In the modern conditions of the development of the electric power complex, relay protection and automation devices play a special role related to protection against possible damage resulting from violations of normal operating modes, both of individual elements and the entire power system as a whole. This, in turn, directly affects the reliable and stable functioning of the main power elements and electrical equipment. Damage to the power part of the equipment of an electric grid complex can be caused by changes in the main parameters of the normal mode: a change (increase) in currents leads to overloads and, in the limit, to short circuits, a decrease in voltage leads to an avalanche of voltage and disruption of the operation of electric motors connected to the damaged section, and an increase in voltage leads to overvoltages in certain sections. In addition, violations associated with a decrease in the transmitted active power lead to a change in frequency, and a violation of the reactive power balance leads to a change in voltage in certain sections, which generally leads to noncompliance with the power balance and loss of stable operation of the power system. The main reasons for failures in operation, false and excessive triggering of microprocessor relay protection devices are considered. The main ways of solving the problem of electromagnetic compatibility in the electric power industry are identified. A solution is proposed to improve the reliability of the operation of microprocessor relay protection devices and the way of development of the problem of electromagnetic compatibility in the electric power industry is shown.

In this work, the author analyzed the texts of normative documents on ensuring electromagnetic compatibility (EMC) of microprocessor relay protection devices (MPS), aimed at creating conditions for ensuring the uninterrupted functioning of power circuits of the electric power complex and their secondary circuits, ensuring the tracking of all processes, collecting information, accounting for electricity and operational control of main technological equipment in real EMO conditions. Controversial issues enshrined in regulatory documents were considered, their relevance was assessed. During the analysis of regulatory documents, it was found that in a number of regulatory documents, both Russian and international, there is a direct indication of the need to ensure electromagnetic compatibility at electric power facilities, however, they provide general methods and recommendations without specifying the list of measured and regulated parameters, do not fix the sequence of actions, tools for measuring and modeling, providing the necessary result. In this regard, the author proposes solutions for introducing electromagnetic compatibility into theory and practicein the electric power industry and bringing regulatory documents to updating and systematization in terms of discussed controversial issues, introducing more accurate and consistent actions and measures during the practical implementation of the methods indicated in the work.

The construction of intelligent power supply systems for rural consumers (microgrids) is a promising concept for the development of the energy infrastructure of agricultural facilities. In the process of designing and operating micro-networks, a large number of technical, organizational and legal issues arise, the correct answer to which affects on the reliability, quality and efficiency of electricity supply to agricultural facilities. The analysis of the documentation regulating these processes is of particular relevance. (Research purpose) The research purpose is in analyzing the documentation regulating the construction and operation of intelligent power supply microgrid systems for rural consumers. (Materials and methods) The article reviews regulatory documents in the field of regulation of the electric power industry, distributed generation facilities, renewable energy sources, and the functioning of retail electricity markets. Authors used the method of system analysis, methods of comparisons and analogies, and expert assessments. (Results and discussion) The article presents the issues of functioning of micro-networks of rural consumers as part of the power system, in retail electricity markets; implementation of technological connection and integration of micro- networks into distribution networks. Authors evaluated the regulatory and technical documents regulating the general technical requirements for the design and operation of micro-networks. Domestic and foreign standards for the connection and parallel operation of micro-networks with distribution networks as part of the power system and special documents on micro-networks has been studied. (Conclusions) The article proposes measures for the development of GOST R based on the European IEC TS 62898-1 «Microgrids», harmonized with the requirements of Russian standards, taking into account the features of the Russian electric power industry and agriculture. The article notes the need to make changes to the Russian network codes to ensure the integration of rural micro-networks. The measures of state support aimed at stimulating the spread of intelligent power supply systems for rural consumers were cited.

Frequency and severity of some extreme weather events are increasing, and weather can impact the power system and its components in a number of ways. This paper identifies key technical issues facing the electric power industry, related to global climate change. The technical challenges arise from: 1) impacts on supply and demand balance; 2) impacts on system operating strategies, and power generation scheduling; 3) impacts on power grid structure, and power infrastructure response to extreme weather events; and 4) impacts on operation parameters of power system. The objective of this paper is to facilitate continued discussion of power systemclimate change interactions. To this end, this paper identifies key issues relating to the interactions between the electric power industry and global climate change. These issues will not be resolved quickly, and it requires sustained attention if they are to be resolved successfully.

Determination of reserves of generating capacity is one of the main tasks in planning the future development of electric power systems. There are many problems that affect the rational level of redundancy of generating capacities in Russian power industry. Modern changes in the Russian electric power industry concerning the level of redundancy of generating capacity in the long-term planning of the development of the Unified Power System (UPS) of Russia are analyzed in the article. The optimization problem of determining the necessary reserves of generating capacity in the power system, based on the assessment of adequacy, taking into account the modern features of the development of the UPS of Russia is presented. The results of assessing the adequacy of the UPS of Russia at the level of 2022 and the value of the optimized reserves of generating capacity in the UPS of Russia are showed in the final part.

Examining the efforts to restructure the electric power industry during the early 1920s, this article challenges the view that proponents of corporate liberalism shared a belief in the legitimacy of corporate capitalism and that conflicts among them involved only technical and managerial issues. It argues, rather, that corporate liberals could disagree about the goals of economic planning as well as about tactics and strategy and that they often held conflicting perceptions of the nature of corporate capitalism in American society.

