The study aimed to analyze the reality of e-learning at Palestine Technical University-Khudouri/Tulkarem, and to identify the most important challenges facing students when using the education system, as well as to analyze the extent to which university students interact with the e-learning system, and to show the differences between the average opinions of the study sample on e-learning according to the study variables due to the nature of the study, the descriptive analytical approach was used, in order to reach practical results, and to achieve and analyze the reality of e-learning  a questionnaire consisting of (34) paragraphs was designed, where the study community consisted of (6,559) students, and a simple random sample of (522) students was taken, and the questionnaire was distributed electronically because it was not able to be distributed manually due to the prevailing conditions _ the spread of the Corona pandemic- at the time of the preparation of the study. The results of the study showed that (63.136%) of the researched believe that the reality of e-learning at the university suffers from different problems. The study indicated that (87.97%) among respondents, complaints have increased in the e-learning system after the Corona pandemic and that (81.36%) among the researchers, the infrastructure was one of the most barriers in e-learning. While (63.934%)of the researched that e-learning has a role to play in achieving Interaction among students, as the results of the study showed no differences Statistically significant to the reality of e-learning according to the gender variable, and there are no differences depending on the variable of the scientific qualification except in the field of e-learning reality, there are also no differences Statistics according to the variable of the academic level ,except for the field of Interaction with students. In the light of the results of the study, a series of recommendations were made, the most prominent of which were: 1.Include an e-learning system item in The computer course assigned as a university requirement for first-year students 2. Provide opportunities to train and develop the capabilities of all educational parties to use and apply E-learning.

Although in Accra Technical University (ATU), Ghana, there exists a traditional Face-to-Face (F2F) mode of education already in place, the implementation of electronic learning (e-learning) through ICT in education will increase the number of students admitted yearly. Lack of academic facilities makes e-learning an attractive alternative. Consequently, this article employed a questionnaire as a research instrument with reference to the Technology Acceptance Model (TAM-2) as a theoretical framework. In all, questionnaires were administered to 190 students and 14 lecturers in the Faculty of Applied Sciences in Accra Technical University (ATU). Based on the responses received, various types of e-learning systems were exploited and a SWOT (Strength Weaknesses Opportunities and Threats) analysis was conducted to validate the sustainability of proposing and developing a suitable e-learning system for ATU. It is envisaged that successful implementation of the e-learning system proposed in this article will practically increase the use of ICT in education by both lecturers and students in ATU.

The paper considers the concept of constructing Probability Theory and Mathematical Statistics electronic course for interactive learning. The approach to the design of the e-course is described, and the advantages of using the new teaching technology in the Digital Learning System Nomotex, developed at the Department of Computational Mathematics and Mathematical Physics of the Bauman Moscow State Technical University, are demonstrated.

The Ministry of Higher Education in the Sultanate of Oman initiated recently a restructuring program for the General Directorate Colleges of Education aiming to replace the existing six colleges with more applied and highly IT assisted institutions. A particular emphasis is directed towards improving the learning methods by developing and implementing a unified Learning Management System (LMS), which will serve the new form of these colleges. Such system is particularly intended to improve the e-learning skills in the six Colleges of Education. Each college has a Learning Resource Center (LRC) that provides IT services for about 1500 students and 150 staff members. During the past few years, the LRC at Nizwa College of Education (NCoE) has exerted many efforts in upgrading such services to the benefit of the college community. The discussion in this paper will be based on Nizwa LRC as an example, reflecting uniformity among the six colleges of education. This paper analyzes the readiness of the current learning system for the gradual shifting to a more IT assisted teaching system. First, the paper describes the evolution of the Intranet and Internet services in the college. Second, the steps realized in expanding and upgrading IT are described. Third, an evaluation of the available services and users is presented. This is supported by the analysis of the experimental implementation of an open source LMS, the "Modular Object-Oriented Dynamic Learning Environment" (Moodle) to assess the effectiveness of Moodle as a learning facilitator. Finally, recommendations on how to improve the outsourcing of these services are given. Aspects of the services provided by the LRC will be discussed through different users’ perspectives.
