FACTORS THAT INFLUENCE ICT INFRASTRUCTURE IN HIGHER EDUCATION: A CASE STUDY

This article analyses essential factors that can affect the Information and Communication Technology (ICT) infrastructure in higher education. There is a general lack of research on providing the general criteria for infrastructure that could be used as guidelines for education institutions. Higher schools usually develop their own infrastructure based on experts’ advice or delegate this task to the private IT companies. The article aims to investigate how users’ demands influence higher education ICT infrastructure. Therefore, the university-wide students’ demands that affect not only their academic performance but also particular activities are epitomized in the paper. As a case study, the ICT infrastructure of Kaunas University of Technology (KUT) was investigated in order to determine how university e-services fulfil the students’ demands. The research showed that some KUT e-services comply with specific students’ demands, while the others are universal and widely applicable. On closer inspection, it was inferred that not all demands are supported by e-services in the university as only the general information about a particular service is provided.

The impact of Information and Communication Technology (ICT) in the social and economic lives of people including the area of education cannot be overemphasized. Continuing education is an important vehicle for maintaining and improving professional standards and keeping in synch with the latest trends in the profession, especially for health care providers. Hinged on literature review, document review and case study, this chapter aims to elaborate on the importance of continuing professional development (CPD) to health and medical care, and how ICTs can be used as a platform for CPD. Focusing on Botswana as a case study, the chapter explores challenges and issues faced by health care providers in using ICTs to access CPD and includes solutions and recommendations. Challenges identified included underdeveloped ICT infrastructure and limited use of available ICT resources by health care providers.

The paper examines how to alleviate ergonomic hazard and techno-stress associated with the adoption of Information and Communication Technology (ICT). The University of Botswana was used as a case study. Personal observation and interviews were used to elicit information from the staff and students of the University. The rate of adoption of ICT was very high in the University. Most daily routines of academic and administrative duties were done through the Webct and network connection to mopipi.ub.bw. However, a serious gap was discovered in ergonomic practices because design of workstations did not perfectly match the standard expected to facilitate functionality and usability. It is imperative for the university to adopt the provisions of occupational health and safety policy to harmonize the environment, tools, and workers to achieve maximum efficiency and optimal performance.

Higher Education is the climax of the process of providing knowledge, changing learners attitude and inculcating specialized skills in individuals preparatory to taking a life-long employment with intent to earning a living and equally contributing to national economic growth and development. The Teaching and learning process is cardinal to the realization of the educational objectives of any nation. The advent of information and communication technology has made teaching and learning easier and beyond the traditional face to face interaction between the teacher and the learner. E-learning basically involving the transfer of skills and knowledge through an electronic device aims at improving the teaching/learning process. In spite of the benefits of e-learning to both regular students and distance learners, e-learning has been fraught with some challenges in Africa. Therefore, this paper discusses some of the challenges facing e-learning in Africa particularly in the Nigerian higher education system. These among others are epileptic power supply, high cost of procurement of computer hardware, inadequate infrastructure, and resistance to change on the part of the instructors, inability of learners to make use of ICT infrastructure, inadequate skilled manpower ICT, and corruption of computer storage device through viruses. Effectively managing the identified challenges means that the government would have to ensure regular power supply, lecturers and learners should be trained in the use of ICT infrastructure, and the government should evolve viable ICT policy as well as control or subsidise the price of the s of ICT infrastructure to make it affordable for both lecturers and learners. So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

The Bologna Process, Information and Communication Technology, and market forces have brought manyinnovations and great changes to higher education systems throughout Europe. Reforms in higher educationhave taken a new direction, towards making higher education students more autonomous. However, manycountries have not really adopted this innovative way of teaching and still maintain an old ‘transmission’ stylewhich often entails teachers trying to pour knowledge into the minds of their students. Promoting autonomouslearning (the ability of students to manage their own learning) in higher education is crucial both for theindividual and society, as the idea of an academic student comprises critical reflective thinking and theimportance of becoming an independent learner. This article will discuss the importance of promotingautonomous learning throughout self, peer and co-assessment for higher education quality enhancement. Thepaper will examine the case of International Black Sea University’s MA students enrolled in the Higher EducationManagement program. The analyses of a survey will be used to discuss the significance of autonomous learningfor students and their readiness for self, peer and co-assessment.

In this study, the integration of fuzzy analytic hierarchy processes (FAHPs) and fuzzy overlays in GIS was used to determine appropriate geographic zones for the establishment of knowledge intensive firms in 22 districts of the Tehran metropolis. According to the theoretical background, a number of criteria were selected for the identification of appropriate geographic zones. The results show that among the selected criteria, proximity to existing knowledge intensity firms, and companies providing information and communication technology (ICT) services, higher education and research centers, being close to convenient transportation network and land use have more important role in the location of firms. According to the findings, among 22 regions, regions 3, 7, 6, 1, 2, 10, 4, 11, and 12 are the most desirable ones for the deployment of firms. Ultimately, regions 6, 7, 3, and 1 have received “very high” priority for the deployment of knowledge intensive firms.
