In Mediterranean areas, the combined effects of the rural exodus, lack of forest management, and fire suppression policies have substantially contributed to increased forest fuel loadings and continuity over large areas. The result is a growing incidence of wildfires that exceed fire suppression capacity. Economic resources for landscape management are limited, and thus they must be prioritized towards the protection of valued assets where there is a high expectation of loss and the fuel treatments on strategic locations that restrict fires spreading into communities. We completed a case study in the Juslapeña Valley (Navarra, Spain) to demonstrate prioritization of fuel management activities. The study area has frequent and large forest fires that have caused significant damage to forest values and assets in rural communities. We first generated a wildfire risk map for valued assets, and then designed the optimal treatment mosaic within the community fireshed considering the wildfire exposure to forestlands and fire transmission to residential housing. We also identified overstocked stands where the timber or firewood production might supply the needs of local communities and partially cover the treatment cost. We found that the highest economic losses were obtained in residential houses located in the southern portion of the study area, mainly due to a higher burn probability. Fires ignited outside of the study area also exposed communities, and thus the extent considered in wildfire management plans needs to be adjusted to reflect the source and scale of risk to communities. The assessment framework presented in this study can be adapted to the multi-functional forest management in any fire-prone Mediterranean region elsewhere.

Spain is one of the Mediterranean countries most severely affected by wildfires during the last 30 years, despite enhanced fire suppression efforts. At present, forest area is increasing more in Spain than in any other European country, and also has one of the highest densities of fire ignitions. However, forest management plans have been developed for only 13% of Spanish forest areas. The objective of the present study was to assess the role of forest fuel management for wildfire prevention in Spain. Different fuel management techniques, including mechanical treatments, prescribed burning and controlled grazing, were considered. A quantitative SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis was performed, based on a thorough documentation review and on the opinions of forest fire experts. Results enabled the identification of obstacles that hinder the implementation of effective fuel management, and suggested strategic recommendations to overcome them. New opportunities related to rural development activities (e.g. promotion of ‘FIRESMART’ products) would be highly relevant in fire-prone forest areas. These opportunities should provide additional funding for sustainable forest management and could foster fuel management activities that would directly involve and benefit rural populations.

Incorporating fire disturbance into sustainable forest management plans is necessary to provide estimates of variation around indicators for harvest levels, growing stock, profitability, and landscape structure. A fire disturbance model linked to a harvest simulator was used to estimate the probability of harvest shortages under a range of harvest levels and fire suppression scenarios. Results were then used to estimate "sustainable" harvest levels based on a risk tolerance to harvest shortages and the effects of fire suppression. On a 288 000 ha forest in northeastern British Columbia, the cost of historical fire disturbance was estimated at $4 million per year in terms of foregone harvest profits. Suppressing 98.3% of disturbance events to 30% of their historical size had a value of $1.8 million per year. Higher levels of risk tolerance were associated with increased harvest levels and short-term profits, but as timber inventories were drawn down, average long-term profits became volatile. The modelling framework developed here can help to determine resilient forest management strategies and estimate the future flow and variability of harvest volumes, profits, and landscape conditions.

SummaryThe economic losses occasioned by forest fires in Canada are serious. Although the forest lands are largely under the jurisdiction of the provincial governments the forest resources are of national interest. For this reason the federal government, through the Department of Forestry, carries out a national programme of forestry research. The research in forest fire control encompasses the use of aircraft. This paper reviews the early developments in the use of aeroplanes in Canadian forestry operations. The more recent developments of direct fire suppression techniques, such as water dropping, are discussed in detail.

