Security is one of the basic needs of the individual, society and the state, as well as an integral condition for their development. Corruption is among the threats to the national security of the Russian Federation, as it follows from the National Security Strategy approved by Presidential Decree No. 683 of 31.12.2015. The significant efforts made by the state since the mid‑2000s to form and improve social, legal and organizational mechanisms for combating corruption consistently lead to positive results. At the same time, we have to state that corruption continues to cause irreparable harm to public relations, creates an atmosphere of social tension in society. It is no coincidence that the new National Security Strategy, approved by Presidential Decree No. 400 of 02.07.2021, emphasizes the need of society to strengthen the fight against corruption. The high rates of development of anti-corruption legislation, as well as the institutionalization of anti-corruption structures, have led to the formation of natural intra-system contradictions that hinder the further sustainable development of anti-corruption activities. The emerging trends of stagnation of the anti-corruption system actualize the search for qualitatively new fundamental scientific developments that allow us to reach a new level of intersectoral scientific understanding and development of anti-corruption mechanisms. The current stage of the development of scientific knowledge about the phenomena of corruption and security, as well as the relevant anti-corruption and security systems, allows us to identify sufficient prerequisites for the beginning of the development of the theory of anti-corruption security, which contains methodological approaches to ensuring personal, state and global anti-corruption security

Problem setting. The relevance of the article is confirmed by the fact that the interaction between the main components of the Security and Defense Sector of Ukraine, namely the security forces and defense forces, in both peacetime and wartime, is the main condition for national (state) security. The problem of the Security and Defense Forces development is at the planning stage, as, given their current state, there are still many shortcomings in the actions of the state leadership and the governing bodies of the Security and Defense Sector. With the adoption of the new version of the National Security Strategy, the tasks of the security and defense forces become more complicated, which requires some adjustments for changes in strategic planning. This very point actualizes the topicality of the article. Recent research and publications analysis. The analysis of domestic and foreign scientific literature has shown that the issues, considered following the topic of the research, are now covered in the studies of many authors, such as V. Bogdanovich, O. Bodruk, O. Vlasyuk, V. Gorbulin, S. Kononenko, G. Perepelytsia, V. Pocheptsov, O. Reznikov, A. Semenchenko, G. Sytnyk, M. Sitsinska, M. Sungurovsky, V. Lipkan, I. Hrytsyak, A. Kachynski, V. Telelym, A. Paderin, T. Starodub, A. Sitsinsky, O. Sukhodolia, L. Chekalenko, V. Chaly and other scientists. However, a comprehensive study to determine the role and place of the security and defense forces of Ukraine in the system of military security of the state has hardly been conducted. Highlighting previously unsettled parts of the general problem. The purpose and the objective of the article is to analyze the problems of security and defense forces development in the context of ensuring Ukraine’s military security, and to identify ways to improve the effectiveness of interaction between the security and defense sector components in the course of implementation of the new national security strategy. Paper main body. The main element of the security and defense forces is the Armed Forces. The Armed Forces of Ukraine is a military formation, which, according to the Constitution of Ukraine, is responsible for the defense of Ukraine, protection of its sovereignty, territorial integrity and inviolability. The Armed Forces of Ukraine provide deterrence and repulse of armed aggression against Ukraine, protection of state airspace and underwater space within the territorial sea of Ukraine; in cases specified by law, they participate in activities aimed at combating terrorism. The main military formation of the security forces is the National Guard of Ukraine, which is designated to perform tasks of the state security and protection of the state border, and which also participates in cooperation with the Armed Forces of Ukraine, while repelling armed aggression against Ukraine and eliminating armed conflict by conducting military (combat) actions, and in the implementation of territorial defense tasks as well. Conclusion of the research and prospects for further studies. It is stated that, given the complexity of the threats the country is facing, the accumulation of efforts of all components of the security and defense forces is required, especially in conditions of aggravation of the social and political situation in Ukraine, caused by the active influence of the Russian Federation on the spread of anti-state and separatist tendencies and direct intervention in all social processes of our state. Therefore, only after the elimination of the threat from the Russian Federation it will be possible to divide the issues into separate security or defense ones, since such issues as ensuring the territorial integrity of the state, preserving public peace, freedoms and rights of citizens are very interrelated.

