In the era of digital economy, there is an urgent need in highly qualified engineering and Information Technology (IT) specialists in Kazakhstan. The aim of the research is to analyse the needs of higher education in the field of engineering and IT in Kazakhstan underpinning elaboration of implications for higher education in the field of engineering and IT in Kazakhstan. The empirical study was carried out in October 2019. Exploratory study was implemented. Interpretive paradigm was employed in the present work. Non-structured interview served as the basis for data collection. Content analysis was performed for data analysis. Findings of theoretical analysis allow extending three-component model on needs analysis, namely experts’ perspective, educators’ perspective, and students’ perspective by the fourth component, namely community perspective. Implications for higher education in Kazakhstan are formulated as following: universities delivering higher education in the field of engineering and IT in Kazakhstan need to balance academic and practical components in their study programmes; interaction between educators and students, on the one side, as well as enterprises, companies and industry, on the other side, should be enhanced in higher education in the field of engineering and IT in Kazakhstan. Directions of future work are proposed.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

This article addresses a problem of the potential of a university lecture. On the one hand, training of highly qualified personnel should meet the modern  requirements, and on the other hand, lecture remains the main form of  holding a tutoring at university. An analysis of attributes of higher education  modern pedagogical system, such as a purpose of system functioning,  subjects (students, teachers, etc.), content of training, made it possible to  conclude about qualitative changes in their nature, characteristics,  requirements related to the new realities of modern society. The old  stereotypes and attitudes which have been being formed for centuries and  have already lost their value, but continue to dictate forms, means and  methods of educational process organization are a hindrance to the  development of higher education. The need of society and state for qualified personnel has led to introduction of competence-based approach in  training of specialists who have an activity orientation, an ability to fulfill  functional duties, to solve professional problems. Development of  professional competences is possible only in the conditions of the  implementation of practice-based educational/professional activity, specially  organized students’ self-reliant work, immediate application of knowledge  acquired for the solution of various tasks.

Teachers in higher education are tasked with the demanding job of providing support tailored to each individual student’s need. To provide tailored support, teachers need to accurately monitor students’ activities and decide on appropriate support interventions. Learning analytics applications have the potential to aid teachers to maintain an overview of their students’ activities. However, those applications are often designed as centralized graphical displays, taking teachers’ attention away from the classroom and sometimes overburdening teachers. Therefore, we investigate whether ambient LA displays offer a solution to complement traditional LA applications, as these systems are designed as objects that integrate seamlessly into the classroom context. We conducted an exploratory study in Higher Education to investigate teachers’ needs for information and their perception of ambient LA displays in relation to their teaching practice. We formulate three key findings and a set of design opportunities that flow from these findings to inform future work of supporting the HE context with ambient LA displays.

IT governance calls for the definition and implementation of formal mechanisms at the highest level in the organization taking into account structures, processes and relational mechanisms for the creation of business value from IT investments. Several factors can influence IT Governance implementation success. Culture is one of these factors and the one this research will focus on. Seen as probably the most difficult factors to change since it is grounded on practices performed over time, it should receive special attention. This article aims to analyze how culture can influence IT Governance implementation of structure, process and relational mechanisms in the context of higher education. Ten case studies in universities from three different countries: Brazil, Portugal and Netherlands were carried out. The purpose is the identification of relevant differences in IT Governance implementation among organizations from the following cultures: uncertainty avoidance and individualism. This article concludes by presenting key contributions, limitations and future work.

Since the main form of teaching in higher education is a lecture, the main didactic goal of the lecture is to form the necessary basis for teaching students teaching materials. The most vulnerable aspect of traditional education is the students' indifference to the one-sided high activity of the teacher. For this reason, the number of lecture types has recently increased. Lectures using feedback methods are one way to energize students. One of the ways to effectively use information technology is to provide virtual feedback to students during lectures. In this work, an experiment was carried out using a virtual feedback tool. The importance of virtual feedback is emphasized and practical examples are given

Increasing pieces evidence suggest that learners with autism spectrum disorder (ASD) and their families experience limiting challenges in their transition at different developmental and academic levels in life. It is not clear, however, what the specific challenges that limit their successful transition are, despite parents' and teachers' efforts to support them. The current study sought to investigate the factors challenging students with ASD in transitioning to higher education. The study adopted a phenomenological qualitative research design with a total of 10first-year students with ASD in higher education institutions in Nigeria. The one-on-one interview was conducted, guided by a semi-structured interview schedule. Data collected were analyzed using content analysis, through the inductive thematic procedure. The results revealed five main themes, which include: academic functioning difficulties, social difficulties, structural issues, mental health problems, and lack of resources and supports. Each major theme was discussed based on the emerging subthemes. The findings of the study suggest an increased need for academic, social, materials, and environmental supports for students with ASD who transition to higher education institutions. More supports should be put in place to help learners with autism develop personal resources that will encourage their success in higher education institutions.

This paper focuses on the understanding of service quality in the context of Vietnamese universities. It proposes an approach for measuring the quality of the higher education service provided by universities in Vietnam. Firstly, an exploratory study was conducted. Then, the set of items which were generated became the subject of a questionnaire that was then administered to 675 students of a Vietnamese university to determine the dimensions of higher education service quality in this context. The obtained results permit us to appropriate a measurement scale which is slightly different from the SERVQUAL scale widely known as the standard for measuring service quality. The results also show that tangible elements, responsiveness and assurance seem to be three specific dimensions of the higher education service of Vietnamese universities.

The United States is in a bind. On the one hand, we need millions of additional citizens with at least one year of successful post-secondary experience to adapt to the knowledge economy. Both the Gates and Lumina Foundations, and our President, have championed this goal in different ways. On the other hand, we have a post-secondary system that is trapped between rising costs and stagnant effectiveness, seemingly unable to respond effectively to this challenge. This paper analyzes several aspects of this problem, describes changes in the society that create the basis for solutions, and offers several examples from Kaplan University of emerging practice that suggests what good practice might look like in a world where quality-assured mass higher education is the norm.
