issue of attracting foreign investment to Ukraine is very important and needs much attention. On Ukraine's path to sustainable development, attracting foreign direct investment is an important tool for increasing economic prosperity, thereby destroying and restoring national barriers. The article formulates the functions of attracting foreign investment at the micro and macro levels. The study found that an effective mechanism for attracting foreign direct investment to the country as a whole is to be attractive to investors, which leads to real attraction of funds. Attracting foreign investment in the implementation of strategic goals of the state will improve and enhance the efficiency of certain parts of the national economy.
