The paper is an overview of the themes selected for the main topic of the issue, their relevance and the validity of the research conducted in the journal for the legislation and law enforcement practice in the context of the industrial revolution and the need for greening modern business. In addition, the author explains the editorial board’s choice of the main topic of the next issue of the legal journal of Volgograd State University “LegalConcept = Legal paradigm” under the title “The right to protect human health and an environmentally friendly business environment”. The objective need for the technology development of the intensive involvement of the potential of Russian environmental entrepreneurship in the industrial revolution processes is substantiated. The most important tasks are identified, which are addressed by the developments in the legal regulation of the digitalization processes of environmental entrepreneurship in Russia. The author lists a set of measures that, in the author’s opinion, are of primary importance for ensuring these processes. It is noted that the topic proposed for development is closely related to the formation of scientific and technological foundations that ensure the economic growth and social development of the Russian Federation. The state of scientific and technological progress achieved by modern society is manifested by the widespread use of digital technologies in various areas of production, business management, the provision of services in medicine, the banking sector, and the social sphere. It is proved that comfortable life, the security of the processes through qualitatively new regulatory approaches, the state security, including cybersecurity, overcoming the adverse effects due to natural disasters, as well as the introduction of biotechnology, entailing the appearance of unknown infectious diseases and viruses, preventing man-made disasters – these and many other goals and objectives can’t be achieved now or get a solution without the use of digital information technologies. It is also impossible to ignore the studies of the society and nature interaction, the cross-sectoral impact of modern technology in the field of renewable energy, the turnover of energy resources and energy efficiency improvement on the environment, the life and health of citizens, the public and state institutions designed to participate in the protection of the environment which corresponds to the solution of the specific objectives set in the Strategy for Scientific and Technological Development of the Russian Federation. According to the author, the studies of the dynamics of interaction between the economic and legal institutions in the field of renewable energy development, the turnover of energy resources, and energy efficiency improvement will contribute to the expansion in renewable energy as one of the “green” sectors of the economy.

The implementation of energy efficiency measures and use of renewable energy sources in educational buildings can significantly contribute to reducing energy consumption, but also to CO2 emissions in the entire public sector. The paper shows the comparison of energy consumption indicators for 61 elementary school buildings which have previously been divided in 12 groups, according to the period of construction and size, based on the national typology called TABULA, as the first step of further study on how to use the renewable energy sources. The aim of this paper is to use the energy benchmarking process to select representative facilities which are suitable for applying renewable energy sources, for their further energy efficiency improvement. Indicators of annual specific electricity consumption and CO2 emissions per unit area [kWh/m2] and per user [kWh/user] were calculated. After that, from two groups (in which the highest electricity consumption and CO2 emissions are 68.37% and 74.53% of the total consumption/ emissions), one representative facility was selected.

This article deals with the problem of energy saving and energy efficiency improvement in the construction sector, which consumes a significant share of the country's energy resources. Issues of rational use of energy resources with aspects of energy saving, energy efficiency and, accordingly, environmental problems are becoming more and more urgent, and their solution has become a strategic task for Kazakhstan. With the aim of catalyzing the energy-saving measures undertaken in Kazakhstan, a number of laws, subsidiary laws and programs related to the issues of rational use of energy resources and energy efficiency improvement have been adopted. Targeted activities are planned to eliminate existing political, legislative, technical and information thresholds in order to solve this problem. The regulatory and technical framework premised on the advanced achievements of construction science is being developed. The current legal and regulatory framework and technological infrastructure, as well as the existing practice, are being analyzed. In this context, actions are being taken to introduce new mandatory requirements for thermal indexes in building regulations and other changes in the energy efficiency of buildings; systems for assessing and labelling energy efficiency and their implementation are being developed. Voluntary standards for "green buildings" and incentive mechanisms for their application are also being developed, procedures for State architectural and construction supervision of compliance with building standards and other requirements for the construction of buildings are being improved, greenhouse gas accounting systems are being developed and implemented based on data from the energy consumption accounting system and energy passports.

The monograph is devoted to the actual direction of research––assessment of the energy efficiency management system, focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency in the regions of the Arctic zone of the Russian Federation.The energy efficiency management system focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency is presented. The analysis of the implementation of key energy-efficient technologies in the Arctic regionswas carried out: the introduction of individual thermal points with automatic weather control in the buildings of the budget sector and apartment buildings; energy-efficient light sources in buildings of the budget sector, as well as in the street and road sector; energy efficiency of buildings operated by public sector organizationswas carried out. The directions of energy saving potentials are indicated and a detailed description of the energy of the Murmansk region, which becomes more distributed, is given. The dynamics of the energy intensity of the gross regional product and the specific costs of fuel and energy resources for public sector institutions and housing and communal services in each region of the Arctic zone of the Russian Federation, which allows to determine the effectiveness of the implemented measures to save energy, is presented. The technique of calculation of economic efficiency of investments at introduction of the best available technologies is resulted.The monograph can be useful for specialists in the field of energy, researchers and students of energy specialties.

This article considers possible solutions to the main problems of improving the efficiency of energy resources usage at the regional, interregional, and intersectoral levels based on the dynamics of changes in the legislative framework of the Russian Federation to improve the efficiency of energy resources use. The relevance of the study is due to the need for improvements in this area. The methodological basis of the research includes the main provisions of the legislative and regulatory framework for state management and regulation of the economy, economic security and development. The main method of research is the analysis of legislative and regulatory acts of the Russian Federation adopted and currently in force to improve the energy efficiency of the economy. The author has studied the process of creating and making changes to the regulations of the Russian Federation; in addition, he has analyzed the content and comparative analysis of the legal framework. The problems of implementing certain legal acts were also considered. The results of the study have shown the necessity and role of a systematic approach to solving issues of managing measures to improve the energy efficiency of the Russian economy. While there is a fairly extensive legal framework for energy conservation and energy efficiency, the Russian Federation does not have a well-established national mechanism for interaction between generating and marketing organizations, on the one hand, and end-users of energy resources, on the other. This article depicts that most of the developed municipal and regional programs to improve energy efficiency, when they are ready for implementation, are focused exclusively on the end user. The interests of generating suppliers of energy resources and supplying organizations are not taken into account; therefore, there is no interest of energy suppliers in energy conservation in the domestic market of the country and there is no stimulation of necessary measures to reduce energy consumption on their part. The author has formulated the conclusion about the necessity of public administration and promoting development and achievement of balance of measures to improve the efficiency of energy use at Federal and regional levels and by industry and end-users of energy of all levels and forms of ownership.
