AbstractEU State aid rules were subject to a major parallel overhaul between 2012 and 2014 in the context of „State Aid Modernisation“. With most of the rules recently adopted, the present article aims to shed light on the context and objectives of this reform, in particular the financial crisis, and take stock of the EU policy response in numerous new Council and Commission Regulations, Guidelines and Notices. A central element of the reform and focus of this article are the new State aid block exemption rules adopted on 17 June 2014.

Although the literature about European Union (EU) public opinion is quite extensive, much of it focuses on general indexes of support for the EU or one specific EU policy area. The study of citizens’ appraisal of the EU contribution across socioeconomic policies and its interdependence is uncharted territory. The present article addresses this gap in the research. Using Eurobarometer data, it is demonstrated that national publics tend to be dissatisfied with the EU contribution across policies and that this assessment is consistent and interrelated from one policy to another. Education is found to have only a relatively modest impact on this assessment while the degree of an EU member state’s integration in the world economy is not found to sway the latter. The findings finally show that national levels of unemployment, immigration, income dispersion, and the positioning of party leaderships on social redistribution influence public opinion on EU policy input. In the light of these findings, implications are drawn.

The present article aims to shed light on the concrete implementation of the Lisbon strategy with regard to its governance framework and to participation (of social partners) in particular. The focus is on the European Employment Strategy (EES) (defined in the Amsterdam Treaty of 1997 and then integrated into the broader Lisbon strategy that emerged in 2000) and the open method of coordination on pensions (the process of soft coordination of pension reforms agreed at the Stockholm Council of 2001). While the EU discourse has a strong emphasis on social partnership, evidence from the two cases in this article shows limited participation. While social partner access varies considerably between coordination processes, it is evident that expectations concerning increased participation have not been fulfilled in the Lisbon strategy.

This study focuses on the Icesave dispute and Icesave agreements between Iceland, the UK and The Netherlands in the light of European law (EU and EEA law) and explores two main issues: 1) the State liability for breaches of EU/EEA law on the basis of Directive 94/19/EC following a systemic bank collapse in Iceland; and 2) the principle of non-discriminatory interplay between the nationalisation of Icelandic banks (State aid) and the payment of the minimum guarantee of €20.887 to depositors of Icesave accounts in the branches of Landsbanki in the UK and The Netherlands. This dispute was handled through diplomatic negotiations. The author is highly critical of the methodology followed. This cross-border dispute brought to light new complex problems in a grey area of European law which should have been brought before the highest European courts. Icesave also seems to have turned Icelanders against the process of European integration and the EU.

Abstract Regulation of state aids form an integral part of the EU law from its very origin. Various special rules on provision of state aids were created as secondary law rules by the EU Council and EU Commission. They distinguish between horizontal and sectoral state aid. Horizontal aid concerns schemes potentially benefiting all undertakings regardless of their industry. Sectoral aid is targeted at specific industries or sectors. The paper deals with the legal framework of state aid rules in the agriculture sector. As first, it discusses the extent to which the State aid rules have been generally applied in the agriculture sector by the EU Council under Article 36 of the Treaty, together with the extent to which they have been specifically applied under the regulations which govern both the .common organizations of the market and rural development. Following chapter analyses the agriculture de minimis Regulation, which sets out circumstances in which agricultural aid is sufficiently small that Article 107/1 TFEU will be not applied. Thereafter the paper focuses on the provisions of the Agriculture Block Exemption Regulation and, finally, on agricultural aid that falls to be notified to the Commission as being authorized under the Agriculture Guidelines.
