Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

The purpose of this course is to introduce a new framework linking the humanities to public policy analysis as pursued in the government and the academy. Current efforts to link the particular contributions from the humanities to problems of public policy choice are often narrow either in terms of their perspective on the humanities or in terms of their selection of the possible means of influencing policy choice. Sometimes a single text from one of the humanities disciplines is selected to apply to a particular issue. At other times, arguments about the ethical dimensions of a single policy issue often are pursued with a single — or sometimes, no — point of access to the policy process in mind.

AbstractContemporary policy process theories are used to explain important aspects of the policy process, including the emergence or change of policies over time. However, these theories vary notably in their composition, such as their scope of analytical space, key concepts and assumptions, models of individual decision-making, and relationships between process-relevant factors and actors. There is little guidance on which theory may be best suited for explaining particular policy outcomes or how the different elements of the theories influence their analytical power. To begin to address this gap in the literature, a comparative analysis applied four established policy process theories to explain the emergence of the same policy outcome, a set of environmental policies associated with the North American Free Trade Agreement, while varying the analytical space or “field of vision” spatially and temporally. Overall, each theory demonstrated strong explanatory power but within analytical spaces of different scales, which indicates that the dimensionality aspects aspects the analytical space of policy process theories may contribute to a convergence in shared knowledge.

The implementation of public policy is one of the activities in a public policy process that determines whether a policy is in contact with the public interest and can be accepted by the public. Implementation of the Regional Scholarship Program for Lamandau Regency Students based on the Regulations of the Regent of Lamandau Number. 24 of 2013. The scholarship program in the Lamandau Regency area has been in place since 2009 and this program was carried out by the Education and Culture Office of Lamndau Regency. This program aims to help students from Lamandau Regency to accelerate the lecture process and to improve human resources. This study uses a qualitative approach, data collection obtained from interviews, observation, and documentation. And using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. In this study the author uses the Geogre C. Edward III policy implementation model with 4 (four) variables, namely communication, resources, position and bureaucratic structure. Based on the results of the research based on communication variables, it is still not optimal. The lack of socialization from the Dinas to students who will receive scholarship assistance, for resources such as the number of staff, facilities and infrastructure is sufficient. As for the inhibiting factors for this program, the delay in channeling funds from the company as donors and students is still lacking pay attention to systematics, and the requirements set by the Education and Culture Office of Lamandau Regency.

This article gives a survey of results of research concerning effects of public policy in the Netherlands. This survey is preceded by a summary of some important American projects (Equality of Educational Opportunity, Head Start, the Negative income tax).The Dutch research reported concerns effects of educational and housing policy on income distribution, effects of sururbanization policy, participation policy, and still other policies.In both countries the dominant conclusion is that the goals of public policy are at least partially realized by the means chosen. However, the conclusion that the welf are state is totally f ailing would go to f ar.Research concerning effects of public policy is still rare. Moreover, it is clear that some goals are realized at least in part by the chosen means.When public policy appears not to be effective, this can be explained from several factors : the contents of policy and the underlying theory, the policy process, the society, the research, and a view which is toonarrow because it takes only short term effects of one particular policy program into account.
