The article discusses the problem of overeducation which is described as a situation when individuals gain education higher than required in the labour market and, thus, fall into the so-called opportunity trap (Brown et al., 2011). Individuals’ investment into their education does not meet the expectations: they must expand their career opportunities by changing a career direction towards vocational training. The article aims to reveal the reasons that lead to such a situation. The case analysis revealed three periods which characterize and explain transformations in individuals’ considerations about the value of education and qualification. The 1st period describes a transition of graduates from secondary school to higher education institution. It reveals factors determining the choice of higher education institution. The 2nd period describes experiences of students in higher education system until changing their career for vocational training.  The 3rd period reveals main reasons and factors of students’ choices.

Stakeholders’ perceptions towards a career in vocational education and training (VET) in Vietnam negate the country’s industrial development plan. During the last 15 years, the Vietnamese Governments investment in to the sector increased annually. However, parents and their children still pursue the goal of higher education via the mainstream rather than a career path way using the vocational education and training system. Although stereotypical views of vocational students are being challenged, Confucian ideology maintains some influence over stakeholders’ educational decisions leading to the sustained popularity of higher education. This study explores the perceptions of students on the image of and their loyalty towards vocational education and training. A sample of 300 lower secondary school, 300 upper secondary school, and 300 vocational students was drawn from across the Northern and Southern regions of Vietnam. A survey questionnaire was used to collect data and mean analysis conducted to explore the data. The findings indicate that agreement with statements about facilities and equipment, teacher’s ability, curriculum, and soft skills are the clearest indicators of enhanced perceptions about the image of vocational education and training. Encouragement from parents appears most influential to positively affecting lower secondary students’ loyalty. Unexpected was that vocational students had less interesting continuing in vocational education and training compared to lower and upper secondary school students inclination towards a career in VET. First-hand experience seemingly leads to diminished perceptions and loyalty towards vocational education.

Many publications of Russian and foreign researchers tell about need of critical reconsideration of programs of marketing education. The priority in this process is taken by a problem of reduction of the content of vocational training of marketing specialists in compliance with the requirements of labor market. The cause is that, on the one hand, the demand of graduates is observed by labor market, on the other hand - employers are not quite satisfied with the level of their competence. Results of research of a demand of marketing specialists by labor market of the Ulyanovsk region and poll of the high school teachers participating in vocational training of marketing specialists about the formed competences and personal characteristics of future marketing specialists are presented in this article. In the article the attention to a question of is also paid what professional knowledge, abilities and personal qualities is not enough for the young specialists in marketing who just left walls of higher education institution, ways of overcoming of barriers "good theoretical base - bad orientation to practical activities" within training are given in higher education institution. In the conclusion the conclusion about what "portrait" of the modern marketing specialist who left walls of higher education institution is drawn.

