Abstract: In 2012, the Federal Government announced a reduction of around 18% of the electric energy tariff going to the consumer. It was up to the National Electric Energy Agency (ANEEL) to create a model that led to the reduction projected by the authorities. To reach this level, the Ministry of Mines and Energy proposed that the electric power transmission concessions be renewed in advance, according to new rules (MP 579/2012 and Law 12.783/2013). An important part of the new rules was the calculation of efficient operational cost through Data Envelopment Analysis - DEA, a methodology already used by ANEEL in two tariff reviews. The objective of this article was to study the evolution of the efficient operational cost calculation models adopted at these times. This analysis showed that ANEEL still needs to promote improvements in the modeling to better represent the operational reality of the concessionaires and eradicate the need for adjustments that reduce the reliability and transparency of the process.

The aim of the paper is to estimate the cost efficiency of the Czech and Slovak commercial banks within the period 2010-2014. For empirical analysis the Data Envelopment Analysis input-oriented model with variable returns to scale is applied on the data of the commercial banks. The intermediation approach is adopted to define the inputs and outputs. The Czech commercial banks are more cost efficient than Slovak commercial banks. The development of average cost efficiency is similar in the Czech and Slovak banking industry. The most efficient Czech banks are Ceská sporitelna and Sberbank in the Czech banking sector, the most efficient Slovak bank is Privatbanka with 100% efficiency.

The paper aims at exploring the relationship between bad debt and cost efficiency in Vietnamese commercial banks in the years 2007 – 2013. The research includes two stages: (i) Measuring the cost efficiency of banks by non-parameter Data Envelopment Analysis (DEA) method suggested by Coelli (2005); and (ii) Applying the Tobit model to identify two-way effects of bad debt and bank cost efficiency. The results show that the cost efficiency in Vietnamese commercial banks is 52.6% and there exists a direct relationship between bad debt and cost efficiency.

In 1999, IAEA, the OECD Nuclear Energy Agency and the European Commission jointly proposed the standardised listing of decommissioning activities [1] to serve as a general basis for presentation of decommissioning costs and for promoting the harmonisation in decommissioning costing. The standardised listing of activities [1] was developed in three hierarchical levels based on analysis of typical decommissioning activities identified in various decommissioning projects. The structure [1] has been currently updated by the same organisations as the International Structure for Decommissioning Costing (ISDC) based on the experience gained over ten years of use of the original standardised listing [2]. First part of the paper presents the revised ISDC. The principle of the three-level original hierarchical structure has been preserved. Re-definition of the content and re-structuring was done to avoid ambiguity and to ensure comprehensiveness. Paper presents two basic approaches for implementation of the ISDC structure in costing — converting the cost data available in specific cost structures, mostly according the work breakdown structures of decommissioning projects into ISDC and implementation of the ISDC as the cost calculation structure. Examples of the second approach are given to show that this approach is feasible and may have several advantages. An ORACLE based costing model with implemented of the extended ISDC for detailed costing and an Excel based costing model for preliminary costing at IAEA for research reactors are given.

Abstract Recent years, financial difficulties led engineers to look for not only the efficiency of the function of a product but also the cost of its development. In order to reduce the time for the development, engineers in each discipline have to develop and improve their objectives collaboratively. Sometimes, they have to cooperate with those who have no knowledge at all for their own disciplines. Collaborative designs have been studied to solve these kinds of the problems, but most of them need some sorts of negotiation among disciplines and assumes that these negotiations will be done successfully. However, in the most cases of real designs, manager of each discipline does not want to give up his or her own objectives to stress on the other objectives. In order to carry out these negotiations smoothly, we need some sort of evaluation criteria which will show efficiency of the product considering the designs by each division and if possible, considering the products of the competitive company, too. In this study, we use Data Envelopment Analysis (DEA) to calculate the efficiency of the design and showed every decision maker the directions of the development of the design. We will call here these kinds of systems as supervisor systems and implemented these systems in computer networks that every decision maker can use conveniently. Through simple numerical examples, we showed the effectiveness of the proposed method.

In the multi-project management of electric power design enterprises, common human resources performance appraisal methods don’t reflect true performance of employee. In this paper, we construct a practical model by the DEA (data envelopment analysis) method, and finally the result analysis of example indicates that the method not only can effectively evaluate each project group,but also can effectively evaluate everyone of project groups.

Purpose To achieve the optimum performance of electric transmission power system performance, the possibility of generators’ failure and the consequences are amongst the most important and real assumptions which should be taken into consideration. This paper aims to recognize the most influential factors on generators’ failures that can have a deep effect on the total cost and environmental issues. The integrated proposed approach is useful for investigating the generators’ failure effects on the performance of electric power transmission grids from the economic and environmental perspectives. In other words, the cost and pollution minimization policies are considered to decrease the unfavorable generators’ failure effects on electric power flow. Design/methodology/approach The data used in this study are gathered from a real case in USA in first step, the influential generator points that their failure has a significant effect on the objective function, have been recognized. Then, different failure scenarios are defined, and the optimum values in each of these scenarios through the GAMS modeling software are found. Consequently, by using a two-level factorial design approach, the critical generators across the power grid are determined. Findings The results show that by using such information, it is possible to detect the significant nodes in the power system grid and have a better maintenance plan. In addition, by means of this analysis and changing the capacity of main generators, it is possible to significantly reduce the operation costs. By comparing the indexes in case of the generator’s location, it seems that some of them are critical because of their capacity and position in the network (as their failure causes infeasibility in the model). Also, some of these deficiencies caused considerable index changes and critical consequences. Practical implications The integrated proposed approach is useful for investigating the generators’ failure effects on the performance of electric power transmission grids from the economic and environmental perspectives. In other words, the cost and pollution minimization policies are considered to decrease the unfavorable generators’ failure effects on electric power flow. Social implications This paper endeavors to recognize the most influential factors on generators’ failures that can have a deep effect on the total cost and environmental issues.
