This article considers possible solutions to the main problems of improving the efficiency of energy resources usage at the regional, interregional, and intersectoral levels based on the dynamics of changes in the legislative framework of the Russian Federation to improve the efficiency of energy resources use. The relevance of the study is due to the need for improvements in this area. The methodological basis of the research includes the main provisions of the legislative and regulatory framework for state management and regulation of the economy, economic security and development. The main method of research is the analysis of legislative and regulatory acts of the Russian Federation adopted and currently in force to improve the energy efficiency of the economy. The author has studied the process of creating and making changes to the regulations of the Russian Federation; in addition, he has analyzed the content and comparative analysis of the legal framework. The problems of implementing certain legal acts were also considered. The results of the study have shown the necessity and role of a systematic approach to solving issues of managing measures to improve the energy efficiency of the Russian economy. While there is a fairly extensive legal framework for energy conservation and energy efficiency, the Russian Federation does not have a well-established national mechanism for interaction between generating and marketing organizations, on the one hand, and end-users of energy resources, on the other. This article depicts that most of the developed municipal and regional programs to improve energy efficiency, when they are ready for implementation, are focused exclusively on the end user. The interests of generating suppliers of energy resources and supplying organizations are not taken into account; therefore, there is no interest of energy suppliers in energy conservation in the domestic market of the country and there is no stimulation of necessary measures to reduce energy consumption on their part. The author has formulated the conclusion about the necessity of public administration and promoting development and achievement of balance of measures to improve the efficiency of energy use at Federal and regional levels and by industry and end-users of energy of all levels and forms of ownership.

The monograph is devoted to the actual direction of research––assessment of the energy efficiency management system, focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency in the regions of the Arctic zone of the Russian Federation.The energy efficiency management system focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency is presented. The analysis of the implementation of key energy-efficient technologies in the Arctic regionswas carried out: the introduction of individual thermal points with automatic weather control in the buildings of the budget sector and apartment buildings; energy-efficient light sources in buildings of the budget sector, as well as in the street and road sector; energy efficiency of buildings operated by public sector organizationswas carried out. The directions of energy saving potentials are indicated and a detailed description of the energy of the Murmansk region, which becomes more distributed, is given. The dynamics of the energy intensity of the gross regional product and the specific costs of fuel and energy resources for public sector institutions and housing and communal services in each region of the Arctic zone of the Russian Federation, which allows to determine the effectiveness of the implemented measures to save energy, is presented. The technique of calculation of economic efficiency of investments at introduction of the best available technologies is resulted.The monograph can be useful for specialists in the field of energy, researchers and students of energy specialties.

The paper is an overview of the themes selected for the main topic of the issue, their relevance and the validity of the research conducted in the journal for the legislation and law enforcement practice in the context of the industrial revolution and the need for greening modern business. In addition, the author explains the editorial board’s choice of the main topic of the next issue of the legal journal of Volgograd State University “LegalConcept = Legal paradigm” under the title “The right to protect human health and an environmentally friendly business environment”. The objective need for the technology development of the intensive involvement of the potential of Russian environmental entrepreneurship in the industrial revolution processes is substantiated. The most important tasks are identified, which are addressed by the developments in the legal regulation of the digitalization processes of environmental entrepreneurship in Russia. The author lists a set of measures that, in the author’s opinion, are of primary importance for ensuring these processes. It is noted that the topic proposed for development is closely related to the formation of scientific and technological foundations that ensure the economic growth and social development of the Russian Federation. The state of scientific and technological progress achieved by modern society is manifested by the widespread use of digital technologies in various areas of production, business management, the provision of services in medicine, the banking sector, and the social sphere. It is proved that comfortable life, the security of the processes through qualitatively new regulatory approaches, the state security, including cybersecurity, overcoming the adverse effects due to natural disasters, as well as the introduction of biotechnology, entailing the appearance of unknown infectious diseases and viruses, preventing man-made disasters – these and many other goals and objectives can’t be achieved now or get a solution without the use of digital information technologies. It is also impossible to ignore the studies of the society and nature interaction, the cross-sectoral impact of modern technology in the field of renewable energy, the turnover of energy resources and energy efficiency improvement on the environment, the life and health of citizens, the public and state institutions designed to participate in the protection of the environment which corresponds to the solution of the specific objectives set in the Strategy for Scientific and Technological Development of the Russian Federation. According to the author, the studies of the dynamics of interaction between the economic and legal institutions in the field of renewable energy development, the turnover of energy resources, and energy efficiency improvement will contribute to the expansion in renewable energy as one of the “green” sectors of the economy.

