Zhang wrote that the Louisville enterprise zone (EZ) was more successful than what previous research showed and that variations in research design have led to conflicting or mixed reviews of many local economic development policies that are based on the EZ concept. She mentions a study and an article on the Louisville, Kentucky EZ and implies the time horizon used to evaluate it was too short. This Forum/Letter to the Editor points out that the Louisville EZ went through multiple transformations and expansions over its history from 1983 to 2003, and as noted in the first of two studies, the original zone showed virtually no progress from 1983 to 1990. Several other unpublished papers pointed out the same results when the original EZ and other parts of the expanded EZ were analyzed up to the last years of the 20th century. Finally, this Forum/Letter to the Editor argues that and provides reasons for the methodology employed by Lambert and Coomes as a superior way of analyzing the Louisville EZ when compared with the methods employed by Zhang. The main reason why Zhang showed success in the EZ is because she mostly evaluates it in its final form in the late 1990s after it had annexed many sections of Jefferson County, which were not as nearly economically disadvantaged as the original Louisville EZ established in 1983.

AbstractSignificant variation in the institutions and efficiency of public bureaucracies across countries and regions are observed. These differences could be partially responsible for divergence in the effectiveness of policy implementation, corruption levels, and economic development. Do imperial legacies contribute to the observed variation in the organization of public administrations? Historical foreign rule and colonization have been shown to have lasting effects on legal systems, political institutions, and trade in former controlled territories. Imperial legacies could also explain variations in the performance of public administrations. The author uses the case of Poland to investigate the long-term effects of foreign rule on bureaucratic systems. Historically, Poland was split between three imperial powers with very different public administrations: Prussia, Austria, and Russia. Statistical analyses of original data collected through a survey of more than 650 Polish public administrations suggest that some present-day differences in the organization and efficiency of bureaucracies are due to imperial legacies.

Purpose – The generation is witnessing the greatest demographic transition and Africa is at the heart of it. There is mounting concern over corresponding rising unemployment and depleting per capita income. The purpose of this paper is to examine the issues from a long-run perspective by assessing the relationships between population growth and a plethora of investment dynamics: public, private, foreign and domestic investments. Design/methodology/approach – Vector autoregressive models in the perspectives of vector error correction and short-run Granger causality are used. Findings – In the long-run population growth will: first, decrease foreign and public investments in Ivory Coast; second, increase public and private investments in Swaziland; three, deplete public investment but augment domestic investment in Zambia; fourth diminish private investment and improve domestic investment in the Congo Republic and Sudan, respectively. Practical implications – Mainstream positive linkage of population growth to investment growth in the long-term should be treated with extreme caution. Policy orientation should not be blanket, but contingent on country-specific trends and tailored differently across countries. The findings stress the need for the creation of a conducive investment climate (and ease of doing business) for private and foreign investments. Family planning and birth control policies could also be considered in countries with little future investment avenues. Originality/value – The objective of this study is to provide policy makers with some insights on how future investment opportunities could help manage rising population growth and corresponding unemployment.

A decrease in fertility over the last thirty years has led to projections for population growth decline and possible population decline in the near future. Although immigration has traditionally been seen as a source of growth for Canada, current demographic trends suggest a more comprehensive approach may be needed. A pronatalist policy may help offset the long term effects of population decline if used in tandem with increased immigration and increased support for arriving immigrants. In order to be successful such a policy would need to address both the direct and indirect barriers to fertility as experienced by women and families while encouraging increased labour force participation by women.

Competitiveness is becoming more and more a regional issue-oriented to meet the needs of the economy and citizens, so economic development is essential for the survival of all cities. Economic growth, made because of an economic development plan, brings new capital to city governments by expanding the tax base to further develop as well as improve the quality of life in general. This paper aims to examine the advantages that the city of Prishtina may have in correlation with the capitals of other Southeast European countries to identify the possibilities of what different strategies and concepts have been developed and used to make a valuable crossroads and short-term and long-term effects from a cultural, economic, social and political point of view.

The Returning Farmland to Forest Program (RFFP) is widely known as one of China’s largest and most successful payment schemes for ecosystem service projects for the achievement of both environmental and economic sustainability. By sponsoring afforestation activities and compensating farmers for converting cropland to forest, the project was designed to achieve multiple goals. Ecologically, the program aims to expand forest cover and to reduce flood and soil erosion. Economically, it aims to alleviate poverty and improve rural livelihoods. Although the official metrics indicate successful program outcomes in the short term, researchers have reported mixed and controversial results for long-term outcomes. We combined the difference-in-difference (DID) with instrumental variables (IVs) regression to examine the long-term effects of China’s RFFP on local economic development. We found that (1) the RFFP has had a remarkably positive impact on local economic growth in the primary sector, but considerably limits the growth of enterprises above a designated size by 16.8%; (2) the RFFP is unable to promote the development of the secondary industry because it cannot effectively promote the transfer of rural laborers to the secondary industry sector; and (3) in addition to increasing the general budgetary expenditure of local finance by 7.50%, this program has significantly reduced local fiscal revenue by 35.50%. We suggest that eco-compensation should consider the performance of the RFFP in its evaluation criteria.

Based on cointegration analysis, a vector error correction model (VECM), and the impulse response function method, this paper empirically analyses the interaction among urban expansion, economic development, and population growth in China from 1980 to 2016. The results show that (I) there is a long-term equilibrium relationship among urban expansion, economic development and population growth, but there is an imbalance in the short term. When urban expansion deviates from the long-term equilibrium, it cannot be restored to equilibrium in the short term. However, when economic development and population growth deviate from equilibrium, they will adjust back to equilibrium with strengths of −0.1770 and −0.0217, respectively. (II) From the results of the impulse response, there is an interactive statistical relationship between urban expansion, economic development, and population growth; In the short term, both economic development and population growth will cause urban expansion. In the long term, economic development will inhibit urban expansion, and economic development will be less dependent on land. Also, population growth has a long-lasting positive effect on urban expansion. (III) The results of variance decomposition show that urban expansion and economic development were most affected by the structural impact of population growth, and the relative variance contribution (RVC) rate was stable at 29.2% and 42%, respectively. However, economic development contributes the least to the RVC of urban expansion and population growth, and only stabilizes at 12.3% and 8.0% after 30 periods. Finally, the paper proposes that the Chinese government should maintain stable and healthy economic growth and promote sustainable land use in terms of improving land use efficiency, improving human capital levels, and promoting industrial structure.

Abstract This article is an abridged version of a document presented by the author at the World Conference on Employment held in Geneva in 1976. The study deals successively with the role of transnational enterprises in the production (and marketing) of exports to other LDC's and developed countries, the composition of these exports as well as their short and long-term effects on economic development, government revenues, employment and income. Outlining difficulties with which the LDC's will be confronted in their promotion of the export sector, the author puts forward several policy areas where active negotiations between developed countries and LDC's could lead to substantial improvement.
