Information and Communications Technology (ICT) network readiness competency improves service quality and provides efficient service in implementing successful e-governments. By confirming ICT network readiness of e-governments, it must be redesigned using limited resources effectively to achieve realistic goals. When ICT investment and economic performance are featured, e-government’s network readiness competency improves potential demand, supply, and service maturity. It reflects information technology (IT) development competency on performance effectively. In this study, we propose the Data Envelope Analysis (DEA) method to present a method of improving ICT network readiness between countries. We derived the ICT network’s readiness competency level and strategic plan by comparing each country for efficient ICT operation of e-governments. If we make rankings in a non-traditional and efficient manner, it will become a successful strategy for ICT in the future. This effort provides guidance for each government and a solution for the growth delay problem, which is required for advancement in ICT investment and productivity. It also guides each government to overcome marginal products.


Analysing and identifying the risk factors of elderly services is conducive to improving the risk management capabilities of the elderly care industry and maintaining the safety and stability of the elderly care service industry chain. Based on the integrated Supply Chain Operations Reference (SCOR) model, a risk indicator system for elderly services supply chain was established from plan, design, supply, implementation, and customer service. The DEA method with Entropy-AHP mixed constraint was introduced to deal with the weight freedom of traditional DEA method. Taking the likelihood, exposure and consequence of risk occurrence as decision variables, the risk evaluation and ranking of the indicators were carried out. According to the empirical analysis based on the data of elderly care institutions in the Pearl River Delta of China, the biggest Pareto risk factors in the first-level and second-level indicators, the risk growth and reduction ratios of the first-level indicators were obtained.

Recently, the demand of business owners to ensure the sustainability of their businesses has come to the fore. It results in a focus on identifying the risks of businesses' financial failure. Several prediction models can be applied in a given area. Which of these models is most suitable for Slovak companies? The aim of this chapter was to point out the possibility of applying the DEA method in measuring the financial health of companies and predicting the risk of their possible bankruptcy. The research was carried out on a sample of companies operating in the field of heat supply. The indicators were selected using related empirical studies, a univariate Logit model, and a correlation matrix. In this chapter, two main models were applied: the DEA model and the Logit model. The main conclusion of the paper is that the DEA method is a suitable alternative in assessing businesses' financial health.

The efficiency and the quality of higher education institution was assessed with the use of process approach. The efficiency of the higher education institution was determined on the basis of a combination of typical financial measures, taking into account costs incurred in the process of didactics and research, and expenditures (measured by current liquidity, stock turnover, receivables and liabilities ratios) necessary for schools to maintain financial liquidity. As measures of quality, related to statutory tasks of the university, the factors determining graduates’ situation on the labour market as well as patents obtained as a result of research conducted by university were adopted. Applying measures of quality enabled the researcher to obtain a more comprehensive dimension of the universities’ efficiency, while proving the fact that financial measures alone may distort the actual picture of efficiency or even lead to erroneous conclusions. It can be hypothesized that in the case of a higher education institution that pursues its statutory goals of providing knowledge to the public by conducting didactics and research, the concept of efficiency should combine financial and qualitative dimensions. The results obtained in the study using the DEA method allow the researcher to determine the situation of the university for the period covered by the study.

Abstract This study examine the effects of electricity consumption from different sectors such as agricultural, commercial, domestic, Industrial (HV), Industrial (LV-MV) and Miscellaneous sector on economic growth over the period of 1981-2019 in case of India. We used SVAR framework and concluded that the consumption of electricity from agriculture sector has a negative impact on economic growth. Whereas, the Industrial (HV and MV-LV) and commercial electricity consumption have positive impact on economic growth. Similarly, electricity consumption by the domestic sector has less positive effect on economic growth. Further, we computed the total factor productivity growth (TFP) by using DEA method and show the effects of sector wise electricity consumption on TFP as the robustness of our analysis. We obtain similar kind of results. From the policy perceptive, the study suggests that government must speed up the construction of a power grid to improve the availability of electricity for achieving higher rate of economic growth.

Purpose: The purpose of this paper is to assess the level of optimality of zakat institutions to deal with the economic crisis during the Covid-19 pandemic.Design/Method/Approach: In this research, the measurement of efficiency of zakat distribution during the Covid-19 pandemic at badan amil zakat nasional (BAZNAS) has been carried out using data envelopment analysis (DEA) method.Findings: The result is the mean of zakah distribution relative efficiency are 70 %. Finally, some suggestion for evaluating the distribution of zakat in the future has been discussed. Originality/Values: The contribution of this research is to obtain the efficiency value of zakat distribution during the Covid-19 pandemic. So that with the result, the management of zakat distribution at BAZNAZ can improved and evaluated.