A brief description of the State Electrification Plan of Russia (GOELRO plan), developed on the initiative of V.I. Lenin by the GOELRO commission headed by G.M. Krzhizhanovsky and adopted on December 22, 1920 by the 8th All-Russian Congress of Soviets, as well as key directions of a long-term plan for research on the problem of the creation of the Unified Power System of the Country (UPS), developed by the commission under the leadership of G.M. Krzhizhanovsky in 1957, which laid the foundation for the formation of the UPS - the largest in the world at the end of the 80s centrally managed interconnected power system, is presented. The indicators of development and efficiency of the country's electric power industry are given. The essential part of the reforms in the electric power industry of Russia carried out at the beginning of the 21st century, their shortcomings that led to a decrease in the efficiency of the industry and the emergence of various kinds of bottlenecks and imbalances are analyzed. The processes of transformation of energy systems in the world are considered, as a result of which a new architecture of energy systems is created. The primary tasks facing the Russian power industry in these conditions are formulated.

The article considers the state of the electric power industry functioning of the Chechen Republic. Comparative data on the reception in the network and useful electricity supply of the Chechen Republic in recent years are presented. The total transformer capacity structure of all substations, as well as the power lines total length of Chechenenergo JSC, is considered. The main electric power industry problems of the Chechen power system, which are the lack of own generating capacities, the transformer capacities shortage of substations 110 and 35 kV and the main production assets high level wear of the electric grid economy, are studied. The tasks to reduce the Chechen energy system electric energy losses are considered. The values and causes of the electric energy losses in different district electric networks (RES) of JSC "Chechenenergo" are determined. A comparative analysis of the electrical energy losses in recent years has been performed. Issues related to reactive power in electrical networks are considered. An analysis was carried out to determine the reactive power values in different district electric networks of Chechenenergo JSC. Measures are proposed that contribute to the reactive power normalization and the improvement of technical and economic indicators in electric networks. The networks electrical circuits improvement analysis was carried out to ensure the power supply stability and reliability to consumers in the republic. The production process control system and diagnostics is proposed, which will allow to regulate and coordinate the activities to manage the technical condition, as well as the power system reliability.

In communication and communication devices, power equipment, relay protection and automation terminals, in the electric power industry of "smart" cities and homes, in industry, in railway transport, microprocessor-based relay protection and automation devices, distributed generation installations, including renewable energy sources, and electricity storage, as well as "intelligent" automated information and measurement systems are beginning to be used. Contactless converters of direct and alternating currents of control and control systems are widely used in them. Their disadvantages are a narrow range of controlled currents, large dimensions and weight. Therefore, it is important to eliminate them. The paper discusses the general principles of construction of contactless converters of large direct currents, the main requirements for them, and shows the results of the development of one of the options proposed by us, universal contactless magneto-modulation converters of large direct currents with an extended range for various control and control systems. They differ from the known ones by an extended controlled range with small dimensions and weight, and increased accuracy and sensitivity. The converter has a simple and technological design with low material consumption and cost, and can control large direct currents, as well as alternating currents, without contact. The paper considers the errors from external magnetic fields of universal contactless converters of control and control systems. It is shown that the error from the external magnetic field does not exceed 0.08% if the number of sections of the measuring winding is even and with their symmetrical arrangement, and with their even increase-the error decreases. At the same time, the developed contactless converters can be widely used in industry, metallurgy, railway transport, agriculture, water and farming, as well as in the electric power industry of “smart” cities and homes and for checking electric meters at the place of their installation.

Globalization and sustainable development necessitate joint analysis of technological and environmental trends in energy development taking into account current economic and legal provisions. Based on synthesis of the current state of Ukrainian electric power system in general and hydropower in particular, there have been underscored the importance of comprehensive approach in identifying the key tasks of building the pathway of further electric power industry development. The authors provide the characteristics of today’s organizational and technological structure of the electric power system, including the legal provisions regulating its activity. As currently there are significant legislative changes, particular attention was paid to the review of electricity market. Features of the new liberalized electricity market have been determined in comparison with the current market, and also in connection with renewable energy characteristics. Thus, amendments introduced by the new Law “On electricity market” to the green tariff policy have been detailed with the regard to incentive mechanism for development of renewable energy and liability of electricity producers operating under Green Tariff for imbalances. The article focuses on the analysis of the state and growth potential of small hydropower. Еconomic incentives are systematized according to the current legislation. Also, here is presented the potential for possible growth of small hydropower, namely, quantitative result of the exploration of the technical potential of hydropower resources of small rivers. There have been identified a number of barriers and impediments to the construction of small HPPs. Environmental restrictions to the construction of small hydropower stations have been formulated according to the accurate analysis of various branches of national legislation such as the Land Code, the Water Code, the Law “On the Nature Reserve Fund of Ukraine”, etc., as well as valid ratified documents and other key soft-low instruments at the international level. Additionally, provisions of Сustoms and Tax legislation on small hydropower regarding to incentives for technology development have been defined. Consideration of small hydropower projects successfully implemented on the territory of the country confirms the possibility of the future development of small hydropower.