The evolution of forest values from timber supply to ecological and social values has been leading to the redefinition of the Sustainable Forest Management (SFM) paradigm. In parallel, scientific knowledge is expanding and uncovering the interconnectedness of the various processes that support these values. We thus have many wishes and much knowledge but we have to ensure that we have the decision support tools that will pull them together to promote SFM. After a broad review of the evolution of decision support tools in forest management, this paper presents a case for more holistic numerical planning tools. To illustrate that such tools can be designed, we propose a simple decentralized approach. In this approach, a landscape management strategy evolves based on local decisions, integrating spatial and aspatial, multi-period and period-specific goals. Such tools could become a useful platform for sustainable forest management planning. Australia often experiences natural disasters and extreme weather conditions such as: flooding, sandstorms, heatwaves, and bushfires (also known as wildfires or forest fires). The proportion of the Australian population aged 65 years and over is increasing, alongside the severity and frequency of extreme weather conditions and natural disasters. Extreme heat can affect the entire population but particularly at the extremes of life, and patients with morbidities. Frequently identified as a vulnerable demographic in natural disasters, there is limited research on older adults and their capacity to deal with extreme heat and bushfires. There is a considerable amount of literature that suggests a significant association between mental disorders such as dementia, and increased vulnerability to extreme heat. The prevalence rate for dementia is estimated at 30%by age 85 years, but there has been limited research on the effects extreme heat and bushfires have on individuals living with dementia. This review explores the differential diagnosis of dementia, the Australian climate, and the potential impact Australia’s extreme heat and bushfires have on individuals from vulnerable communities including low socioeconomic status Indigenous and Non-Indigenous populations living with dementia, in both metropolitan and rural communities. Furthermore, we investigate possible prevention strategies and provide suggestions for future research on the topic of Australian bushfires and heatwaves and their impact on people living with dementia. This paper includes recommendations to ensure rural communities have access to appropriate support services, medical treatment, awareness, and information surrounding dementia.

AbstractMastitis is a disease of livestock that directly impede livestock production and thus hindering the socio-ecological development of sub-Saharan Africa. Studies have estimated the prevalence of this disease in 30% of Africa countries, with Ethiopia having the highest prevalence. The coverage is low, despite the wide livestock and dairy farms distribution in Africa. Furthermore, estimated economic losses due to the impact of mastitis are lacking in Nigeria. The disease is endemic in Nigeria as indicated by the available data and there are no proposed management plans or control strategies. This review is thus presented to serve as a wakeup call to all parties involved to intensify efforts towards the diagnosis, control, and management of the disease in Nigeria.

Preservation and increase of forest area are necessary conditions for the biosphere functioning. Forest ecosystems in most parts of the world are affected by fires. According to the latest data, the forest fire situation has become complicated in Ukraine, and this issue requires ongoing investigation. The aim of the study was to analyse the dynamics of wildfires in Ukrainian forests over recent decades and to assess the complex indicator of wildfire occurrence in various forest management zones and administrative regions. The average annual complex indicator of fire occurrence, in terms of wildfire number and burned area, was studied in detail in the forests of various administrative regions and forest management zones in Ukraine from 1998 to 2017. The results show that fire occurrence in both the number and area of fires can vary significantly in various forest management zones. There is a very noticeable difference in these indicators in some administrative regions within a particular forest management zone. The data show that the number of forest fires depends not only on the natural and climatic conditions of such regions, but also on anthropogenic factors.

Roads are notable and responsible for the loss of biodiversity and disruption of wildlife habitats connectivity. Wildlife crossing structures (WCS) help wildlife move between habitats by connecting fragmented habitats. Their effectiveness is affected by various factors. Here, to identify methods for improving the effectiveness of wildlife crossing structures, we controlled the effect of intrinsic factors, such as size, that are difficult to improve in an already installed area, and then, evaluated the differences in extrinsic factors using 12 landscape characteristics. Our results show that 18 wildlife crossing structures were selected with propensity-score (PS) matching method. The surrounding landscape characteristics differed between high-effectiveness wildlife crossing structures and low-effectiveness wildlife crossing structures. Particularly, there was a significant difference between the ‘statutory protected area’ and the ‘edge’ index of the morphological spatial pattern analysis among the landscape characteristic variables derived within 1 km2 of wildlife crossing structures. We empirically demonstrate that characteristics around highly effective WCS, statutory protected areas are widely distributed, and the ratio of edge of MSPA is low (within 1 km2). Therefore, an important outcome of our research is the demonstration that management of WCS itself is important, but conservation of surrounding habitats and landscape management plans are also significant.