Background: Measuring the efficiency of hospitals due to the high proportion of budget allocated to them on the one hand, and the need to ensure the best practices regarding the use of scarce resources on the other hand, is of particular importance. The purpose of this study is to evaluate the technical efficiency of the affiliated hospitals of Shahrekord University of Medical Sciences by using a combination of Principal Component Analysis and (PCA) & Data Envelopment Analysis (DEA). Methods: This was an analytical and cross-sectional study measuring the technical efficiency of all 8 hospitals affiliated to Shahrekord University of Medical Sciences. The required information was collected from the medical records unit of each hospital. For better differentiation between efficient and inefficient units, and the increase of research accuracy and further differentiation between hospitals in terms of efficiency, at first, 17 indicators were selected to assess and adjust these parameters to 3 components proportional to the number of the hospitals by using PCA and SPSS 16 software. After doing the PCA, 7 studied input variables became 7 principal components among which the first input component reflecting the 83 % of scattering data was selected as principal input component, and for being more influenced by human resource variables, it was named as a human resource index. Furthermore, among the output variables, the first 2 output components, which represented 76% of the variance of the data, were selected as the 2 principal components of the output for the study, which were mostly affected by these variables, respectively, the number of admissions and length of stay. Then, the modified input and output components were entered into the software Windeap 2.1 and the technical efficiency of hospitals and their rank were calculated by assuming constant and variable efficiency with respect to the scale. In order to evaluate the effect of using the combined method instead of the conventional method of efficiency measurement, the results of the PCA - DEA method were compared with the results of the conventional DEA method. Results: The result of DEA on the selected components showed the capacity to upgrade the Technical Efficiency (TE) of hospitals is 15 % (TE: 0.852). Moreover, out of 8 hospitals, 1 hospital was increasing return to scale, 3 decreasing returns to scale and 4 constant returns to scale. The technical efficiency of 3 hospitals was 1 (TE = 1), 2 hospitals had the technical efficiency between 0.80 to 1 (1 > TE > 0.80) and that in 3 hospitals was less than 0.80 (TE < 0.80).  The scale efficiency for 50 % of hospitals and the management efficiency for 62/5 % of them were equal 1. Conclusion: The average of total technical efficiency, management efficiency and scale efficiency were calculated to be 0.999, 1 and 0.999, respectively based on the usual comprehensive analysis method; while using the combined method, the average total technical efficiency, management efficiency and scale efficiency were 0.852, 0.947 and 0.902 respectively. The results confirm that the use of PCA method, due to its important role in reducing alignments, increases research accuracy and better differentiates between hospitals in terms of efficiency.

This study focuses on assessing the technical efficiency of enterprises across 63 provinces of Vietnam from 2015 to 2018 and the factors affecting their technical efficiency, in which we focus on two factors: business diversification and ICT index. In this research, we use the DEA method to group effective and ineffective enterprises, then use the GMM method to estimate the factors affecting to the firm’s performance. The research results show that the technical efficiency of enterprises in the provinces is quite small (about 10%), most of the enterprises have not achieved the technical efficiency due to the wasteful use of input factors. Research shows that business diversification and ICT both have a positive impact on efficiency, from which to increase technical efficiency, enterprises in provinces need to pay attention to business diversification and improve ICT index. in terms of the local government

Abstract: The paper presents research results of efficiency of tourism sector in certain European countries and regions obtained by applying DEA method. The primary goal of the paper is to determine to what extent tourism sector in certain European countries and regions is efficient in relation to set parameters, while the secondary goal is aimed at providing recommendations for its improvement. In relation to this, the methodology of the DEA analysis is based on the input and output parameters which were used to determine the efficiency. The input parameters included: number of hotels and similar accommodation capacities, number of rooms and number of bed places, whereas the output parameters included: number of inbound tourists, number of bed-nights and tourism expenditure during their stay abroad. One of the conclusions of the paper is that the total efficiency was shown in Croatia, Belgium, and Denmark, while the technical efficiency was also present in North Macedonia, France, Malta, the Netherlands, Portugal, and Spain.
