It is important to remember that people with disabilities have many different accessibility needs and that there are different ways to make technology accessible and that new accessibility needs emerge as technology changes. This paper looks at the state of accessibility policy in the U.S. in several technology infrastructures that may provide some lessons and directions for increasing inclusive information and communication technologies worldwide. For instance, if the many provisions involving technology in the UN Convention on the Rights of Persons with Disabilities are to have real and substantive meaning, policy and implementation at the infrastructure level must occur.</span>

A person with disabilities can present difficulties in occupational performance. It is necessary to develop a set of resources, technological or otherwise, to offset these difficulties, and contribute to the integration of people with functional diversity in society. These resources are called support products or technology support, but do not eliminate the deficits, they can eliminate the limitation of the performance of persons with disabilities. Moreover, the Information Technology and Communications (ICT) were formed as an alternative to personal empowerment of people with disabilities. To access and use of these new technologies are used to support specific products. In the market there is a diversity and variety of assistive technology, so it is necessary the classification and analysis of various products before the person can use it. The purpose of this chapter is to provide information about assistive technology, and specifically those directly related to ICT.

Beside the fact that the Internet was not primarily educational network (it didn’t emerge from the intention to be systematically used in the field of education), shortly after it emerged, possibilities of its application in education were recognised. This paper is dedicated to analysis of the most important chronological moments (technological and social in the first place) that were crucial in sense of comprehensive application of the Internet in service of education in general, but also in service of adult education. Having all mentioned in focus, in more details, we analysed emergence and development of the Internet observed as educational computer network in frame of general development of information and communication technologies. While realising mentioned analysis, our focus was on four historical periods of educational computer technologies. We also intended to emphasize the activities of international institutions that followed, encouraged and supported the development of the Internet use and the use of other information and communication technologies in the field of education. According to that, we distinguished the main moments referring activities of these organisations which describe in the best manner their contributions to growing application of the Internet in education in general, but also in adult education.

Due to the undesirable effects of the gap between citizens to access and use information and communication technologies (ICT), most researchers have been paying much attention to the threat of a digital divide. Unfortunately an amazingly large number of people do not have the abilities to use the ICTs in a proper way and, therefore, cannot draw advantages from its usage. As a result, digital divide is commonly regarded as a potential barrier for participation in the information society. This study measure the digital divide in Saudi Arabia by analyzing the results of a small-scale study conducted at the University KAU, regarding students’ and university members’ perceptions toward the usage of ICT. This analysis measure the digital divide concerning some factors like gender, educational level using a questionnaire. The analysis shows that KAU has no digital divide. Se presentan los resultados encontrados en la fase diagnóstica de la tesis doctoral: “Referentes pedagógicos para el uso y apropiación de las Tecnologías de la Información y Comunicación (TIC) al interior de los procesos educativos planeados y desarrollados por los docentes de educación superior”. Esta investigación se realiza en las facultades de ingeniería de tres universidades de Bogotá D.C., partiendo de la intuición de que los temas pedagógicos y didácticos en estas facultades siempre se han considerado en un segundo plano. La metodología de esta fase partió del enfoque cuantitativo mediante el diseño y la aplicación de una encuesta; el instrumento perseguía analizar el nivel de uso y apropiación de las TIC al interior de los procesos educativos que orientan los docentes de educación superior en ingeniería. El estudio permite confirmar que los docentes utilizan las TIC, pero también pone de manifiesto la necesidad imperiosa de orientar a los docentes de estas facultades en el adecuado uso de dichas tecnologías desde el punto de vista pedagógico y didáctico.Use and Appropriation of Information and Communication Technologies by Teachers in the Faculties of EngineeringThis research presents the results of the diagnostic phase of the thesis “Pedagogical References for Use and Appropriation of Information and Communications Technology (ICT) in Educational Processes Planned and Developed by Teachers in Higher Education.” This research was conducted in the engineering schools of three universities in Bogotá (Colombia), based on the intuition that pedagogic and teaching concerns in these departments have not always been faced in a good way. The methodology designed for this phase began with the quantitative approach through design and implementation of a survey: the instrument sought to analyze the level of use and appropriation of ICT into educational processes that guide engineering teachers in higher education. The study confirms that teachers do use ICT, and it also highlights the urgent need for guidance for teachers in these areas on the proper use of technologies not only from the teaching and learning points of view.Keywords: educational resources, ICT, pedagogy.

The relevance of discussing the components of the psychological strategy for teachers’ use of Information and Communications Technology (ICT) at General High School Educational Institution (GHSEI) involves the categories of cooperation, reflexive, motivational and informational parts of the strategy have been developed and characterized as components of teacher readiness for professional activity in a multidisciplinary environment. The aim of the research is to develop a pedagogical strategy for psychological readiness of teachers to use ICT to eliminate internal and external barriers that interfere with the intensive exchange of information among and behind the educational team. Methodology. Sociological survey (number of participants 1200) on the platform “Online Test Pad” among teachers of GHSEI (Ukraine). Results. The list of components in the structure of psychological readiness of students to implementation of educational innovations, including emotional-motivational, cognitive-motivational, orientational, activity-operational, moral, communicative, volitional, mobilizing, evaluative-resulting. The article outlines the stages of solving the main psychological barriers to innovation in the use of information and communication technologies. Presented is the assessment of the components of psychological readiness to the implementation of ICT through the respondents’ free responses. The article revealed the criteria of psychological actualization of personal achievements in the use of ICT in professional activity. The conditions of psychological readiness for the use of ICTs in pedagogical activity as well as the professional tasks of ICT use were determined. The practical value of the study was the presentation of the recommended strategy for implementation of ICT-warehouses in professional activities with the use of information on the psychological readiness of the teacher.

The Anglican Diocese of Natal in South Africa (hereafter the Diocese) is part of the Anglican Church of Southern Africa. It covers the western part of the KwaZulu-Natal province, west and south of the Tugela and Buffalo rivers. The Episcopal leader of the diocese is the Bishop of Natal. This study aimed to examine the current records management framework at the Archives of the Anglican Diocese of Natal (hereafter the Archives), especially with regard to records relating to indigenous laity within the Diocese. The study identified the strengths and weaknesses of this framework and recommends an effective and efficient records management protocol for the future. The study was based on a literature review and the personal experiences and observations of one of the researchers who worked at the Diocese at the time of the study. The study concludes that the Diocese does not have a clear records management programme to deliberately guide the management of indigenous related records. It recommends the need to embrace information and communication technologies (ICTs) and other innovative changes in in order to create an enabling environment to facilitate records location, accessibility, retrieval and the timely utilisation of information.The paper argues that a reconfiguration of policy and methods needs to take place in order to acknowledge the many faceted relationships that exist between indigenous peoples and records, and to recognise the rights of indigenous communities to participate in the process of decision making about records management and practices. The paper considers these issues by examining challenges that are presented in managing existing indigenous collections in church repositories in South Africa, followed by a discussion about the challenges and opportunities that exist in the digital domain for rich and diverse collections to be created that allow for multiple perspectives.

Information and Communication Technologies (ICT) offer a promising technology for citizens with disabilities to participate in local e-governance planning and implementation, provided that underlying issues of social exclusion and technology accessibility are properly addressed. Existing research suggests that for citizens with disabilities gateway issues such as technology access, usability, community- and government-receptivity are barriers to participation in local e-governance. Results from a pilot study indicate that the e-governance landscape for people with disabilities is heterogeneous; likely reflecting both differences within the disability community, as well as among the online governance entities. Systematic changes to the development, implementation, and evaluation of local e-governance for people with disabilities are recommended, informed by an analytical model suitable for empirical testing.