O presente trabalho objetivou avaliar a reorientação da formação profissional, desenvolvida pelo PET-Saúde, a partir da visão dos preceptores que participam do programa vinculado a uma instituição de ensino superior do oeste de Santa Catarina. Para isso realizou-se um estudo do tipo exploratório descritivo, através da aplicação de um questionário predominantemente qualitativo. Os resultados obtidos revelam satisfação dos preceptores com o programa. Os dados apontam que os preceptores percebem uma boa relação entre a academia e os serviços de saúde. Algumas dificuldades também foram apontadas durante a efetivação do programa, principalmente relacionadas à disponibilidade de tempo dos participantes. Conclui-se que, de maneira geral, os resultados são positivos e que os preceptores têm um olhar otimista sobre a reorientação profissional desenvolvida pelo programa em questão.Palavras-chave: Preceptor. PET-Saúde.The Program of Education through Work for Health (PET-HEALTH) from the perspective of the preceptorsABSTRACTThis study aimed to evaluate in the reorientation of vocational training developed by PET- Health, from the view of preceptors participating in the program linked to a higher education institution in the West of Santa Catarina. For this we performed a study of descriptive exploratory, through the application of a predominantly qualitative questionnaire. The results show the satisfaction of preceptors with the program. The data indicate that the preceptors realize a good relationship between academia and health services. Some difficulties were also identified during the execution of the program, mainly related to the availability of time of the participants. Introduction. Content and Language Integrated Learning (CLIL) has recently been applied into education system, but a range of supporters is rapidly increasing, covering diverse countries. The CLIL approaches simultaneously use a foreign language as an object to studying and as an instrument to learning other subjects. The emergence of CLIL was related to a wide distribution of bilingualism in society and the need to cope with the problems related to this process, including the elimination of international conflicts, the consolidation of society as the factor of a social well-being, the support of a competitive labour market, etc.Despite growing popularity of CLIL across the world and recognised status by the European Union as one of the leading effective means to implementing international language policy of multilingualism, the academic teaching staff of Russian higher school does not still fully understand the organisational mechanisms and forms of a similar learning process, largely as a result of national characteristics and traditions. In a globalising world, CLIL didactics is currently becoming a perspective direction of higher education and an effective way both of acquiring and improving language and communicative competencies to provide further successful professionalising of students and to facilitate their career promotion in the chosen field of activity.Theaimof this paper was to sum up and discuss the experience of Tomsk Polytechnic University in conducting CLIL-based courses.Methodology and research methods. The concept of practice-oriented vocational education was used as the methodological base of the experimental work in order to search optimal variants when developing foreign language knowledge in the students of engineering specialties. In the course of the research, the approaches of comparative analysis, synthesis, generalisation, forecasting, design, modelling, prolonged monitoring of learning outcomes, observation and questionnaire survey were applied.Results and scientific novelty.The actualising reasons for CLIL approach in the Russian high school education were formulated and proved. The brief historical overview of didactic concepts was presented. The authors analysed temporary challenges which preceded the implementation of CLIL methodologies in the learning process of Tomsk Polytechnic University (TPU) and the introduction of programme “Vocational Training and Education in a Foreign Language” (3rd-4th years of education). The stages of teaching foreign language evolution at the university were distinguished: the anglification of engineering education transformed into multidisciplinary model of English for Specific Purpose (ESP); the creation of “pedagogical tandems” – the organization of courses with “double agents”; and, finally, CLIL training in which a cognitive component can be seen as the key characteristic and the main advantage. Success and failure in the field of CLIL practices available today at TPU were revised. The examples of private implementable practices were described and analysed. The research findings revealed the rationality when using various applied variations of CLIL methodology.Practical significance. The research outcomes allowed the authors to adjust not only the main educational programmes of higher education institution, but also internal programmes of professional development of teachers. Although the long-term experiment summarised in the publication in a single higher education institution does not apply for universality and mass circulation, the authors believe that experimentative materials will contribute to consistent embedding of CLIL courses into a complete system of vocational training.

This chapter reviews developments in the German educational system with regard to connecting professional and academic worlds of knowing within higher education programs. After setting the context by giving an overview on the segmentation of the higher education system and the vocational education and training system in Germany, the chapter focuses on recent developments enhancing permeability between these two sectors that manifest as new routes to higher education for professionals. These routes are combined in new ways within the German-wide state-funded competition “Advancement Through Education: Open Universities,” which is exemplary discussed. The chapter closes with summarizing challenges and outlining future perspectives.

