ABSTRACT This article aimed to carry out a historical analysis of the dissemination of the scientific concepts on obesity, overweight and excess weight in the field of nutritional epidemiology in the world. The methodological procedures comprised: (1) Systematic search in the PubMed® database using single keywords and without date filter; (2) Documentary analysis of normative instruments on the websites of the World Health Organization, the Centers for Disease Control and Prevention and the World Obesity Federation; and (3) Analysis of the scientific production of scientists participating in the obesity classification of the International Obesity Task Force. The historical analysis showed that, considering the volume of publications on obesity, it appears that in the 1940-1949 decade the problem of obesity emerged on the world scenario. From the number of publications issued in the last 20 years, which corresponds to 85% of the investigated period, we can deduct that scientists’ concern to investigate the subject as a phenomenon coincides with the World Health Organization declaration of obesity as a global epidemic issued in the year 2000. In accordance with normative procedures established by international organizations, there has been a hegemonic use of the concepts of obesity and overweight, in this order of priority, by scientists worldwide. The concept of excess weight has experienced a relative rise since the year 2000, but its use has been very restricted, expressing dissonance in face of the recommendations of international standardization organizations, a fact that suggests discussion and review of its use by the world scientific community.

<p><strong>Introduction:</strong> Over 30% of Portuguese children present overweight. Being a serious public health problem with multiple causes, only a cross-sectorial and concerted action could contribute to their resolution. Municipalities have a set of skills that make them ideal for effective intervention in the fight against this problem. For this action to be effective there must be a local assessment of the extent of the problem and their spatial distribution. The aim of this study was to characterize, from the point of view of the prevalence of overweight, the population of pre-school and first cycle basic education under the responsibility of the municipality of Vila Nova de Gaia, the third most populous municipality in the country.<br /><strong>Material and Methods:</strong> Were evaluated 8 974 pre and basic-school children, in school year 2013/14. The assessment of the nutritional status of the sample was made using anthropometric measures height and weight. In the classification of nutritional status was considered z-scores or percentiles of body mass index for age according to the World Health Organization, Centers for Disease Control and Prevention and International Obesity Task Force.<br /><strong>Results:</strong> The prevalence of overweight by the World Health Organization requirements was 37.4%. There were some disparities in the distribution of overweight in schools of the municipality.<br /><strong>Discussion:</strong> The results were slightly higher than those of other national and international studies, being the sampling size the possible justification for the differences founded.<br /><strong>Conclusion:</strong> The prevalence found is high and with irregular geographical distribution, which could help identifying the main causes of the problem at the local level.</p>

RESUMOO presente artigo conceitual-teórico tem como objetivo investigar as principais condições de atuação de órgãos multilaterais internacionais em pleno contexto de Pandemia pela Covid-19, e as principais diferenças desta atuação se comparada com os projetos destes órgãos em prol do Desenvolvimento no mundo ao longo do século XX. A partir da análise histórica do conceito de Desenvolvimento e da noção contemporânea de colonialidade a partir da perspectiva gerencial, o trabalho se mostra introdutório ao analisar os dados extraídos em pronunciamentos de executivos da Organização Mundial da Saúde (OMS) ao longo do cenário pandêmico, principalmente com a triste marca de mais de 1 milhão de mortos vítimas da doença, todos veiculados em mídias de alta repercussão. Como conclusão, ainda passível de contribuições com o avanço da pandemia pelo mundo, é indicado que há uma tendência significativa para a mudança das ações destes órgãos internacionais, uma vez que estão voltados a uma realidade até então inédita de auxílios emergenciais a todos os países afetados pela doença, independentemente de seu nível de subdesenvolvimento.Palavras-chave: Desenvolvimento. Órgãos Multilaterais Internacionais.  Effects of the Covid-19 Pandemic for development (s): an introductory analysis on the managerial perspective of international multilateral agencies in underdeveloped countriesABSTRACTThis conceptual-theoretical article aims to investigate the main performance conditions of international multilateral agencies in the context of Pandemia by Covid-19, and the main differences of this performance when compared with the projects of these agencies in favor of Development in the world throughout of the 20th century. Based on the historical analysis of the concept of Development and the contemporary notion of coloniality from a managerial perspective, the work is shown to be introductory in analyzing the data extracted from statements by executives of the World Health Organization (WHO) throughout the pandemic scenario, mainly with the sad mark of more than 1 million dead victims of the disease, all aired in high-profile media. As a conclusion, still subject to contributions with the advancement of the pandemic around the world, it is indicated that there is a significant tendency for the actions of these international bodies to change, since they are geared to a hitherto unprecedented reality of emergency aid to all affected countries. disease, regardless of their level of underdevelopment.Keywords: Development.
