Policy and program design is a major theme of contemporary policy research, aimed at improving the understanding of how the processes, methods and tools of policy-making are employed to better formulate effective policies and pro-grams, and to understand the reasons why such designs are not forthcoming. However while many efforts have been made to evaluate policy design, less work has focused on program designs. This article sets out to fill this gap in knowledge of design practices in policy-making. It outlines the nature of the study of policy design with a particular focus on the nature of programs and the lessons derived from empirical experience regarding the conditions that enhance program effectiveness.

Due progressive influence of the Open-Government (OpGov) movement as an emerging paradigm over several nation state-reforms and over debates and processes around the world (Ramírez-Alujas & Cruz-Rubio, 2012) this paper seeks to identify and explore the main elements in defining and analyzing policy designs in the face of the Open Government perspective. Specifically, this effort addresses several questions: What policy-design dimensions (tools, instruments and rationales) may define a policy design as an “open policy design”? What directions should take policy-research in order to cope adequately with this (presumably) new subject of study?

Payment for ecosystem services (PES) is a market-based policy approach intended to foster land use practices, such as forest conservation or restoration, that protect and improve the benefits from healthy, functioning ecosystems. While PES programs are used globally, they are an especially prominent environmental policy tool in Latin America, where the vast majority are payment for hydrological services (PHS) programs, which incentivize the conservation and restoration of ecosystems associated with water production and clean water for clearly defined water users. As a market mechanism, PHS approaches involve a transactional relationship between upstream and downstream water users who are connected by a shared watershed. While existing literature has highlighted the important role of non-state actors in natural resource management and program effectiveness, few studies have explored the role of stakeholder participation in the context of PHS programs. Building on the collaborative learning approach and the Trinity of Voice framework, we sought to understand how and to what extent PHS program stakeholders are engaged in PHS design, implementation, and evaluation. In this paper we explored (1) the modes of stakeholder engagement in PHS programs that program administrators use, and (2) the degree to which different modes of stakeholder participation allow PHS stakeholders to have decision power with which to influence PHS policy design and expected outcomes. To better understand the role of stakeholder participation, and the different ways participation occurs, we used a comparative multiple-case study analysis of three PHS program administration types (government, non-profit, and a mixed public–private organization) in Mexico and Colombia that have incorporated stakeholder engagement to achieve ecological and social goals. Our analysis draws on institutional interviews to investigate the modes of stakeholder engagement and understand the degree of decision space that is shared with other PHS stakeholders. Across all cases, we found that the trust between key actors and institutions is an essential but underappreciated aspect of successful collaboration within PHS initiatives. We conclude with recommendations for ways in which program administrators and governmental agencies can better understand and facilitate the development of trust in PHS design and implementation, and natural resources management more broadly.

Worldwide, active aging policy calls for greater participation of senior citizens in the social, economic, and political realms. Despite emerging evidence of initiatives engaging senior citizens in social activities, little is known about the use of participatory approaches in the design and/or implementation of policies that matter to older citizens. This article identifies initiatives facilitating the civic participation of older people in policy-making in European Union member and associate states, drawing on a review of the literature, consultation of national policy experts, and exemplary case studies. Four main patterns of senior civic participation are identified: adopting consultative or co-decisional participatory approaches in policy design or policy implementation. The four are represented to varying degrees at different geographical levels (national, regional, local), with different actor configurations (appointed, elected/nominated, corporate representation), and with varying degree of institutionalization (temporary/permanent). Case studies illustrate approaches taken to enhance the quality and effectiveness of public services for senior citizens. Future research should strengthen this line of enquiry to cast further light on conditions facilitating the civic participation of senior citizens.

Governmental organisations produce vast quantities of scientific information on the state of the marine and coastal environment which is often intended to guide policy-making to mitigate or reverse the declining trends in the health of the environment. How scientific information is used and how it influences environmental policy and decision making are however not well understood. The apparent disconnect between the knowledge and information produced by scientists and that used by policy makers is attributed to problems at the science-policy interface. Based on a multi-disciplinary literature review, this paper describes how policy makersseek out and use scientific information within the context of policy design in the 21st century. Best practices for increasing information flows across the science-policy interface are drawn from a study of the awareness, use, and influence of The 2009 State of the Nova Scotia Coast Report in coastal policy making in Nova Scotia.Strategic or rational approaches to policy making can increase the two-way flow of information across the science-policy interface as it facilitates collaboration among multiple actors in information generation, transmis-sion, and use. The production, use, and influence of The 2009 State ofNova Scotia's Coast Report in coastal policy making in Nova Scotia demonstrates the strategic approach to policy making whereby coastal policy is being developed through (i) intergovernmental partnerships, (ii) the use of best available information, (iii) linkages between the policy process and policy output, and (iv) public participation.

Participatory mechanisms are now widely used by national and local governments in developed and developing countries. While their purpose and form varies greatly, they all rely on the discretion of a professionalised bureaucracy to manage these processes and prepare their outcomes in a manner that they can feed into policy-making. Bureaucrats thus have a gate-keeping role. They can substantially influence whether and how information from participatory processes feeds into policy-making. Bureaucrats can thereby impact to what extent participatory mechanisms can deliver on their promise of giving citizens greater direct control over the policy-making process. Formal political control over the bureaucracy is limited in this case. Could informal controls make bureaucrats comply more with the demands of participatory mechanisms? This study employs a large field experiment (N=7,532) to test (1) whether citizen input filters through to bureaucrats tasked with policy design and implementation and (2) whether bureaucrats’ engagement with citizen input can be in- creased by using non-monetary rewards and value-based communication. The experiment accounts for heterogeneity by bureaucrat seniority, central versus street-level roles and involvement in the collection of citizen input. It finds no meaningful engagement at the baseline (C=0%) but that motivational interventions can significantly increase engagement (T1= 14%, T2=15%). The findings suggest that currently little input from citizens filters through to bureaucrats, but small tweaks substantially increase the democratic potential of participatory initiatives.

China has substantially increased its engagement with Pacific Island countries since 2006, driving heightened geostrategic competition between traditional powers and China in the region. Research on Pacific Island countries by Chinese scholars has grown rapidly in recent years, but this development and its relationship with policy needs are little-known outside China. By analyzing the 129 journal articles published by Chinese scholars on Pacific studies between 2006–2019, with supporting interviews, this research aims to expand the debate on the policy-research nexus, especially in the Chinese context, by introducing Pacific studies in China. It argues that official policy needs have largely shaped Pacific studies in China, and that researchers who seek to influence policy-making tend to find the process slow and indirect. This research will also improve our understanding of Chinese scholars’ intellectual support of China’s Pacific diplomacy on certain topics.

At the heart of all policy design and implementation, there is a need to understand how well decisions are made. It is evidently known that the quality of decision making depends significantly on the quality of the analyses and advice provided to the associated actors. Over decades, organizations were highly diligent in gathering and processing vast amounts of data, but they have given less emphasis on how these data can be used in policy argument. With the arrival of big data, attention has been focused on whether it could be used to inform policy-making. This chapter aims to bridge this gap, to understand variations in how big data could yield usable evidence, and how policymakers can make better use of those evidence in policy choices. An integrated and holistic look at how solving complex problems could be conducted on the basis of semantic technologies and big data is presented in this chapter.
