The paper describes an algorithm for determining the thematic proximity of magazines. The results of its software implementation can be used to solve the following urgent tasks: clasification of the scientometric indicators values in the evaluation of scientific activity; assessment of the main trends in the development of the main scientific areas; determination of the relationships between data in information systems for constructing ontologies and defining safety rules within the framework of the ABAC model; creation of effective and convenient mechanisms for searching for scientific information. A feature of the presented algorithm is the use of the co-authorship graph for constructing the thematic proximity metric and the ability to process magazines in different languages, which is difficult to implement for other thematic analysis algorithms based on the analysis of full-text information. The software implementation of the presented algorithm is used in practice in the scientometric system "ISTINA".

The article presents the results of a study of a variety of national and regional practices for registering and tracking the publication activity of researches and their citation indicators in dif­ferent countries and regions. The case study is based on the necessity of establishing objective scientometric indicators that are independent from the research area, region, language, and place of publication. A study of twelve national and regional research information systems has been conducted. The article presents the original research methodology, as well as a developed system or criteria used in performing a compara­tive analysis of foreign practices. The results of this analysis of foreign practices are used as the basis of researching and developing a national platform used for access and analysis of Bul­garian scientific information.

Modern scientometric systems and citation systems use various mechanisms of thematic search and thematic filtering of information. In most cases, a full-text approach is used for thematic analysis of articles and journals, which has a number of limitations. The use of algorithms based on graph analysis, both independently and in conjunction with full-text algorithms, eliminates these limitations and improves the completeness and accuracy of subject search. The algorithm developed by the authors and presented in this work uses the co-authorship graph to analyze the thematic proximity of journals. The algorithm is insensitive to the language of the journal and selects similar journals in different languages, which is difficult to implement for algorithms based on the analysis of full-text information. The algorithm was tested in the scientometric system IAS ISTINA. In the interface developed for these purposes, the user can select one journal that is close to him on the subject, and the system will automatically generate a selection of journals that may be of interest to the user both in terms of studying the materials available in them and in terms of publishing his own articles. In the future, the developed algorithm can be adapted to search for similar conferences, collections of publications and scientific projects. The presence of such a tool will increase the publication activity of young employees, increase the citation rate of articles and the citation rate between journals. The results of the algorithm for determining thematic proximity between journals, collections, conferences and scientific projects can also be used to build rules in models of differentiating access to data based on domain ontologies.

CONTEXT AND OBJECTIVE: The use of rigorous scientific methods has contributed towards developing scientific articles of excellent methodological quality. This has made it possible to promote their citation and increase the impact factor. Brazilian periodicals have had to adapt to certain quality standards demanded by these indexing organizations, such as the content and the number of original articles published in each issue. This study aimed to evaluate the methodological adequacy of two Brazilian periodicals within the field of cardiology that are indexed in several databases and freely accessible through the Scientific Electronic Library Online (SciELO), and which are now indexed by the Web of Science (Institute for Scientific Information, ISI). DESIGN AND SETTING: Descriptive study at Brazilian Cochrane Center. METHODS: All the published articles were evaluated according to merit assessment (content) and form assessment (performance). RESULTS: Ninety-six percent of the articles analyzed presented study designs that were adequate for answering the objectives. CONCLUSIONS: These two Brazilian periodicals within the field of cardiology published methodologically adequate articles, since they followed the quality standards. Thus, these periodicals can be considered both for consultation and as vehicles for publishing future articles. For further analyses, it is essential to apply other indicators of scientific activity such as bibliometrics, which evaluates quantitative aspects of the production, dissemination and use of information, and scientometrics, which is also concerned with the development of science policies, within which it is often superimposed on bibliometrics.

Majors are part of higher education institutions that a very important role determining the thesis student supervisor . At the Department of Information Systems, Faculty of Mathematics and Natural Sciences (MIPA) the determination of the thesis supervisor is carried out through a lecturer meeting based on its title in accordance with the competence of the lecturer who will guide, regardless of the number of lecturers' workload or the number of students being supervised. The results of the decision of the meeting to determine the supervisors will be announced to students after the meeting is held. This flow inefficient and may lead to ineffective determination of the supervisor . The final result of the system shows that the Simple Additive Weighting (SAW) method can be applied to determine the weight value of each attribute so as to produce a ranking of each alternative lecture who will be selected as a student supervisor for the thesis according to the result of computerized and accurate calculations.

The article deals with the results of the analysis of international and domestic experience in the use of network services, which can independently evaluate the quality of electronic publications and scientists’ publication activity. It can be achieved by the analysis of the values of scientometric indicators included in the bibliometric open electronic systems. This approach is associated with certain risks of objective evaluation of researchers’ scientific activity efficiency. The conditions for the inclusion of scientific publications in the search systems like Google Scholar are considered. It is concluded that the scientometric base, which is today an international and widely used in practice, should be developed to provide a more adequate reflection of the character and level of scientists’ scientific activity, as well as their personal contribution to the development of certain areas of science.

Floods in Pekanbaru City have often hit the region along the Siak river, including the Rumbai subdistrict. Disasters such as floods have detrimental impacts on society, including a massive loss of lives. However, several strategies can minimize the impacts of flooding, including making a plan evacuation route mapping with Geographic Information Systems (GIS). This is a planning-based analysis of data using the algorithm djikstra for result pathways for efficient and effective evacuation. The evacuation routes involve seven simulation parameter modeling, specifically flood, length path, wide roads, road conditions, road materials, presence or absence of bridges, and the road’s direction. These parameters are processed using algoritma djikstra to generate the appropriate evacuation routes based on study area conditions. The analysis focuses on one evacuation route in Palas and the other six in Sri Meranti Village. The routes in Palas Village lead to the evacuation place of the Al-Jihad Mosque, while those in Sri Meranti Village heads to Al-Ikhlas Mosque, MDA Aula Rumbai, Nurul Haq Mosque, M Nurul Mosque, vacant land, and Stadium Parking Area.
