The comprehensive diagnosis method can avoid the unreasonable of single analysis method and inconsistency of various analysis methods. This paper used the method to diagnosis the change-point of Kuyehe flood series. The result is consistent with the hydrological investigated results, which can provide the basis of quantifying the impact of changes of underlying surface conditions on the watershed runoff.

Background: The active development of commodity-transport ties makes the issues of the influence of the situation on commodity markets on the directions and structure of freight traffic particularly important. Scientific understanding of the prospects for the development of transport communications in order to increase the efficiency of goods distribution in accordance with the growing requirements of the economy for its speed, reliability and cost allows us to determine economic indicators for the development of transport infrastructure and the need for investment in fixed assets of transport companies. Aim: Development of methodological tools for assessing the impact of commodity markets on the processes of updating fixed assets of a transport company. Methods: The methodological basis of the study is the work of domestic and foreign scientists, which examined the formation of a system of economic indicators - indicators of the state of technical means and systems, the problems of the development of railway transport in the context of macroeconomic changes, as well as the features of innovative activity in railway transport. To solve the tasks, the method of system analysis, methods of statistical analysis, methods of technical and economic calculations, etc. were used. Results: A methodological approach to the determination of economic indicators reflecting the need for investment when updating the fixed assets of a transport company is proposed taking into account the dynamics of the transport market. Conclusion: The economically feasible renewal of fixed assets of railways not only plays an exceptional role in creating the conditions for the efficient use of their production resources and their development in general, but also helps to create conditions for satisfying solvent demand in the transport market.

In the modern economy, the effective development of the higher education system becomes impossible without interest alignment of universities and their stakeholders. The purpose of the study is to determine the groups of stakeholders of the higher education system according to the degree of interdependence and develop an interest alignment model, reflecting the ways of interest alignment among the selected groups of stakeholders, taking into account the impact of market and administrative mechanisms. To achieve the purpose of the study, the authors use analysis methods (when determining the set of stakeholders of the higher education system and determining the mutual interests of universities and their stakeholders), grouping (when identifying stakeholder groups according to the degree of interdependence), and developing managerial models (when developing a model for interest alignment in the higher education system). The proposed interest alignment model in the higher education system can be an effective managerial tool in shaping interrelationships of universities with stakeholders.

At the same time, thanks to the development of methods of content analysis, now it is possible to automatically study the content of different texts, their effectiveness and assess the impact on society. This study analyses existing approaches, methods and tools for content analysis and justifies the relevance of exploring the use of a wide range of linguistic categories for qualitative content analysis. Conceptual possibilities of using this type of analysis in modern linguistic and social research are also considered. The article shows the use of qualitative content analysis methods, based on the use of machine learning approaches and the developed three-language dictionary of criminally colored terms, which is one of the main tools for examining the distribution of criminally significant information of web media news sites by geographical, time characteristics and categories of crime. In this study, we also offer the bases of the development of content analysis information technology of news web space of certain geographical regions that are analyzed in time dependence on the given topic, namely criminal picture of the region.
