After examination of the research carried out by other agencies, Saskatchewan Highways and Transportation (SHT) embarked on an initiative to adapt low tire pressure technologies to the province's needs and environment. The focus of the initiative was to explore several technical questions from SHT's perspective: (a) Can low tire pressures be used to increase truck weights from secondary to primary without increasing road maintenance costs on thin membrane surface roads? (b) What are the short- and long-term effects of tire heating under high-speed/high-deflection constant reduced pressure (CRP) operations in a Saskatchewan environment? (c) What effects do lower tire pressures have on vehicle stability at highway speeds? To date, significant opportunities have been noted on local hauls (less than 30 min loaded at highway speeds) for CRP operation and long primary highway hauls that begin or end in relatively short secondary highway sections that limit vehicle weight allowed for the whole trip for central tire inflation technology. The background and environment for the initiative and the investigations and demonstrations envisioned and undertaken are briefly outlined.

AbstractThe rising salinity of land and water is an important, but understudied, climate change-sensitive trend that can exert devastating impacts on food security. This mixed methods investigation combines salinity testing with qualitative research methods to explore these impacts in one of the most salinity-affected regions in the world—the Ganges River Delta. Data collection in 2015 and 2016 undertaken in Bangladesh’s southwest coastal region and Dhaka consisted of 83 in-depth household and stakeholder interviews, six community focus groups, and salinity testing of 27 soil and 45 surface and groundwater samples. Results show that household food production is a multifaceted cornerstone of rural livelihood in the southwest coastal region, and virtually every component of it—from rice plantation and homestead gardening to livestock cultivation and aquaculture—is being negatively affected by salinity. Although households have attempted multiple strategies for adapting food production, effective adaptation remains elusive. At the community level, improved irrigation and floodplain management, as well as restrictions on saltwater aquaculture to abate salinity, are viewed as promising interventions. However, the potential of such measures remains unrealized on a broad scale, as they require a level of external resources and regulation not yet provided by the NGO and government sectors. This study elucidates issues of accessibility, equity, and governance surrounding agricultural interventions for climate change-related salinity adaptation, and its findings can help inform the community of organizations that will increasingly need to grapple with salinity in order to guarantee food security in the context of environmental change.

What are the political imaginaries contained within representations of urban climate futures? What silent but corollary rural dispossessions accompany them? I investigate these questions through the experience of migrants from rural coastal Bangladesh to peri-urban Kolkata. The threats posed to their villages by a variety of ecological disruptions (both loosely and intimately linked with climate change) drive their migration in search of new livelihoods. Their experiences suggest that the demise of rural futures is entangled with the celebration of urban climate futures. However, social movements in this region resisting agrarian dispossession point to alternative political imaginaries that resist teleologies of urbanization at the expense of agrarian livelihoods. Current work in both agrarian studies and urban studies theorizes these linked dynamics of rural–urban transition, seeking to understand them in relation to broader political economies. I bring these debates into conversation with one another to highlight the importance of attention to counter-hegemonic agrarian political imaginaries, particularly in the face of predictions of the death of the peasantry in a climate-changed world. It won’t be possible to identify or pursue just climate futures without them.

Progressive salinization of water and soil will be increasingly severe in low-lying coastal areas as climate change proceeds. Thus, understanding the economic impacts of salinity intrusion will be essential for effective adaptation planning. This paper uses econometric analysis to predict the impact of climate-induced increases in soil salinity on high-yielding-variety rice production in coastal Bangladesh. Findings indicate an output decline of 15.6 percent in nine subdistricts where soil salinity will exceed 4 deciSiemens per meter before 2050. Without new adaptation strategies, the predicted changes will result in 7.7 and 5.6 percent losses in the Barisal and Chittagong regions, respectively.
