This article proposes a localised and differentiated understanding of food democracy, or rather a plurality of localised food democracies. Based on the experiences of developing a local food hub in an area of socio-economic deprivation in the UK using a participatory action research (PAR) approach, it presents local responses to three key challenges derived from the literature. It argues that for civic food networks (CFNs) to contribute to a transition towards a food democracy, they need to address challenges of: 1) balancing ethical aspirations for environmental sustainability, social justice, as well as community and individual health; 2) developing the skills required for participation in CFNs; and 3) achieving wider impact on food system transformation beyond niche solutions. The responses, or tactics, presented in this article include flexible ethical standards responding to community needs, accessible participation focusing on relationships rather than skills, and a focus on local impact while striving to collaborate and network with other organisations. It thus frames food democracy as a plurality of approaches to build and replicate CFNs. The article positions PAR with its democratic and localised approach to address real-world problems as uniquely suited to navigate the challenges of CFNs. It also discusses the role of researchers in initiating, facilitating, and shaping such processes of food system democratisation as engaged actors.

AbstractFood systems analysis is increasingly being applied to understand relations between production, distribution, and consumption of food products, the drivers that influence the system, and the outcomes that show how well the food system performs on health and nutrition, on environmental sustainability, and on income and inclusiveness. Little attention has gone to the position of global export commodities, where production and consumption are far apart. Banana in Costa Rica and cocoa in Cote d’Ivoire were the subject of this study to find out what major drivers determine the functioning of these systems. Next to identifying drivers such as population growth and increased plant disease pressure, it was found that the typical far-away setting and different living conditions between producer and consumer countries required a special eye on governance as a tripartite arena (government, private sector, civil society) with their power relations, and on certification schemes as a driver that follows from corporate social responsibility. The certification schemes addressed cover all food system outcomes, although health and nutrition in a less conspicuous way. The descriptions of the functioning of the schemes were also linked to living wages and incomes for banana plantation workers in Costa Rica and cocoa smallholder farmers in Côte d’Ivoire. Although very meaningful, certification schemes so far do not prove to be a silver bullet, but they do have the potential, in combination with other measures, to help positive food system transformations.

If food democracy is about who gets to determine the food that we eat and the character of the underlying food system, then we must examine not only who gets to make decisions that impact on food but also on what evidence, or knowledge, these decisions are made. This article argues that widening the democratic scope of knowledge on which our decisions on food are based is an essential component of food democracy. Food democracies do not just call for citizens to be knowledgeable about the food system but for all stakeholders to actively contribute to the holistic understanding of the food system. Four dimensions of knowledge democracy are set out: The co-production of knowledge with stakeholders; harnessing non-cognitive knowledge represented in arts and culture; knowledge as a tool for action; and the open access and sharing of knowledge. This framework is then used to explore how knowledge is currently already produced and used in a way that enhances food democracy, including through Participatory Action Research with peasant farmers, using the arts to create a ‘contemplative commons’ about food and the unique dialogue process through which the social movement <em>La Vía Campesina</em> operates. Based on these, and other, examples the article concludes that universities, and other recognized centres of knowledge production, need to focus not only on creating new knowledge partnerships but also on finding spaces to challenge and shift accepted ways of knowing in order to better promote food democracy.

AbstractFood systems must serve different societal, public health and individual nutrition, and environmental objectives and therefore face numerous challenges. Considering the integrated performances of food systems, this paper highlights five fundamental paradigm shifts that are required to overcome trade-offs and build synergies between health and nutrition, inclusive livelihoods, environmental sustainability and food system resilience. We focus on the challenges to raise policy ambitions, to harmonize production and consumption goals, to improve connectivity between them, to strengthen food system performance and to anchor the governance of food systems in inclusive policies and participatory institutions. Taken together, these shifts in paradigms shape a new discourse for food system transformation that will be capable to respond to current and future policy challenges.

The article explores and discusses, both conceptually and empirically, the exercise of food democracy in the context of three alternative food networks (AFNs) in Brussels, Belgium. It demonstrates that food democracy can be described as a “vector of sustainability transition”. The argumentation is built on the results of a 3.5-year participatory-action research project that configured and applied a sustainability assessment framework with the three local AFNs under study. Firstly, the article presents a localized understanding of food democracy. Food democracy is defined as a process aiming to transform the current food system to a more sustainable one. This transformation process starts from a specific point: the people. Indeed, the three AFNs define and implement concrete processes of power-configuration to alter the political, economic, and social relationships between consumers and producers as well as between retailers and producers. Secondly, the article assesses and discusses how the three AFNs perform these practices of food democracy and what effects these have on the actors concerned. The assessment shows that the three AFNs distinguish themselves along a gradient of their transformative potential in terms of practices. However, this variation in their interpretation of food democracy does not translate into a gradient of performance.