Abstract The article presents the results obtained from a comparative analysis of the introduction of dual education in Germany and Ukraine. The European tendency towards transforming dual learning from vocational education to higher education is described. It is found that the conceptual basis for the introduction of dual learning is the cooperation between employers, educational institutions and students (employees), who are actively involved in learning, work and development of learning programmes for future specialists. The article discloses certain approaches to dual learning in Germany: combining learning in educational institutions with on-the-job learning, a focus on vocational training, being involved in the development of educational vocational programmes for social partners and the coordination of these programmes with all stakeholders. It also analyzes the main models of dual learning in German higher education institutions: learning- and practice-integrated studies. The learning-integrated model of dual learning includes the following characteristics: theoretical learning in a higher education institution is combined with simultaneous practical learning at an enterprise; such learning should result in obtaining a bachelor’s degree, as well as a document upon the acquisition of practical skills in a particular profession, issued by the Chambers of Commerce and Industry of Germany. The practice-integrated model of dual learning is characterized as follows: theoretical learning in higher education institution, which is combined with different options for practical activities at the enterprise (practical learning, internships, part-time job or part-time learning). The article also considers the programmes of dual learning in certain German institutions offering dual learning and characterizes the peculiarities of their content. It also presents the results of a comparative analysis on bachelor programmes in the field of motor transport of related specialties in Ukraine and Germany, describes the conditions of dual education in Ukraine and outlines the prospects for its further development.

The article is aimed at developing the conceptual principles for the creation and functioning of innovation-active university (IAU) as a modern strategic model of higher education institution in conditions of transformation and digitalization of society. A number of problems and contradictions are allocated and systematized, causing the need to transform the traditional university into an innovation-active, entrepreneurial structure, the activity of which consists in the interaction of the university with the economy, public administration bodies and society. It is determined that the formation of a new paradigm for the development of the higher education system raises the need for innovation-active universities in the form of entrepreneurial organizations that have a resource willingness to promote accelerated development of both the economy and society through intensive transfer of new, generated at the university knowledge and technology on the basis of partnership with key stakeholders. On the basis of studying the conceptual basis of the emergence and development of the IAU, a number of hypotheses of building an innovation-active university were developed, a system of conceptual provisions and principles of its functioning was formed. The purpose and objectives of the innovation-active university are defined, the system-forming directions of its innovation activity are allocated and characterized. On the basis of the carried out researches, the framework for the creation and development of the IAU was formed, containing a list of components of the internal environment and the factors that ensure their support on the basis of development of entrepreneurship and innovation. Prospects for further research in this direction are the development of a mechanism for the functioning of an innovation-active university, which will ensure the effective transformation of higher education institution on the basis of innovation and entrepreneurship development and will contribute to maintaining a high level of its competitiveness in the educational space.

In his paper the author deals with the origin of art education and the ways of its development in Latgale. The first significant art school was founded in Daugavpils in the 1920s and operated till the middle of the 20th century. After changing the statehood of Latvia during World War II it was reorganized into a vocational school and was closed in the post-war period. In the 1950s due to the initiative of Latgalian culture enthusiasts there was opened Rezekne Branch of Riga Secondary School of Applied Art. The school is still existing and functioning nowadays as a Secondary School Of Design and Art. In 1990 there was observed a significant change in art education when there was opened the first higher education institution of art in Rezekne – Latgale Branch of Art Academy of Latvia. Later on in 1992 in Daugavpils there was renewed “Sun School” and in 1996 at Daugavpils University there was founded the Art Department. In 2006 the first students of design programs were enrolled into the Faculty of Education and Design of Rezekne Higher Education Institution. Opening of art schools contributed to: - increase of cultural and educational level in Latgale; - development of skills in obtaining crafts of applied arts; - facilitation of the art's understanding in the society; - creation of opportunities to organize art education in Latgale. Existence of art schools encouraged: - to improve education of teachers and lecturers and develop creative skills; - to motivate students to participate in cultural activities and exhibitions; - to improve and develop the traditional types of Latgale applied art in a creative way. Art education in the 20th-21st Century gave opportunities: - to obtain higher education in art in Latgale, acquire new professions in the field of art and design; - to improve competences of teaching staff in exhibitions, workshops, conferences, projects; - to increase the creative-scientific level of lecturers by participation in international exhibitions and conferences; - to cooperate with universities in Latvia and abroad, exchange art exhibitions of their students and lecturers. In the 20th-21st Century there is a wide vocational network of art schools in Latgale. There are established two art secondary schools and three higher education institutions where artists or designers can acquire the appropriate education.