One of the key problems in the state of the Russian energy sector is the creation of effective energy­saving technologies for both organizations and ordinary consumers. The forecast of scientific and technological development of the Russian Federation for the period until 2030, approved by the Government of the Russian Federation, mentions low volumes of energy saving in the sphere of final consumption as one of the threats to Russia’s economic development. In 2009, the Federal Law No. 261­FZ “On Energy Saving and Increasing Energy Efficiency” was adopted. The corresponding Resolution of the Government of the Russian Federation No. 961 of September 20, 2014 prescribes the creation of a database on the most effective technologies used in apartment houses, administrative and public buildings. Federal Law No. 184­FZ of December 27, 2002 (as amended on July 29, 2017) “On Technical Regulation” establishes an imperative order, according to which technical and legal regulation in the field of application of energy efficiency requirements, requirements for lighting devices, electric lamps, used for lighting purposes, should be implemented at the level of the federal law approving the relevant normative legal act. However, as of today this federal law has not been adopted. The technical and legal regulation of lighting products is carried out fragmentarily, at the level of national standards. The adoption of a federal law that establishes a technical regulation for lighting products will effectively respond to the challenge outlined in Presidential Decree No. 208 of May 13, 2017 “On the Strategy for Economic Security of the Russian Federation for the Period until 2030” regarding the development of energy­saving technologies and reducing the material consumption.

The article deals with the issues of criminal liability for abuses in the sphere of procurement for state and municipal needs of the Russian Federation. The state and its law enforcement agencies reliably protect the budget sphere of Russia and its economic sovereignty, effectively protecting our state from the destructive impact of external and internal threats and factors, from dangers and various kinds of negative challenges and risks in the field of economic security of the Russian Federation. The relevance of this article lies in the fact that it indicates that this direction is in the modern mainstream of the world trends in the development of criminal law impact on modern crime in the sphere of ensuring the security of the country’s budget sector, the dominant role in which is played by the state authorities of Russia and institutions of modern Russian civil society, which is very relevant at this time. The originality of the material consists in the fact that at the present time in Russia there is a comprehensive and well-developed theoretical base for the effective formation of a system of criminal legal measures to ensure counteraction to abuses in public procurement, which is legally fixed by the modern legal framework. Among the state bodies, the subjects whose activities are aimed at effectively ensuring the security of the budget sphere of the Russian Federation and its economic entities have been identified. The conclusion of the article is that based on a generalized analysis of the legal framework of the Russian Federation, existing theoretical views and suggestions and comments made by the author, the author proposes a conceptually new approach to the definition of criminal law measures to ensure the security of the budget sphere of the Russian Federation in countering crime in the field of public procurement, the essence of which (in a generalized form) is reflected in the provisions of this article.

The transport system of the Russian Federation includes not only railway, automobile, air, sea and river transport, but also main gas and oil pipelines. Given the volume and variety of modes of transport, the introduction of measures to improve energy efficiency in the transport sector will save significant amounts of fuel and energy resources. In the light of the annual increase in energy consumption, the degree of negative impact on the environment and the amount of emissions of harmful substances, energy saving issues in transport make this issue even more important. The article describes the dynamics of the Russian car market for the previous year, shows the key ways to improve energy efficiency and energy saving in road transport.

The paper provides an overview of the main regulatory framework governing public relations in the energy sector. The fuel and energy complex is of great importance for the economy and development of Russia, but full use is impossible until a solution to the problem of improving the regulatory legal framework is achieved. The adoption of the Energy Strategy is aimed at solving the listed problems. The main provisions of regulatory legal acts are analyzed. The tasks of improving the legislative framework can be achieved through unification. The scientific research used the method of comparative analysis. This paper examines and analyzes the legislation applied in the energy sector, the concept of energy legislation, energy efficiency, the fuel and energy complex, the problems of developing and adopting the Energy Code of the Russian Federation. The urgency of improving the regulatory legal support for the energy efficiency of the fuel and energy complex is formulated. The main problems and the need for the adoption of regulations in the energy sector are identified.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.