Food democracy is a concept with growing influence in food policy research. It involves citizens regaining democratic control of the food system and enabling its sustainable transformation. In focusing mainly on civil society initiatives, food democracy research has so far neglected the potential of state-driven food-related participation processes. We base our study on qualitative interviews with local stakeholders in two smaller cities in southern Germany where the city administration and city council initiated participatory processes. The study aims to understand how local actors are framing state-driven participation processes concerning sustainable local food system transformation along key dimensions of food democracy. We identify eight categories that conceptually constitute food democracy: mutual knowledge exchange; legitimacy and credibility of knowledge claims; transparent processes for deliberating ideas; shared language for sharing ideas; expectations of and experience with efficacy; role model function of municipalities; raising awareness; and motivation and justification of the normative orientation. Furthermore, the empirical analysis shows that state actors can have important roles in food-related participation processes as potential initiators, shapers and implementers depending on how they interact with local food-related actors and how they design and coordinate food system transformation processes. This suggests that food democracy research should not necessarily conceptualize state actors, local entrepreneurs and citizens as opponents, but rather, should reconsider how these various actors can drive food democracy and citizenship in a supportive and coordinated way.

PurposeThis paper qualitatively explores arguments in the UK meat tax debate, including how they align with values from specific political ideologies and perspectives on sustainable food security.Design/methodology/approachThe authors conducted a scoping media analysis of articles published over 1 year in six leading UK newspapers, followed by semi-structured interviews with ten key stakeholders in late 2019. The authors identified categories of arguments, distilled the core conflicts and analysed how arguments reflected different ideas about human nature, the role of the state and solutions to food system challenges.FindingsArguments were categorised into five major topics: climate change and environment; human health; effects on animals; fairness; and acceptability of government intervention. Pro-meat tax arguments often aligned with modern liberal ideology, and sometimes echoed demand restraint or food system transformation perspectives on sustainable food security. Arguments against meat taxes were more likely to align with the efficiency perspective or classical liberal ideology.Originality/valueTo the authors’ knowledge, this is one of the first interpretive analyses of this controversial suggested policy. Despite having similarities with other debates around taxation – particularly taxes on sugar sweetened beverages – the meat tax debate contains unique complexities due to the prominence of environmental arguments, and differing values pertaining to animal welfare and rights. This study highlights the need for policy research exploring values, in addition to quantitative evidence.

Food and agricultural security are important elements of sustainable development, especially in developing countries. This is because progress in agriculture is fundamental to the structural transformation of developing economies while food security is an important indicator of progress made in economic development. Indeed, agricultural security and food security are intrinsically linked in the development process, as recognized by the Sustainable Development Goals (SDGs) of the United Nations. The nexus between food and agricultural security is so vast. This special issue only attempts to highlight two important dimensions: (a) the role of resilience in mitigating the impacts of shocks on food and agricultural security and (b) unique challenges faced in sustainable agriculture development and the analysis of best practices. The other nine articles in this special issue cover a wide range, including (a) food security, sustainability and the achievement of SDG goals; resilience and conflict; forced displacement and agriculture; and shocks and structural transformation in sub-Saharan African (SSA) countries; and, beyond SSA, (b) food self-sufficiency, public perceptions about good agricultural practices, environmental impacts of alternate crops, gender issues in agroforestry systems and food system transformation. Collectively, these articles highlight the link between food and agriculture security, environmental sustainability and resilience.

Despite South Africa’s celebrated constitutional commitments that have expanded and deepened South Africa’s commitment to realise socio-economic rights, limited progress in implementing right to food policies stands to compromise the country’s developmental path. If not a deliberate policy choice, the persistence of hunger, food insecurity and malnutrition in all its forms is a deep policy failure.  Food system transformation in South Africa requires addressing wider issues of who controls the food supply, thus influencing the food chain and the food choices of the individual and communities. This paper examines three global rights-based paradigms – ‘food justice’, ‘food security’ and ‘food sovereignty’ – that inform activism on the right to food globally and their relevance to food system change in South Africa; for both fulfilling the right to food and addressing all forms of malnutrition. We conclude that the emerging concept of food sovereignty has important yet largely unexplored possibilities for democratically managing food systems for better health outcomes.
