The urban structure has no clearly visible boundaries between the content, function, form, and other, which is a consequence of the city?s spatial development and a multitude of influences connected within this process. The city, however, has been created as a product of periodic construction and all possible interventions related to such a course of development. Plans, planning activities, projects, cycles, etc. have not eventually given a clear overview of the total urban structure and shown it as a clear and, to all of us, desirable whole. In order for such a structure to be understood, it was also necessary to review each individual situation where, due to the complexity, the city should be divided into appropriate parts and subparts, which can then be given different names (city element, part of the city, structural area, etc., but of all names, the concept and term ?segment? is most commonly used). In order to be analyzed, recognized and planned in the future, designed and built, the whole of the city must rely on such a division. The notion of an urban segment is related to the nature and number of elements of its content, and with such qualitative and quantitative nature, it becomes the basis for any further analysis. Analytical procedure of the segment also implies an additional analysis - of their mutual interactions or border areas. These areas are as significant as a segment, sometimes even more significant as they contain necessary information connecting the city into a whole.

Universities are important structural and functional elements of megalopolises, they carry out professional training of specialists for various spheres of society; in addition, they are scientific and cultural centers. Nowadays the issues of education improvement, in particular, its spatial organization, are especially important. In this regard, this work analyzes international experience of spatial organization of university campuses in urban structure, including determination of major forms of territorial-spatial organization of university campuses and approaches to territorial-spatial development of campuses both in urban structure and in the campus territory.

The paper proposes typology of Russia regions by the key features of urban settlement networks. Applied typologizing method is designed for strategic spatial development and involves size-status parameters of central cities along with the intra-regional urban structure (the population of the regional centres and concentration of urban population at the intra-regional level) as principal criteria. At more specific level subtypes, these indicators are extended by two general characteristics of urban settlement – share of the urban population and urban network density. The approach formally allows to engage the settlement pattern morphology as a condition and factor that, directly or indirectly, differentiate regional development. By comparison of two main and two additional urban settlement parameters, 5 types (metropolitan urban systems (capital cities’ agglomerations), urban systems with 1+ million urban centers, systems with major urban centers, urban systems with large-city centers, undeveloped urban settlement systems) and 13 subtypes of regional urban settlement systems are set. The mostly wide-spread is the large-city type, covering a total of 35 regions. A brief description of the types and subtypes of regional urban settlement systems is provided, summarizing principal challenges and directions of strategic spatial development specified by regional features of urban settlement networks.

In order to control the continued development of high-rise buildings and their irreversible visual impact on the overall silhouette of the city, the great cities of the world introduced new methodological principles to city’s spatial development models. These methodologies and spatial planning guidelines are focused not only on the controlled development of high-rise buildings, but on the spatial modelling of the whole city by defining main development criteria and estimating possible consequences. Vilnius city is no exception, however the re-establishment of independence of Lithuania caused uncontrolled urbanization process, so most of the city development regulations emerged as a consequence of unmanaged processes of investors’ expectations legalization. The importance of consistent urban fabric as well as conservation and representation of city’s most important objects gained attention only when an actual threat of overshadowing them with new architecture along with unmanaged urbanization in the city center or urban sprawl at suburbia, caused by land-use projects, had emerged. Current Vilnius’ spatial planning documents clearly define urban structure and key development principles, however the definitions are relatively abstract, causing uniform building coverage requirements for territories with distinct qualities and simplifying planar designs which do not meet quality standards. The overall quality of urban architecture is not regulated. The article deals with current spatial modeling methods, their individual parts, principles, the criteria for quality assessment and their applicability in Vilnius. The text contains an outline of possible building coverage regulations and impact assessment criteria for new development. The article contains a compendium of requirements for high-quality spatial planning and building design. Didieji pasaulio miestai, norėdami suvaldyti XXI a. prasidėjusią ir iki šiol besitęsiančią aukštybinių pastatų plėtrą, kuri sukėlė negrįžtamą vizualinį poveikį bendram miesto siluetui, pradėjo taikyti naujausius erdvinės plėtros modeliavimo metodologinius principus miesto erdvinei plėtrai formuoti.

Regional growth management has become a significant component of sustainable urban land development in many European metropolitan areas. Particularly in rapidly growing metropolitan regions, increasing population and job numbers require strategic planning management, but there is little knowledge about which planning instruments influence or direct these processes most effectively. Based on an analysis of spatial development in the Zürich metropolitan region, particularly in suburban areas, over the past several decades, this article examines the opportunities for the infill, revitalization and retrofitting of suburban business locations as key elements of growth management. In doing so, this article focuses on one central question: To what extent does (cantonal) regional planning and its specific instruments (cantonal structure plan) influence and control the spatial development and urban design quality in the retrofitting of suburban locations? The Glattal region was chosen as a case study as it experienced a significant change in terms of its urban structure during the last 10–15 years. In this context, suburban service locations were examined and analysed in depth using two case studies. The Hochbord area in Dübendorf and the Glattpark area in Opfikon demonstrate the conversion of formerly mono-functional areas (Hochbord) to mixed-use neighbourhoods and the development of new mixed-use locations (Glattpark). The article demonstrates how the suburban office stock transformed to strategic spots for mixed-use in both locations and explores how the retrofitting process could be directed at the cantonal level. In this context, spatial planning instruments at the regional level, such as the cantonal structure plan, seem to play a significant role in the transformation of the urban periphery.

The questions of spatial development as a modernization driver (the Kazakhstan case) are considered in this article. The analysis of the regional economic differences makes possible to work out the development guidelines, based on the advantages combination of the basic goods specialization and the policy of transferring growth impulses from the raw materials sector to the industry and service ones. Current challenges and opportunities, which face the Kazakhstan economy, the questions of economic diversification drive up the importance of the connection between spatial development and the cluster priorities. The analytical scheme of macro-regions and diversification through the dynamic focal networks can settle up these challenges.