Problem setting. The article establishes that the objective impossibility of rapid integration of Ukraine into the European European community turns it into a platform for the constant relations clarification between the West and the East. The uncertain situation of our country due to this fact dictates specific rules, according to which Ukraine should pursue an inconsistent policy related to the political and economic conjuncture, and this increases the likelihood of possible security challenges to Ukraine in the context of destabilization of the international security space. In such a situation, the adoption by a state of relevant regulations of a profile nature, which would completely meet all the challenges of our time, comprises a very important fact. Recent research and publications analysis. Many works consider general issues of national security in Ukraine, a fundamental place among which belongs to H. Sytnyk, the co-author of the National Security Strategy of Ukraine, many bills, conceptual scientific strategies and political programs in the sphere of national security of Ukraine, as well as the works by V. Abramov, N. Nyzhnyk, V. Oluyko, V. Pasichnyk et аl. The assessment of real threats and challenges to national security, as well as their geopolitical context, was conducted by S. Bielay, V. Hulay, K. Kononenko, M. Malsky, L. Novoskoltseva et al. Highlighting previously unsettled parts of the general problem. To analyse the prerequisites, main provisions, security risks, challenges and tasks of the 2020 National Security Strategy, find out its novelties in comparison with previous strategies, as well as to determine its significance for the current situation in Ukraine. Paper main body. It has been established that since 2014, full-scale aggression of the Russian Federation has continued in Ukraine, which has all the typical features of so-called “hybrid war”, and is implemented in the forms of military and other illegal actions, reflected in almost all key spheres of life of the Ukrainian state and society in general, including information, economic and diplomatic space. So, on September 14, 2020, the President of Ukraine signed the Decree “On the National Security Strategy of Ukraine”. The content and structure of the Strategy is quite different from its previous versions adopted in 2007, 2012 and 2015. The adoption of this document was really expected, because it should have shown the authorities’ vision of threats, risks and challenges to Ukraine’s national security and determination of the ways to neutralize such threats. The new Strategy replaced one dated 2015. 2020 Strategy makes the appropriate accents and articulates problems that clarify the view of security component and this is important from the point of view of the activities of state bodies, because this is what they will rely on in the coming years when forming their action plans, primarily in the security sector. For the first time, the new Strategy is based on the following basic principles: 1) deterrence; 2) resilience; 3) interaction. This document focuses not only on military issues, but also on areas related to the security sector, information, diplomatic and economic spheres. The Strategy focuses on the fact that the Russian Federation, while continuing military actions against Ukraine, systematically uses economic, political, military, information and psychological, as well as cyber means. In addition, the Strategy takes into account the latest changes related to the crisis in global economy, the spread of the COVID-19 disease caused by coronavirus, as well as the increased risk of natural and man-made emergency situations. With the spread of the COVID-19 pandemic, there were also critical problems in the health and social protection systems, in the information sphere, and this in turn led to an increase in unemployment, destruction of established lifestyles and, in general, it threatens food development, hinders free movement of capital, goods and labour force, damaging the service sector. There is also an intensification of rivalry between key world players in the geopolitical position, in particular, between the United States of America and the People’s Republic of China for world leadership. The document stipulates that acquisition of full membership of Ukraine in the EU and the North Atlantic Treaty Organization is the strategic course of the state. Conclusions of the research and prospects for further studies.The 2020 National Security Strategy meets the challenges of our time and is more narrative than similar documents of previous years. Its basic principles such as deterrence, resilience and interaction provide more opportunities for updating the security sector and responding quickly and flexibly to new challenges and threats facing Ukraine. At the same time, the implementation of ideas set out in the Strategy will depend on those sub-strategic documents (strategies and programs) that are to be adopted within six months according to the new Strategy. If these documents manage to offer effective means of counteracting hostile activity, the newly adopted Strategy will become an effective planning tool, rather than another bureaucratic pro forma. Research and analysis of other new regulations defining security challenges and threats for Ukraine can be a prospect for further scientific research.

The present study provides the results of a theoreti-cal and methodological analysis of the problem of ensuring national security in the Russian Federa-tion. There is evaluated the strategic forecasting and planning management measures aimed at ensuring the state’s national security. The object of this study is the problem of ensuring Russia’s national securi-ty. The subject of the study is the regulatory legal system for ensuring the national security of the country: Decree of the President of the Russian Federation No. 683 “On the National Security Strate-gy of the Russian Federation” dated December 15, 2015; Federal Law No. 390-FZ “On Security” dated December 28, 2010; Federal Law No. 172-FZ “On Strategic Planning in the Russian Federation” dated June 28, 2014; as well as a set of other statutory documents regulating activities to ensure the na-tional security of the Russian Federation. It is con-cluded that at present there is understudied the sci-entific analysis of the problem regarding the devel-opment of a nationwide complex system within the framework of ensuring the national security of the country. Scientific research on the designated topic has shown that the forms and methods of ensuring national security, taking into account modern chal-lenges and threats, are an integral part of the system of critical technologies, which should ensure the implementation of the most important priority areas for the state, including ensuring economic, scientific and technical security.

The subject of this research is the rate of recorded crimes of terrorist and extremist nature in their dynamics for the period of implementation of the National Security Strategy of the Russian Federation until 2020. For the purpose of discovering the impact of criminalization and decriminalization processes upon the changes of this index, the author explores s the norms on responsibility for extremist and terrorist crimes, which also comprise the subject of this research. Attention is given to corrections in method of accounting of such crimes in the examined period, as well as their impact upon the changes of the index. In the course of study it was discovered that compared to 2009, the number of recorded crimes of extremist nature during the period of 2014-2018 increased by 2.5-3 times, but in 2019 this index has returned to the initial numbers, which is explained by partial decriminalization of acts stipulated by the Article 28 of the Criminal Code of the Russian Federation. The number of recorded crimes of terrorist nature by 2019 superseded the 2009 index by almost 3 times, caused by criminalization of various accompanying manifestations of terrorist activity. The growth in the indexes of both cases relates to expansion of the list of actions attributable to the aforementioned categories of crimes in formation of statics. In the end, implementation of the Strategy cannot be assessed negatively due to growth in crime rate, since it is caused by the socially justified amendments to the Criminal Code of the Russian Federation and changes in statistical calculation.
