AbstractMotivated by the increased use of 3D acquisition of objects by cultural heritage institutions, we were investigating ontologies and metadata schemes for the acquisition process to provide details about the 3D capturing, which can be combined with preexisting ontologies describing an object. Therefore we divided the 3D capturing workflow into common steps starting with the object being placed in front of a 3D scanner to preparation and publication of the 3D datasets and/or derived images. While the proposed ontology is well defined on a coarse level of detail for very different techniques, e.g. Stucture from Motion and LiDAR we elaborated the metadata scheme in very fine detail for 3D scanners available at our institutions. This includes practical experiments with measurement data from past and current projects including datasets published at Zenodo as guiding examples and the source code for their computation. Additionally, the free and Open Source GigaMesh Software Framework’s analysis and processing methods have been extended to provide metadata about the 3D processing steps like mesh cleaning as well as 2D image generation. Finally, we discuss the current limitations and give an outlook about future extensions.

The purpose of the thesis is to analyze the main geodetic databases of Lithuania and to create a geodetic database of cultural heritage objects in Klaipėda using program ArcGIS 9.3. The problem is that the geodetic database storing graphical and attributive information about cultural heritage in Klaipeda city has not been created yet. Thus, in order to incorporate GIS technologies into the management of cultural heritage, starting the creation of such a database seems to be a relevant point. The fully completed and regularly updated geodetic database can be used for cultural heritage management, planning, design, road construction, etc. Therefore, the following objectives have been set: 1) describing geo-data collection and input devices; 2) stimulating the geodetic database that introduces information about buildings, building complexes, cemeteries, locations of archaeological and cultural heritage; 3) giving a detailed description of the database creation process; 4) analyzing the need for establishing a geodetic database of cultural heritage objects in Klaipėda. Santrauka Lietuvoje GIS pagrindu sukurta daug įvairiems tikslams skirtų georeferencinių bei teminių erdvinių duomenų rinkinių. Viena iš šių rinkinių panaudojimo sričių – valstybės registruose esančių duomenų kaupimas. Tokiu principu yra sukurta Kultūros vertybių registro duomenų bazė, kurios pagrindiniai duomenys buvo panaudoti kuriant Klaipėdos miesto kultūros paveldo objektų erdvinių duomenų rinkinį. Siekiant kuo operatyviau įtraukti GIS technologijas į kultūros paveldo objektų tvarkybą, aktualu Klaipėdoje pradėti kurti kultūros paveldo objektų erdvinių duomenų rinkinį. Nuolat atnaujinamas erdvinių duomenų rinkinys palengvins įvairių sričių specialistų atliekamus kultūros paveldo objektų administravimo, teritorijų planavimo, projektavimo, kelių tiesimo ir kitus darbus.

Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.
